Section C Objectives and activities

Summary of the objects of the charity set out in its governing document

A. To benefit the residents of Cilycwm and the surrounding Upper Tywi area by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure time occupation with the objective of improving the quality of life of the residents.
B. To secure the establishment of a community centre and to maintain or manage or co-operate with any statutory authority in the maintenance and management of such a centre for activities promoted by the association in furtherance of the above objects.

In early 2022 we organised repairs to the existing building to enable community activities to be held there after the closure and Coronavirus lockdowns over the previous two years. Repair work included removing asbestos panels, repairing sash windows and fixing safety panels, repairing walls and redecorating, and carpeting, all with the aid of grants from Cadw and Williams Brown Hill CIO.

Community activities during the year included a guided walk around the area, ‘Hidden Gems of Cilycwm’ in April; ‘Cilycwm Open Gardens’ & Plant Sales in July; several Bring & Buy sales; a Craft stall at the Frosty Fair in November, a Christmas Carol Concert by Cor Cyswllt Cilycwm and a Christmas Pop-Up Shop in Llandovery December. These were both social events & and fundraising activities. Several community organisations booked Capel y Groes for their regular meetings including Rhandirmwyn Welsh learners, Cywion Kids Cilycwm, Cor Cyswllt choir, the Show Committee and Ty Newydd chapel members (after the Methodist chapel closed). Hybrid meetings were held with some people attending in person and others attending remotely online enabled by digital equipment funded by the Rural Development Programme and the Community Council. Cywion Kids Cilycwm received a startup grant from CAVS to buy toys and equipment for pre-school children in the area.

Menter Cilycwm became members of the Heritage Trust Network and learned from other community organisations involved in saving heritage buildings. The Project Development work was made possible with grants from AHF and Carmarthenshire County Council Targeted Facility Fund (TFF).

Revived community activities in Cilycwm and got people meeting up again after the social isolation of Covid pandemic lockdowns.
Completed many of the essential surveys needed before applying to Carmarthenshire County Council for pre-application planning advice on adapting a Listed building.
Concept sketch of the future development agreed. 4. Menter Cilycwm gained organisation skills and experience in managing a heritage refurbishment project and developing relationships with donors.

2022 Total Income was £23,992 and Total Expenditure £20,296. Yearend balance was £5,206.

Income was from grants from Cadw, Carmarthenshire County Council, Cilycwm Community Council, CAVS, Williams Brown Hill (£19k); fundraising from the public (£4k); and room hire.

Expenditure was mainly on project development (£13k), repairs (£3k), equipment and running costs.

Plans and objectives for the future:

Plans for 2023 are to continue with Project Development to convert the chapel into a modern sustainable community centre by commissioning accurate plans and costs, seeking planning permission and listed building consent, and applying for funding for the capital works. Alongside this Menter Cilycwm is encouraging use of the building for community activities in its existing state.
