The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 August 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). 

The Edmonton Community Partnership (ECP) is a charitable company set up by a group of Headteachers and members of the local community to provide valuable enrichment opportunities, predominantly outside of the curriculum, for young people and their families in Edmonton in order to raise aspirations and improve outcomes for those most in need. The organisation has been set up in this way, as its purposes are charitable and mainly centred on advancing the health, education, safety and wellbeing of families in deprived communities. 

ECP provides a service to schools which includes income generation for enrichment activities, project management  and network management/administration to facilitate collaborative working.

## **OBJECTIVES AND ACTIVITIES** 

## **Our Mission** 

The organisation's overarching purpose is to "raise aspirations, outcomes and standards for children and their families within deprived communities". 

More specifically the company's objects, as outlined in the Articles of Association, are as follows: 

1) to advance in life and relieve the needs of young people in the United Kingdom by: 

a) providing advice and assistance and organizing programmes of physical and other activities that develop their skills, capacities and capabilities to enable them to participate in society as independent, mature and responsible individuals. 

b) providing advice and assistance and organising activities that enhance their health, safety and well-being; 

c) providing information about other organisations which provide activities, services, and facilities and which are established for the relief of need of young people and their parents and carers; and 

d) providing recreational and leisure time activities in the interests of social welfare, designed to improve their conditions of life. 

(2) to advance the education of children, young people and their families and carers for the public benefit in the United Kingdom in particular but not exclusively by: 

a) promoting co-operation and collaboration between schools and other educational bodies and the wider community in which the schools operate; 

b) the provision of services, facilities and activities to develop the capacity and skills of parents and carers of children and young people to enable them to engage more with the education of, and to identify and help meet the needs of, the children and young people in their care; 

c) the provision of training to individuals involved in the education and pastoral care of children and young people in order to equip them with the skills required to deliver such education and to support the social and emotional wellbeing of the children and young people in their care. 

(3) promoting the efficiency and effectiveness of schools and other educational bodies which have charitable purposes and the effective use of the resources of schools and other educational bodies for the charitable purpose of the advancement of education for the public benefit, by providing services for schools and other educational bodies to promote good practice and enhance and improve their procurement activities; and 

(4) advancing any other purpose for the benefit of the public that is charitable according to the laws of England & Wales. 

NB: Edmonton is an area in which many people live in deprivation, with new immigrants struggling with social  isolation, child poverty rates of 53% (well above the national average of 21%), and issues around youth violence. This means there are many who need extra support to gain access to available opportunities. 

## **Chair of the Trustees Opening Comments** 

As a charity, we work together to raise aspirations and secure even better outcomes for our families. The work we do provides opportunities and presents choices for our children and young people, giving them experiences of success and of being valued. Over the last year ECP has worked relentlessly to navigate unchartered waters in terms of responding  to needs, including unanticipated demand, rapid decision making and successfully accessing newly released funding and all with a sense of urgency. Our strategic plan, "The Right Deal for Edmonton" clearly sets out our ambition for the year ahead and the aim to raise £300K, which will enable us to meet our aims. Our partnership working and the strong relationships with schools are key to our success and continues to go from strength to strength. I hope that like me you will be inspired by our plans to support our families to live fulfilling and healthy lives and will continue to be a part of making our community even stronger.

## **Personnel and Staffing Changes** 

Special thanks and recognition go to the charities' professional and administrative staff who provided us with excellent support in all our business activity areas. 

This year we can report we had an increase in our income due to the success of gaining more grants/contracts based on Targets set by the Partnership Manager. 

## **Partnership Manager's statement** 

This year Edmonton Community Partnership continued to build on our work from last year, against the continued public health crises of Covid 19. Over the last 11 months the charity has grown and adapted in line with the needs of our schools, community, partners, and staff, working with local communities and partners to tackle the underlying issues of poverty, injustice and disadvantaged. Unlike so many organizations who have had to completely re-write their strategic plans, ECP has pivoted slightly but remained committed to our Revitalize Strategy introduced by the Partnership Manager in 2020. The severity with which the pandemic has hit communities across the country has been devastating. The London Borough of Enfield has been particularly challenged, given the exacerbated effect on the poor, disadvantaged, Bulgarian, GRT and Black communities. Our world has changed, and operating in a post-Covid world will continue to be one of the greatest tests of our collective character in the entire 10 years of our existence. We have entitled our updated strategic plan for 2022-2024 'The Right Deal for Edmonton', as we seek to re-affirm and strengthen our commitment to the children, parents, teaching staff and communities who live and work in Edmonton (Enfield). More than ever before, helping our communities to get the right deal in spite of the many and unprecedented challenges they may face will require our very best efforts to ensure we get the [Right] financial, resource or partnership [Deal]  for them. 

