Annual Report of the Trustees of the Warsash Victory Hall 2020/21
In line with the objectives in the Hall’s constitution, the Victory Hall Charity continues to provide and maintain the building for the use of the inhabitants of Hook and Warsash without distinction of political, religious or other opinions with the object of improving the conditions of life for the said inhabitants.
Several activities can take place at the same time due to the layout of the building. Regular users include Slimming World, Senior Citizens Luncheon Club, two Choirs, Bowls and Badminton Clubs plus there are Keep Fit classes every weekday.
Other Clubs have regular monthly bookings, i.e., Women’s Institute, Flower Club, Horticultural Society, Warsash Residents' Association and Warsash History Society.
Casual user events such as Music Festivals, Drama Productions, Concerts and Jumble Sales also help to make the Victory Hall a lively social community meeting place, The Hall is also regularly used for Local and General Elections. It is estimated that normally over 1500 people use the hall each week.
The financial report ending 31st March 2021 showed that the total assets have decreased. This is mainly due to lack of income from enforced closures, in response to the Covid 19 pandemic. There has also been spending on the various improvements we have been making to the Hall.
Projects completed during the year include the following:
Repainting the Main Hall and Hook Room New wall lights in the Main Hall Refit and decorate the Kitchen New lighting bars in the Main Hall New amplifier for the stage
Using the QuickBooks software continues to provide useful information on all aspects of our finances and the Trustees would like to record their appreciation to Brian and David for all their work on the Hall’s finances over the past year.
From March onwards the Hall has been subject to various regulations as a result of the Coronavirus pandemic. The Hall has been closed between the 23[rd] of March and the 1st of September and seen a significant reduction in income during this period. In January there was another lockdown and the Hall has only recently been able to reopen for a limited number of users. We anticipate usage to pick up from 17[th] May with other groups indicating they will resume operating from September.

Our governance arrangements with sub committees for Building and Maintenance, Finance and Marketing continues to work well,
The Trustees are confident that the Hall’s finances are in a good position and with reserves and government grants have been able to cope with the periods of shutdown.
2020 saw the sad passing of two of our most dedicated Trustees:
Beryl Flux MBE :- Beryl and her husband Bill were leading figures in getting the old Warsash Reading Room and Victory Hall replaced with the new Victory Hall building in 1975. Beryl served for many years as a Trustee and Chair of the Management Committee. Beryl was an active member and supporter of many local groups and societies and raised considerable funds for Macmillan Cancer Research.
Beryl was awarded an MBE, presented by Her Majesty the Queen in 1993, for her work at Ordnance Survey.
Gretl Davies :- Gretl served for many years as a Trustee representing the Badminton Club. Gretl was a great organiser and fund raiser for the Hall. Gretl was the driving force in organising many successful Summer Balls and other fund-raising events.
Beryl and Gretl helped to ensure that the Victory Hall continues as a local centre, available for use by all residents of Warsash. Both are fondly remembered and sadly missed, by all here at the Victory Hall.
Our AGM for the reporting period 2019/20 was postponed as recorded in the minutes of our meeting on May the 11[th] 2020.
Overall, the Trustees feel the Hall is coping well despite all the Coronavirus restrictions. The Trustees will continue to progress further improvements to the Hall’s fabric and facilities and will undertake further fund raising and look for grant applications to allow this to proceed. Future projects include a new disabled toilet at the front of the building and repairs to the access road at the side of the Hall.

Independent examiner’s report to the trustees of The Victory Hall Management Committee
I report on the accounts of the Trust for the year ended 31 March 2021, which are set out on pages 2 to 3.
Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an independent examination is needed.
It is my responsibility to:
examine the accounts under section 43 of the 1993 Act;
to follow the procedures laid down in the general Directions given by the Charity Commission under section 43(7)(b) of the 1993 Act; and
to state whether particular matters have come to my attention.
Basis of independent examiner’s report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that in any material respect the requirements: to keep accounting records in accordance with section 41 of the 1993 Act; and to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act have not been met.
