Governing Document and Constitution
The charity is controlled by its governing document, CIO - Foundation registered on 27th March 2017, and constitutes a Charitable Incorporated Organisation.
Trustee Selection Methods
Apart from the first charity trustees, every trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the charity trustees.
In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.
Objectives and Activities
Objectives of the Charity
The objectives of the charity are:
to promote the benefit of the inhabitants of the area of benefit (the village of Winthorpe, East Lindsey, Lincolnshire and neighbourhood) without distinction of sex, sexual orientation, age, disability, nationality, race or of political, religious or other opinions, by associating together the said inhabitants and the statutory authorities, voluntary and other organisations in a common effort to provide facilities and support in the interests of social welfare for recreation and leisure-time occupation and to advance education with the object of improving the conditions of life for the said inhabitants;

to establish, or secure the establishment of, a community centre and to maintain and manage the same (whether alone or in co-operation with any statutory authority or other person or body) in furtherance of the objects;
to promote such other charitable purposes within the area of benefit as the trustees may from time to time determine.
Activities of the Charity
Winthorpe Community Partnership is a resident led collaboration between residents and service providers from NHS, council, police, housing association and others with the aims of providing the community with more choice, more opportunities and increase local knowledge and skills to make our community a happier healthy inclusive place to live. Along side all of this we run clubs and activities.
We confirm the trustess have had regard to the Charity Commission's guidance on public benefit.
Achievements and Performance
During the period since our last report, we have steadily returned to pre-covid normality, with our lunch club, Knit and natter, arts and crafts and coffee mornings all returning, with once again excellent engagement with our residents.
Due to the ongoing success of our clubs, we have expanded to include a job club, upbeat music session to help those with mental health issues through music, Digital support and youth drop in sessions, to try and reengage with what our young people would kike to see in the community or for the centre to offer.
Over the last 12 months we have of course now been facing the knock-on effect of the cost-of-living crisis, with many of our residents being severely impacted, we therefore decided to launch a School uniform swap shop, a warm space, where we can offer a hot drink and bite to eat for free and a warm clothes rail outside of the hall, for anyone to help themselves to coats, jumpers and other warm items of clothing, alongside advice.
Another clear need that we became aware of was the need for a place to by discounted clothes, toys, books, games, small items of furniture and small electrical items, so we launched the second time around shop, which continues to grow in success, with an excellent core of volunteers offering their time and donations regularly coming through the door.
And of course over the course of the year we have continued to offer free events, such as our Mini Health and well-being market, Summer Fayre and most recently our celebration of King Charles Coronation, which we called a Royal knees ups, with a bouncy castle, crown making, high tea, cakes and tea, loved by all and the trustees and I are proud of the continuing hard work and services offered by our volunteers and community co-ordinator.
Financial Review
The charity held £33,411 cash in hand and at bank at the end of the period. Total expenditure in the year amounted to £39,943 and total income was £38,155. The charity receives grants from other organisations to fund the majority of our work. Any clubs that the charity runs (the Lunch Club, Youth Club etc) are expected to be self funding with any excess of income used for administration costs. All drinks are free at present but most people put a donation in for them.

Independent Examiner's Report to the Trustees of Winthorpe Community Partnership
I report to the trustees on my examination of the accounts of Winthorpe Community Partnership for the year ended 30 September 2022.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