Our immediate response to the pandemic was proactive and significant, and helped set the scene going forward.  Through Covid emergency food support, digital support for our children and expanding our holiday programmes, increasing our reach to children and economic support for local people and partners, in incredibly innovative and courageous ways to help our communities when they needed us most. For this we are enormously proud and thankful, as we are for our partnership schools, funders and donors who contributed so significantly through the crisis. 

Though we have developed new offerings and transformed existing ones, it is clear that the adverse financial, educational, social and health impacts of the pandemic will blight our nation for decades to come. In order to survive and thrive going forward, we must remain hopeful, reminding ourselves that the charity sector has a remarkable ability  to hold both hope and fear simultaneously, whilst shying away from neither. ECP must focus our efforts on becoming more BOLD, Ambitious, Yet Realistic than ever before, to stand shoulder to shoulder with those most in need in  Edmonton, by inspiring hope and offering opportunities for connection, growth and progression. 

## **2020/21 Highlights** 

This is what we have been doing at ECP over the last 11 months. The core ECP team have shared some of the highlights of this year. Also detailed are a few of the plans for 2022 considering the needs expressed by school staff and our community. 

## **Program Achievements/Highlights** 

During and post the height of the Covid-19 pandemic (inc. Schools Mapping - Participation by project 2020/2021) 

## **ESOL 2020/21** 

**Aim:** This project encourages social integration amongst disadvantaged adults, by bringing together people from  various ethnic groups, cultures and backgrounds to enhance their opportunities for employment and progression, as well as  give them the confidence to succeed and achieve more in life. 

Courses are run by Barnet & Southgate College, are offered for free, and include: 

- ESOL - English t.o Speakers of Other Languages. 

- Keeping up with the children English & Maths. 

- Accredited First Aid courses including paediatric first aid. 

- Sewing classes.

Total enrolment numbers based on the previous year of 409, did drop slightly, however, considering the difficulties that emerged as a direct result of the Covid-19 pandemic and subsequent school closures, enrolment and participation in courses continued online in most cases, so there was not a significant drop in numbers and most courses still took place, albeit virtually online. 

## **GLEE** 

**Aim:** GLEE is our yearly flagship performing arts enrichment programme run by Pineapple Studios. Highly qualified and experienced Pineapple tutors deliver 18 weeks' worth of extra-curricular GLEE clubs which include dancing,  singing and drama tuition to 18 schools, culminating in our final showcase which usually takes place in a prestigious London theatre where the yearly winner is crowned. This year, due to the pandemic and reduced funding we have not been able to put on the "usual" provision as we would have liked, however, we have been able to provide #GleeOnline to West Lea School. West Lea School have accessed the #Glee online weekly one-hour workshops which have been very positively received. Tutors from Pineapple Studios have run weekly workshops via Zoom online to three separate classes. 

- Dutoit class (9 weeks x 1-hour sessions) - 12 students participated. 

- Lanthaler Class (10 weeks x 1-hour session) - 10 students participated. 

- Wright Class (6 weeks x 1 hour session) - 10 students 

A further 10-week block of sessions were scheduled for early October.

- Discovers hidden talents. 

## **#SkillsForLife** 

**Aim:** As part of ECP's lifelong learning strategy, the #SkillsForLife project, funded through ESFA, will give 20 unemployed and disadvantaged young adults aged between 16 and 24 years of age, who are NEET, and live in Edmonton/Enfield the tools and opportunities needed to enable them back into the labour market. 

Participants will follow a specialised training/mentoring programme through Work Works Training Solutions (WWTS) with a specified outcome in order to improve their employability skills, soft skills, develop sector specific knowledge, improve health & wellbeing, build confidence, knowledge, and skills to actively search and apply for employment. Participants are also supported on their journey into employment by an ECP youth mentor. 

