## **REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 MARCH 2023**
The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
Conwy Connect for Learning Disabilities was set up in 1997 to help promote the rights of people with a learning disability living within the county of conwy in north wales. Its aims include ensuring people have equality of choice and opportunity in the community they live in.
## **OBJECTIVES AND ACTIVITIES Objectives and aims**
Conwy Connect for Learning Disabilities objectives and aims are as follows:
## **Making a difference by**
- Providing an essential link between all stakeholders whilst keeping members up to date of relevant changes in learning disability services.
- Informing members of any relevant changes in services.
- Providing information that increases choice.
- Breaking down barriers, encouraging and enabling people with a learning disability to have the right to a normal pattern of life.
We also help to 'connect' people who are interested in the continued care and support of people with a learning disability.
## **What we do**
- Offer independent information and advice on learning disability services
- Provide opportunities for members to meet exchange information, increase choice through our open meetings, newsletters and other publications.
- Increase and extend opportunities using person centred approaches for active, meaningful involvement through consultations.
- Provide person centred facilitation, to enable participation and engagement for people with learning disabilities and their families in North Wales
- Provide a voice to raise views and concerns to national policy makers.
- Take part in planning and monitoring learning disability services.

Conwy connect for learning disabilities works with a wide range of people including:
- People with a learning disability.
- Parents.
- Carers.
- Statutory organisations.
- Voluntary organisations.
- Interested individuals and organisations.

## **OBJECTIVES AND ACTIVITIES Significant activities**
Conwy Connect for Learning Disabilities currently delivers services in the following main areas:
## **Conwy Connect Core Funding**
Conwy Connect manage network of existing and new members will be maintained with the Provider. -Maintain a database of existing members and explore ways to increase membership
-Discuss relevant issues brought forward by members
Conwy Connect provide information and advice and ensures that a network of information sharing is provided, people are kept updated and informed in a timely fashion, therefore Service Users empowered to voice their own views.
The representation service will ensure future policies are directed and shaped by members' views and concerns. -Provide a voice to raise views and concerns of members
-Campaign when necessary
-Promote the needs and views of members to local and national policy makers.
-Arrange social get-together to enable parent/carers to meet to pass on their views and relevant issues of concern
-When required, support local people to participate in WG consultations.
## **Engagement service (Connect Advocacy Group)**
Funded by Conwy County Borough Council, the service contributes to the achievement of the following national well-being outcomes.
-My voice is heard and listened to
-I speak for myself and contribute to decisions that affect my life, or have someone who can do it for me
-I can access the right information, when I need it, in the way I want it and use this to manage and improve my well-being
-I engage and contribute to my community
- -I feel valued in society
-I get care and support through the Welsh language if I want it
## **Health Improvement Service**
Funded by Betsi Cadwaladr University Health Board. The Health Improvement Services helps people with problems around health care and access to Health Care. We inform our members how to keep healthy. We tell people about the health support they can get. I tell people about Annual Health Checks.
## **Planning for the future**
Funded by Lloyds Foundation This service providing support to individuals with learning disabilities and their parent/carers to plan for and help them during the transition into independent living.
## **Back to the Future**
Funded by Lloyds Foundation, Covid was still here when Planning for the Future came to an end. Because of this Lloyds Bank gave more money. This was to set up the Back to the Future service. Future accommodation is still a big issue for some. Also, wanting to have things to do. (For some this is social events, for some it is about work)
In many cases there is still some fear. There may also be uncertainty. Some people felt Covid changed their future. Some even felt it stole their future. We listen to their stories. This can empower them in getting their future back.

## **OBJECTIVES AND ACTIVITIES**
## **Health Check Service**
Funded by North Wales Together The project is to: Make sure people look after their health. Give paid jobs for people with a learning disability. Tell people about the changes they can ask for to make their health appointment easier to go to and to understand.
## **Family Transition Service**
Funded by North Wales Together, we support families that have children from the age 14-25 in the transition process from children to adult services, in a bespoke person-centred way.
## **Digital Connect**
Funded by ICF by Conwy and Denbighshire, in this financial year, funding was given to Conwy Connect to pilot new and exciting project. We called the project Digital Connect. This project was needed because in the pandemic people couldn't see their friends as they weren't digitally connected.
## **Regional Advocacy Service**
Funded by North Wales Together, the aim of this service is to encourage individuals with a learning disability to be included in their local Self Advocacy group. This was done by reaching out to individuals with a learning disability and professional in the Learning Disability sector.
## **Leisure Services**
Funded by Conwy County Borough Council, Denbighshire County Council, Comic Relief, National Lottery Community Fund, Cambrian Credit Union and Loto Lwcus. The aim of this service is to provide leisure services for adults and children across Conwy and Denbighshire.
## **FINANCIAL REVIEW**
## **Financial position**
A net surplus of £40,342 occurred in the year (2022 - surplus of £60,824) and the total unrestricted and restricted funds stand at £21,012 and £214,993 respectively.
## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
## **Governing document**
Conwy Connect for Learning Disabilities is a charitable incorporated organisation with the charity commission (number 1172199) and is governed by its constitution.
## **Recruitment and appointment of new trustees**
The policy and general management of the affairs of the charity are directed by the trustees. The trustees are officially appointed at the annual general meeting.
There is no external body that has the entitlement to appoint a trustee. All new trustees are given an induction and are furnished with an information pack
## **Key management remuneration**
Trustees were not paid any remuneration during the year, and a total of £0 was reimbursed to trustees in connection with expenses reclaimed.

## **Independent examiner's report to the trustees of Conwy Connect for Learning Disabilities ('the Company')**
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2023.
## **Responsibilities and basis of report**
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.
## **Independent examiner's statement**
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the year ended 31 March 2023.
The members have not required the company to obtain an audit of its financial statements for the year ended 31 March 2023 in accordance with Section 476 of the Companies Act 2006.
The trustees acknowledge their responsibilities for
- (a) ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and
- (b) preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company.
These financial statements have been prepared in accordance with the provisions applicable to charitable companies subject to the small companies regime.

## **1. ACCOUNTING POLICIES**
## **Basis of preparing the financial statements**
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
## **Income**
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **Taxation**
The charity is exempt from corporation tax on its charitable activities.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
