## REPORT OF THE TRUSTEES 

## for the Year Ended 31 December 2020 

The trustees present their report with the financial statements of the charity for the year ended 31 December 2020. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). 

Newton Abbot Parishes consist of St Paul's Devon Square, St Mary's Wolborough, All Saint's Highweek, St Mary The Virgin Abbotsbury and St Bartholomew East Ogwell. 

## **OBJECTIVES AND ACTIVITIES** 

## **Public benefit** 

When planning our activities for the year, we have considered the Charity Commission's guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. We consider that all of our activities have fallen within the public benefit guidance. 

## **Safe Guarding and Clergy Discipline Measures 2016** 

The PCC has taken all the necessary steps to fully comply with Section 5 by having all necessary officers of the Churches fully trained and vetted in accordance with the House of Bishops guidance on the Safeguarding of Children and  vulnerable adults

## **ACHIEVEMENT AND PERFORMANCE** 

Rector's Report as Chair of the PCC 

When reflecting on the last 6 months (Since the last APCM) I am struck by several things. Firstly, the sheer length of time that it has taken for the coronavirus outbreak to be brought under control. Who would have thought when we  first went into lockdown in March 2020 that, fourteen months on, we would still be experiencing the kind of restrictions on our liberties that we all now accept and take for granted? 

It has been a tough year to say the least, not only for the church but for society as a whole. There has been significant loss of life, our economy has been in freefall at times and as a consequence many people have either lost their jobs  or been furloughed and are under an ever-present danger of never returning to work. 

For the church itself, there have been equally significant challenges, with the inability to congregate at all in the early stages of the pandemic. Even now there are strict regulations that prevent socialising before, during or after services. There has been an ongoing disruption to our usual worship patterns, with some churches remaining closed for long periods. Those that have stayed open have had to adapt their style of worship and presentation to incorporate wide and varied tastes in liturgy and the introduction of on-line streaming. 

The absence of those who have felt vulnerable and unable to attend church in person has also meant that congregations are smaller. Congregational singing is still not permitted except by a very limited number of choir members. As we adapt to this new way of delivering services to the widest number of people possible, we have had to manage technical hitches with the A/V that have interrupted both the streaming and service itself as we have sought to address them. Thanks to those who have made it possible for large numbers of our congregations to engage in worship at home and to maintain a sense of connection to the church. I don't think that we fully appreciate the sacrifices that they have made to their own worship experience in order that others might feel a part of us, though not physically present with us. 

The usual pastoral oversight of congregations that naturally occurs at church services has also been frustrated. Under normal circumstances the absence of an individual would be quickly picked up. People's anxieties would be noticed/shared and supported but under current circumstances, this has been far more difficult to discern and respond to. Communication has been challenging with those unable to access digital services feeling increasingly isolated and vulnerable. 

Both the church and community have not been able to grieve the loss of loved ones with family and friends in the usual way, weddings were prohibited for a significant period of time and funerals were limited to a very small number of mourners, and this continues to be the case. 

As can be noted from the electoral roll, we have said goodbye to a number of stalwarts of the church including previous clergy, clergy wives, organists and longstanding church members who will be sorely missed by us, but are now at rest in the presence of their maker. 

In 1 Peter 1: 6-7 the Apostle reflects: 

"in this you rejoice, even if now for a little while you have had to suffer various trials, so that the genuineness of  your faith-being more precious than gold that, though perishable, is tested by fire-may be found to result in praise and glory and honour when Jesus Christ is revealed." 

Trials and tribulations are part, some might say an indispensable part, of our faith journey. Though we would be foolish to seek them out (lead us not into temptation but deliver is from evil), they shine a spotlight on the resilience of our faith, whether it can stand the test of unfavourable circumstances.

The situation we find ourselves in gives us an opportunity to dig deeper into God, to discover the quality and depth of our own faith. Whilst we welcoming the encouragement and support of others, which we all need, are we able to  stand alone and shine through this present darkness? Can we, by delving into God's word and by drawing closer to him in prayer, grow stronger in our faith and find a resilience through the power of the Holy spirit to live through these turbulent times? I trust that this is the case. 

At some point things will return to a semblance of normality that we can all recognise and rejoice in. In the meantime let us thank God for his faithfulness and his sustaining presence in our lives. 

Things may be difficult, but hope is a gift of God that we would all do well to rediscover at this time. So, I close this section of my report with Paul's prayer for the church of his day: 

May the God of hope fill you with all joy and peace in believing, so that you may abound in hope by the power of  the Holy Spirit. (Romans 15:13) 

There are of course things to look forward to, and opportunities that the pandemic has offered to us that we can now build upon and develop. 

Being forced online has enabled us to offer those at home a chance to engage in services but has also created the opportunity for others to access church in what for them might be a less intimidating way. Streamed services can become our 'shop window' that, if done well, can invite the curious to explore what church is like and to develop their own faith in the context of the Christian message. 

Space has been created for us to reassess our mission and to focus on how we might more effectively carry it out. 

With the change in service patterns, an opportunity has been created to do things differently. To use the gaps provided to find ways of reaching out to the unchurched by creating new accessible bridges into the life of the church. 

We would like to complete the reordering of St Paul's to enable it to become a place of welcome and hospitality, not only on a Sunday and Wednesday mornings but throughout the week. A drop- in café will be created at the rear of  the church and a new worship area in the nave and transept will be designed, incorporating a smaller ds and a more flexible context in which to worship. 