- Total young people enrolled onto the programme = 20. 

- 10 young people have successfully completed the Highfield level 2 Award in Food Safety for Catering (RQF). 

- 10 young people have successfully completed the gym instructor course. 

- 3 young people have gained employment so far. Outcomes:

## **Communication is Key (BBC Children in Need speech and language project)** 

**Aim:** to support small groups of children with communication needs who are not entitled to statutory support **Reach:** Year 2 of project began October 2019 but was interrupted by school closures meaning the project will end (at the earliest) Christmas 2021. On average 16 children per school.

## **Forest School** 

This was a child-centred inspirational learning process, that offered opportunities for holistic growth through regular sessions for ECP school pupils.

## **Leader Within Me** 

**Aim:** To work with girls aged 10-15 and develop skills (leadership, communication, teamwork) through football. We targeted young women from Edmonton Country school and female pupils on our mentors' caseloads. Our female mentor MG over saw this project lead by Perfecting Potential. 

**Reach:** Up to 15 girls per session. 3 were from ECP. 

## **Food Parcels** 

We received funding at the height of the second lockdown to supply 200 families (in partnership with our schools)  with food/essentials parcels fortnightly for 6 deliveries.

Aim: Music & radio production workshops. **Aim:** To provide tailored wellbeing support to a specialist caseload of children and young people referred to the  Dream, Believe, Succeed Project. A combination of 121 and group work. This year against the odds of parents not willing to allow children take part in online mentoring sessions and school closures the mentors have managed to stay in contact with their caseloads, as well as offering vital in school support to children not on their caseloads, but who require their input.

**Aim:** Holiday programme to support free school meal pupils in the wake of lockdown. Children and young people enjoyed a wide range of creative and sports activities, with a special emphasis on healthy living.

## **Mind Over Matter** 

Aim: A creative theatre one-day workshop for young people to build their resilience through drama and performance. This approach is fun and develops confidence and skills. It has proved especially beneficial for Y6 students who are about to enter a new stage of their lives in which they will be especially vulnerable, and will need to display resilience.

## **Leo Powell Assemblies** 

**Aim:** Teaching young people about county lines and the risks of involvement in gangs and criminal activity. Leo Powell is an experience public speaker who has been providing county lines training for decades; he conducted a series of virtual assemblies for Y4-Y6 in our schools.

Brettenham - 32 CYP in 20/21 - Easter HT Workshop. (This project had reached more schools prior to September 2020). 

As you can see the team and our partners have been busy. But there is more we have been working on for 2022. 

## **2021/22** 

Looking towards next year with a funding target of £300k, the core team have already started working on projects and/ or secured funding bids to ensure we respond to the needs of our schools and local communities; 

Targeted Community Project: 

Supporting marginalized communities (Expand Bulgarian Project, looking at our East African community as well as  our white working class community). 

Secured: 

Lottery Bid - £277,970 (3 Year budget) 

## Extra-Curricular Project: 

Young Girls work in school addressing - Exploitation, coercion and threats, Sexualised Bullying and Unwanted Sexualisation. Secured #StrongerEdmoton (VRU) Bid - £84,390 (a percentage of this fund will support the above girls project as well as targeted after school work connected to DBS). 

Plus, we are looking at 

" 20k - To support Adult Lifelong Learning & ESOL. 

" £20k - To support Post 16 Education projects (Traineeships, Apprenticeships and Vocational courses). 

Projects to support pupils in school the team will have meeting with school staff to look at bespoke or whole  partnership approach to fund the following over the next two years;

And as an update on last year, we are currently exploring with NHS North Central London CCG funding opportunities  to support an intervention and prevention programmes for our most at risk children and their families (targeting black pupils as a pilot) - a new 360 wrap around service to support a child in school and at home. ## **FINANCIAL REVIEW** 

## **Financial Review** 

For this period, ECP generated income of £84,825 from memberships fees charged to schools within the partnership, including CU membership/passports, and fundraising. This included 15 Primary schools, 3 Secondary schools, 1 pupil referral unit and 1 special school. 

