The trustees have the pleasure in presenting their report and the unaudited financial statements of the charity for the year ended 31 March 2024.
OBJECTIVES AND ACTIVITIES
Introduction
Chaplaincy Derbyshire is a Charitable Incorporated Organisation, CIO, (1172198). It is based at St. Peter’s Centre, St. Peter’s Street, Derby DE1 1SN. As of Ist April 2022 Workplace Chaplaincy Derbyshire and Derbyshire Rural Chaplaincy have been incorporated into Chaplaincy Derbyshire.
The current trustees are:
Revd. Anita Matthews, Revd Robert Atkins, Mrs. Sandra Hinds, Dr William Poole, Mrs Joy Bates.
Purpose and Main Activities of the Charity
The objects of the CIO are:
1.To advance the Christian Religion mainly, but not exclusively, by the provision of pastoral care through chaplaincy services for the benefit of the public in Derby City, Derbyshire and surrounding areas.

To promote the physical, mental and spiritual well-being of the inhabitants of Derby City, Derbyshire and surrounding areas mainly, but not exclusively, by the provision of advice and support.

To support, care for and treat persons in need in Derby City, Derbyshire and surrounding areas who are homeless or suffering from the effects of poverty, sickness, disability, alcoholism, drug addiction, offending behaviour or any other mental or physical infirmity, as an expression of Christian faith.
SUMMARY OF THE MAIN ACTIVITIES UNDERTAKEN FOR THE PUBLIC BENEFIT IN RELATION TO THESE OBJECTS
In planning our activities for the year we kept in mind the Charity Commission’s guidance on public benefit at our trustees meetings.
ACHIEVEMENTS AND PERFORMANCE
Chaplaincy Derbyshire has around 75 chaplains active at any one time, from a base of 90, operating in a range of diverse sectors (retail, business, health care, social care, education, city council, rural, police and fire and sport and leisure). Last year we reported on the work done by the Rural Chaplaincy, this year we are providing a report on The Health Care and Police and Fire service chaplaincy work:

The Health Care Chaplains
There are two strands of Health Care Chaplaincy. Chaplains offer a Listening and Guidance Service for patients in GP Surgeries in Ilkeston, Derbyshire and hope to expand to cover the whole of Erewash District. Patients are referred to the service by Health Care Professionals. During the yearlst April 2023 — 31st March 2024 there were 124 referrals to the Chaplaincy and 412 Chaplaincy appointments were carried out and the feedback received shows appreciations for the relaxed and kind way in which meetings take place that enables people to share their experiences “without fear or judgement”. A number of people have stated that meeting with a Chaplain had helped them to work through their challenges and the service was described as helpful, very good, invaluable, excellent and wonderful.
People who used the service felt relaxed and able to speak openly, enabled to work through the issues they were facing, supported in difficult times and to recognise positive progress in their situations.
Contact with people is face-to-face at the GP Surgery but phone conversations and home visits are also available and used where appropriate.
Other Health Care Chaplains operate in connection with Derbyshire Community Health Services. Patients are referred to Chaplaincy by DCHS staff. The patients are seen by agreement with the patient and usually in their own home.
Due to an increase in demand we are currently rolling out a recruitment process to increase numbers of Health Care Chaplains.
Police and Fire Chaplaincy:
There have been significant changes in the chaplaincy provision with the Derbyshire Constabulary and Derbyshire Fire and Rescue Service. Chaplains have continued to support staff, officers and crews and remained a valued service within both organisations, despite the changes in circumstance. Over the past year we have seen an increase in people seeking the support of the chaplains and continued to build relationships across both organisations. The year has seen more people interested in becoming police and/or fire chaplains, although we have not yet been able to finalise recruitment before the year end.
In September we held our biannual memorial service for officers who have lost their lives whilst in service. Despite the weather, we were able to gather around the memorial and provide comfort to those families in attendance. In November the Armistice Services was held in the Atrium at Headquarter for the first time since COVID. Many of those working in the offices came to stand

