Aim and Purpose –
Newton Abbot and Ogwell Parochial Church Council (the PCC) together with the Incumbent, the Reverend Dave Brown and Team Vicar, Reverend Gareth Regan, and the wider congregation, share the task of building God’s Kingdom in the ecclesiastical parish of Newton Abbot and Ogwell and beyond. Working through congregations in the five churches within the parish: St Paul’s Devon Square, St Mary’s Wolborough, St Bartholomew’s Ogwell, All Saints’ Highweek and St Mary’s Abbotsbury, we seek to be a faithful, loving, and welcoming community of churches which are active in serving one another and the wider community, providing a wide variety of worship styles, so that all people might come to hear the Gospel and grow as disciples of Jesus.
Objectives and Activities:
The PCC is committed to enabling as many people as possible to worship in our Churches, and to become part of our parish family. When planning our activities, the PCC has considered the Charity Commission’s guidance on public benefit, and in particular the specific guidance on charities for the advancement of religion. Our services and worship seek to put faith into practice through prayer and scripture, music and
sacrament. We seek to enable ordinary people to live out their faith as part of our parish family, and to connect and build that family, through:

Regular Sunday and weekday worship services across the Parish in a variety of styles;

Clear, relevant Bible teaching that is applied to everyday life;

Home groups, discipleship courses and baptism preparation courses to teach the Christian faith;

The provision of pastoral care for the sick, infirm or housebound church members, and other people living in the parish;

Holding services in nursing and care homes, and taking collective worship in local schools;

Taking weddings and funerals;

Involvement in the civic life of the town;

Mission and outreach activities, building bridges for faith within the wider community;

The care and maintenance of our historic buildings; and
-
Managing our finances well.
The Wider Parish.
Although Sunday worship in different churches means we are really 5 worshipping communities linked as one ecclesiastical parish, there are times when we more obviously work together and worship together. This is particularly true on 5[th] Sundays when we rotate our services around the 6 churches of the benefice and worship in the style of that particular church. In 2022, that meant services at All Saints Highweek, St Bartholomew’s Ogwell and St Luke’s Milber.
Wedding and baptism preparation classes are held centrally, and ‘exploring faith classes’ are available to all. Across the Parish there are 3 home groups running, where members of different church communities are invited to gather for fellowship and Bible study. Both St Paul’s and St Bartholomew’s host monthly coffee mornings to which everyone is invited. These raise a substantial amount of money for charity. Last year we also took part in shoe box appeal with Operation Christmas Child and 50 shoe boxes were collected.
In the autumn, under the leadership of our new team rector, the PCC began working on a new Mission Action Plan which will, when complete, set goals for the wider parish and for each worshipping community. New pew and lectern Bibles were purchased, new service were books produced, and work began to ensure that we have a wider range of worshipping styles across the 5 churches in our parish, with changes being introduced in January 2023.
Electoral Roll
At present there are 152 parishioners on the Electoral Roll, 143 of whom live within the parish. 10 names were added during the year, and 12 were removed, either because of death or moving away.
PCC Structure, Governance and Management
The method of appointment of PCC members is set out in the Church Representation Rules. The Council comprises the Incumbent, the Churchwardens, a representative of the Readers, those elected to the Deanery Synod, and other members who are elected at the Annual Parochial Church Meeting, by those on the Electoral Roll. Members of the congregation are always encouraged to join the Electoral Roll, and to consider standing for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance in the parish, and for all financial matters. The full PCC met six times during the year, with the average level of attendance being 94%. Meetings begin with a short time of prayer and worship, and following the appointment of our new Rector, a standing committee was established to aid the PCC in its deliberations.
Volunteers
The members of the PCC would like to thank all the volunteers who work so tirelessly to make our Church a lively and vibrant community. Our especial thanks go to all our Churchwardens
Deanery Synod
Two members of the PCC sit on the Newton Abbot Deanery Synod – but for 2022 we had one vacancy. Deanery Synod provides the PCC with a link with the churches around us, and also with the Diocese as a whole. It also receives reports from the General Synod. During the Pandemic, these meetings were held online, but have now returned to ‘in person’. The Rural Dean Rev’d Patrick Parkes left the Deanery in September 2021 and Fr Nick Debney was appointed Acting Rural Dean. The new Rural Dean, the Rev’d Andrew Down was commissioned on 18[th] October 2021. Topics discussed last year included focus on welcome, a talk by the Canon Chancellor of Exeter Cathedral and a presentation by Rev’d Pete James from St Basil’s Church based on a farm in Devon.
Financial Review
Total receipts on the unrestricted General Fund were £226,490, and payments from this fund totalled £226,916 giving a deficit of £426. The income was boosted by the sale of shares, £32,084 and by applying for an energy grant from the Diocese, £7,900, plus legacies of £10,150. Without these extra one off money there would have been a large deficit. Times are tight especially with the fuel going up. Income from the Parish Giving Scheme, standing orders, contactless and weekly giving only increased by about 0.5% which is not very encouraging in a full non lockdown year. It has been good to see that people are now using contactless giving more. Our contribution to the Diocesan Parish share went up by 7% in 2022 which increased our spending. Our grateful thanks go to all who contribute financially to the life of the church. Ogwell has a magazine account which will be incorporated into the parish accounts in 2023.
Reserves Policy
It is PCC policy to try and maintain a balance on unrestricted funds of at least three months expenditure. This is equivalent to £56,000. As of the year end this is being met.
Safeguarding
The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).
Administrative Information
The Parish office is situated at St Paul’s Church, Devon Square, Newton Abbot, Devon TQ12 2HN and is part of the Deanery of Newton Abbot, in the Diocese of Exeter. The correspondence address is the same as the Church Office. During 2022 the Parish Office was open daily.
The PCC is a body corporate (PCC Powers Measure 1956, and the Church Representation Rules 2022) and a Registered Charity No: 1172055.

Independent Examlner's Report to the Trustees of The Parochlal Church Council of the Eccleslastical Parishes of Nowton Abbot and Ogwell I report to the trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parishes of Newton Abbot and Ogwell for the year ended 31st December 2022. Responsibilities and basis of report As the charty trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act"). I report in respect of my examination of the charis accounls canied out under section 145 of the 2011 Act and in carrying out my examination I have followed a51 the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. Independent examinerfs statement I have completed my examination. I confimi that no material matters have come to my attention in connection wth the examination giving me cause to believe that in any material respect- (l) Accounting records were not kept in respect of the Charty as required by section 130 of the Act. or (2) The accounts do not accord with those records.