The charity provides a service to schools to support children and families in disadvantaged communities. The fees paid by schools to access this service covers the total operating costs, including salaries and additional reserves for the charity. This ensures sustainability and continuous service to the community we serve as the operating costs are not reliant on grant income. 

Specific projects and initiatives are funded through grants, donations and fundraising activities. During the year ECP raised grants in its own right totalling £469,624 for projects in the community, which it managed and disbursed £439,877 in respect of those projects. 

This is part of our income generation strategy that the board is continuously committed to review. 

## **Reserves policy** 

The trustees consider it appropriate to build up and maintain a reserves budget to cover the partnership in the event of  a shortfall of SLA fees for long term viability. This could also be used to fund temporary grant shortfalls and possible costs associated with staffing including redundancy, pension commitments (including withdrawal liability of the scheme) and long-term sickness. The trustees are of the opinion that £47000.00 would be sufficient to cover potential liabilities  in the short term (where there are no redundancy costs). The Charity aims to build reserves in the long-term. 

## **Going concern** 

The Trustees have reviewed our financial position, taking into account the level of cash reserves, and the systems of financial control and risk management. As a result of this review, the trustees believe that we are well placed to manage operational and financial risks success fully. Accordingly, the trustees have a reasonable expectation that the Charity have adequate resources to continue in operational existence for the foreseeable future. Therefore, they continue to support the going concern basis of accounting in preparing the annual accounts. 

## **Risk Review** 

The major risks (Covid-19 and reliance on historic funders) to which the charity is exposed have been reviewed and systems are being established to mitigate those risks; funding risk is being addressed through building new  partnerships and diversifying sources of funding.

The organization is registered as a charitable company limited by guarantee is controlled by its governing document, Memorandum and Articles Incorporated and constitutes a Limited Company, Limited by Guarantee, as defined by the Companies Act 2006.

## **STRUCTURE, GOVERNANCE AND MANAGEMENT Recruitment and appointment of new trustees Recruitment and Appointment of Board of Trustee's:** 

The directors of the company are also charity trustees for the purposes of charity law and under the company's articles  of Association are known as members of the charity. The board meets throughout year and considers such matters as the appointment of trustees, the approval of Annual Reports and Accounts and the appointment of the independent examiner. The quorum necessary for the transaction of business of the trustees is a minimum of two or the number nearest to one third of the total number of members entitled to vote, whichever is larger at the AGM and two at other times. We currently have four Trustees and all members give their time voluntarily and receive no benefits from the charity. They adhere to the procedure when appointing a trustee is as follows: 

- The Charity identifies the need for a new trustee either because of a resignation or they have identified a skill that they need to bring in. 

- The Trustees agree what skills, experience and knowledge is needed and write it down in the form of a short job description and person specification. 

- The trustees then agree responsibilities and a process for recruitment taking care to comply with any specific requirements set out in the charity's governing document. 

- Checks are carried out on candidates: 

1) They have not been disqualified from acting as a trustee and they are asked to confirm this in writing. 

2) If there are any potential conflicts of interest 

3) Appropriate checks from the Disclosure Barring Service 

- The new trustee is given a letter setting out their duties and expectations of them which is signed and returned. 

- Their details are updated with the Charities commission and companies house 

- An information pack about the charity is given to them and they are introduced to the other trustees 

The New trustee attends their first board meeting and is duly welcomed. All relevant parties are notified of the new appointment.

## **Independent examiner's report to the trustees of Edmonton Community Partnership ('the Company')** 

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 August 2021. 

## **Responsibilities and basis of report** 

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible  for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). 

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as  carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act. 

## **Independent examiner's statement** 

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a registered member of ACCA which is one of the listed bodies. 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an  independent examination; or 

4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their  accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

## **1. ACCOUNTING POLICIES** 

## **BASIS OF PREPARING THE FINANCIAL STATEMENTS** 

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. 

## **INCOME** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **EXPENDITURE** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **TANGIBLE FIXED ASSETS** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

## **TAXATION** 

The charity is exempt from corporation tax on its charitable activities. 

## **FUND ACCOUNTING** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **HIRE PURCHASE AND LEASING COMMITMENTS** 

Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight line basis over the period of the lease. 

## **PENSION COSTS AND OTHER POST-RETIREMENT BENEFITS** 

The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