with the chaplaincy team as wreaths were laid and the names of all the serving Derbyshire officers and firefighters who lost their lives in the wars were read. In December, the chaplaincy team lead the annual Carol Service, this year in Chesterfield. The evening was an opportunity for families connected to the police and fire organisations to collectively celebrate the birth of Jesus. Chaplaincy Derbyshire equips chaplains to serve the police and fire organisation through regular training days and Christian focused application of skills. The charity ensures all chaplains are supported and are in the right sector.
The trustees continue to have due regard for their duty to comply with guidance of the Charity Commission on public benefit in the exercise of their powers or duties.
Web Sites
This year we have invested in a new website using the new charity name in the domain. This has presented us with the opportunity to consider the content and format for the website and ensure anyone visiting the site captures the charitable objectives.
The website is a key asset for the charity as it enables us to share our vision with a wider audience and promote the good work of the charity. With assistance from DOWO graphic designers, the crisp new site is easy to navigate. It has built in systems, enabling us to use other Apps to record interest and promote events without having to update the website or having multiple emails on the site. This has now allowed us to use our data more effectively and to be able to access key information remotely - see: https://www.chaplaincyderbyshire.co.uk/
Derbyshire Rural Chaplaincy has an excellent web site dealing with the specific requirements of rural communities with inspiring reports, events and photographs. See: https://derbyshireruralchaplaincy.org.uk/
Training and Safeguarding
All Chaplains and Trustees have DBS clearance to work with Chaplaincy Derbyshire (see Structure, Governance and Management above) and access to a Safeguarding Officer.
During 2023-24 there were two training days that covered a range of topics including:

Training remains an important aspect of Chaplaincy Derbyshire activities.
Future Plans
The appointment of 3 workers took place from August 2023 to cover:
e Chaplaincy Overall Development e Healthcare Chaplaincy Development and e Communications Work is on-going but subsequently one of the workers stepped down because of other commitments but one of the remaining workers has increased hours to cover the gap.
It is planned to have a formal launch of the Chaplaincy now that the majority of key elements of the revised charity is in place. Chaplaincy Derbyshire will continue to monitor and review its structure, procedures and policies.
The ecumenical partnerships will continue to be encouraged and strengthened along with recruitment of volunteer chaplains for all sectors. Opportunities for financial support will continue to be reviewed for all sectors with grant applications made as appropriate.
Chaplaincy Derbyshire funds are used solely for operational costs to support the Chaplaincy service (provision of training, expenses of office, uniforms, publicity administration and travel costs). Regular annual income comes from a contract held with Derbyshire Community Healthcare Services NHS Foundation Trust for provision of Chaplaincy Services to patients in the community, and a contract held with Erewash Primary Care Network for provision of Chaplaincy Services to their GP Surgeries.
Significant grant support is also received from a number of organisations including the Police and Fire services, trusts and associated churches.
We receive payment from the Diocese of Southwell and Nottingham when their chaplains attend our Chaplaincy Training Days and occasional donations from individuals.
There were two paid Chaplains in the year; one was Lead Chaplain for the Police and Fire services and the other Lead Chaplain for Rural Chaplaincy. A reorganisation within the police and fire services to meet legal requirements has meant that the paid chaplaincy role has ended. All other chaplains are volunteers. There is no charge for the Chaplaincy Service, with the exception of the contract outlined above.
During the year 3 part-time (2 days per week) paid posts were filled to work on the development of Health Care chaplaincy and the structure of the organisation along with management and communication facilities.
Chaplaincy Derbyshire sub-contracts payroll and pension management.
At 31st March 2024 the balance of funds was £83,430.92 with £21,188 of investments — see separate Financial Statement.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
The governing document of the CIO is a Constitution which was accepted in June 2017. In accordance with that document, new trustees are appointed by the existing trustees.
A more formal structure has been implemented as the work of the CIO has expanded and there is now an Operations Team that manages the more day-to-day needs. The trustees meet six times a year to transact the business of the CIO. There is also contact between trustees by email. Four of the Trustees are actively involved as a serving Chaplain.
During 2023-24 the policies and procedures were reviewed, updated and extended in order to meet the changes in structure and the development of the service.
Chaplains are appointed via a stringent interview process, and are subject to an enhanced DBS check as well as induction and ongoing training. All Chaplains are required to abide by Chaplaincy Derbyshire’s Safeguarding, Data Protection and other relevant policies.
Risk management policy
The trustees examine the major risks that the charity faces each financial year when preparing and updating the strategic plan. The charity has developed systems to monitor and control these risks to mitigate any impact that they may have on the charity in the future.

Independent Examiner's Report to the Trustees of Chaplaincy Derbyshire
I report on the accounts of the charity for the year ended 31 March 2024 which are set out on pages 8 to 11.
Respective responsibilities of the trustees and examiner As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of[the] 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: e accounting records were not kept in accordance with section 130 of the Act or e the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
