Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

Project Development 2023. Our main project is to convert Capel y Groes into a much-needed Community Centre for the Cilycwm area. After negotiations to buy land adjacent to the chapel ended, in March 2023 the architects revised the drawings for Pre-App advice (revised to use just the existing footprint with a small extension out the back now that the adjacent land was not available). They submitted for Pre-App advice on 29 April and by 29 June 2023 we received a positive response with one caveat that the Conservation Officer should visit the site to discuss recording the pews before removing them. On 28 July we held a public meeting and got community approval to proceed with the modified design. On 3 Oct 2023 the Conservation Officer visited the site. Hiraeth’s Lead architect returned from maternity leave in November and continued to work on finalising plans, costs, the heritage impact assessment (HIA) and conservation management plan (CMP). This Project Development work was made possible with ongoing grants from AHF, Carmarthenshire County Council Targeted Facility Fund (TFF) and the Welsh Church Fund (WCF) and this year Trustees secured further funding from Perthyn and Pilgrim Trust.

Other activities. Various community groups hired rooms for meetings (Dysgwyr, Cor Cyswllt Cilycwm, Community Council, Show Committee, Crafts and Health groups, etc) despite the chapel’s current state (with no toilet, kitchen, running water or level access, and insufficient heating) but bookings are dwindling due to these limitations. Menter Cilycwm continued to initiate some other community activities such as a Pumpkin competition in October and Advent Calendar Windows around the village in December. There is still considerable interest – and some impatience – about when the refurbishment into a sustainable 21[st] Century community hub will be completed!

2023 Total Income was £12,246 and Total Expenditure £11,227. The Year-end balance was £6,225.21.

Income was mainly from grants from Carmarthenshire County Council’s Targeted Facility Fund, Welsh Church Fund, AHF and Cilycwm Community Council (£9k); fundraising from the public (£2k); and room hire.

Plans and objectives for the future:

Plans for 2024 were to continue with Project Development to convert the chapel into a modern sustainable community centre by commissioning accurate plans and costs, seeking planning permission and listed building consent, and applying for funding for the capital works. Alongside this Menter Cilycwm continues to encourage use of the building for community activities in its existing state.