We propose to have a once-a-month fellowship meal after the Sunday service at St Paul's to which congregations across the parish/benefice will be invited. We trust that this will increase our sense of mutual belonging and reinforce our new identity as the parish of Newton Abbot and Ogwell. 

It is also great to see the emergence of a new congregation at Abbotsbury and the creation of a Sunday morning service that is of a more contemporary style. We are seeking for it to be an open and accessible means for those unfamiliar with traditional liturgical forms of worship to find an alternative expression of the church's life. It will of course sit alongside other expressions of church that already exist in the benefice as we seek to offer a wide, complementary, and comprehensive opportunity for people to encounter God within the tradition that most feeds  their own spirituality. 

It is great to welcome the congregation of St Bart's Ogwell into the newly formed parish of Newton Abbot and Ogwell. They are not strangers to us as they were already part of the benefice, but we welcome them as equal and valued partners into the life of the parish and look forward to working more closely with them in the coming days. There are significant opportunities for us to engage with young families in the village, as Christmas and Easter demonstrated, and we need to think carefully about how this can be achieved. 

There is still some work to be done on the reordering of the rear of All Saints and we will be addressing this soon. In light of the reopening of Abbotsbury and the re-ordering of St Paul's, the provision of kitchen facilities may be scaled back somewhat but a safe and practical area for us to share light refreshments after services will still need to be addressed. As will the absence of disabled toilet facilities.

With the Secretary of State ruling on the NA3 development adjacent to St Mary's Wolborough, we will need to bear in mind that this too is likely to become a strategic base for mission with 1500 new homes being built, a new primary school and community facilities right next to the church. How we welcome these parishioners and ensure that the church is at the centre of the new community will be a major challenge for us going forward. 

The fact that we have not insignificant reserves as a parish and the support of the Wolborough Ecclesiastical Trust means that we are well placed financially to rise to these challenges. Although these reserves have taken something of a hit, unsurprising considering the amount of capital works that have taken place across the parish, we are still in a healthy condition when it comes to assets. 

There have been challenges, with losses in revenue due to the closure of churches, the inability to let out our facilities and the loss of the pre-school nursery, however income has held up remarkably well. Thanks to all of those who have moved on to the Parish Giving Scheme which has enabled us to receive your contributions to the life of the church in a safe, tax efficient and cost-effective way. I commend this way of giving to you as one which greatly benefits the church and minimises the administrative burden on the Churchwardens, Treasurer and office staff. 

Looking forward, we now have a new 'anchor tenant' with Poppins nursery who in fact are using the hall more extensively and therefore creating a significantly increased revenue stream (£12,000+ pa) compared to the previous nursery. Revenue from the carpark remains around £25,000 and current grants from the WEC towards our general running costs amounts to £40,000 per annum. The communications mast in the tower at Highweek also provides an Income of £6,000 pa. 

All in all, we are blessed with a secure means of generating income which most parish churches would be very envious of. This is not a time to be complacent though. We have significant annual expenditure and the wider mission of God, which some would argue is more central to the mission of God than the maintenance of historic buildings, needs to be supported. 

The discipline of systematic and generous giving on the part of the congregations is not only a fundamental a part of Christian discipleship but also an indispensable part of our income and reflects our spiritual as well as our financial health. Thanks to all those who have sacrificially given over the last year and have found various ways of getting offerings to us despite all the obstacles that have been placed in your way. 

I will close by thanking those paid members of staff who see their jobs not merely as work but as a ministry and invariably go above and beyond their contractual requirements to serve us all. So, thanks to Mel, Kath (now retired ??), Sue, and Hilary in the office. To Clive, Wyn and Denis our organists and to Sue and Michael our cleaning staff. 

Thanks to fellow members of the team chapter, to Gareth, Nick and now Ben for their ministry and support, I'm sure that you will agree with me that they are a gift to us and work very hard in fulfilling their calling as our priests and deacon. Thanks to other team members, to those who hold the bishops license as Readers, Churchwardens and those ministerial colleagues lay and ordained who, though retired, have been given the Bishop's permission to officiate at services and play an important role in the delivery of services across the churches. 

Thanks to our church officers; our Church Secretary, Hilary, and our newly appointed treasurer Clare. To our PCC members who represent you in the decision making of the church and working on your behalf. Finally, thanks to you all who, often unrecognised, work behind the scenes to support the church and to ensure that its mission and ministry continues to serve both our own congregations and the communities in which we live.

## **Reserves policy** 

It is the PCC's policy to maintain unrestricted funds which equates to approximately six months unrestricted payments, to cover emergency situations. The balance of  unrestricted funds at the year end met this criteria.

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The PCC is a corporate body established by the Church of England and operates under the Parochial Church Councils Power Measure. The PCC is a registered charity. 

The method of appointment of PCC members is set out in the Church Representation Rules. At Newton Abbot the membership of the PCC consists of the clergy, churchwardens and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services are encouraged to register on the electoral roll and stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish, including deciding how the funds of the PCC are to be spent. New members receive training into the workings of the PCC. 

## **Risk management** 

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. 

The main risk identified is the investment of it funds.

## **Independent examiner's report to the trustees of The Parochial Church Council of the Ecclesiastical Parish of Newton Abbot** 

I report to the charity trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of Newton Abbot (the Trust) for the year ended 31 December 2020. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

- 10% on reducing balance 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

## **3. TRUSTEES' REMUNERATION AND BENEFITS** 

There were no trustees' remuneration or other benefits for the year ended 31 December 2020 nor for the year ended 31 December 2019. 

## **Trustees' expenses** 

Expenses of £8,247 (2018: £13,351) were reimbursed to the clergy during the year.
