Objectlves and actlvltlos st Augustine's PCC has the responsibility for promoting, in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. This is the last year that Jackie Dunne will act as chief warden and safe guarding officer for Sl Augustine's, her 6 year tenure runs out in February 2024 and wg are very sorry to be losing her. Chris Willis also resigned from the PCC, we thank him for his many years of support. The PCC is looking lo recruit new membersllruslees SO the cornmilment can continue. The PCC also has main19n8nce r8sponsibililigs for th8 maintenance of th8 fabric of the church building, church hall compl8x and its 8nvironmenls. The PCC needs m8mbers lo continue the rol8 Set oul above. Achiovelnonts and Perforfflanco In 2023 there were 44 people on the Church Electoral Roll12019-231, around half of whom 25 ar8 not resid8nt within the parish. The average weekly attendanc8. induding those under 16. was 27. The regular worshipping community now slands 8t around 26. Not èveryone is
at mass every Sunday. and this is refflecled in the weekly number of communicants. We have seen a steady decliria overall in the parish and this is perhaps due to Ihe18ck of visibility of a vicar around North Town. This continues lo be a cause for concern although, this seems lo be common in small parishes nalionallyl During 2023 there were 2 Baptisms, O wedding and 3 funerals o)nducted by vlsiling dergy and Father John Harvey. Although we have seen our numbers dwindling, the local people of North Town and beyond Still identify with Sl. AugustSne's as their church and so we continue to off8r a min191ry which is availabl8 lo everyone and fornis the basis of much of our missionary endeavour. Rovlew of th¢ Year The PCC meet every 6 weeks a Friday afternoon. In 2023 we conllnued lo face challenges lo keep afloat financially and still continue lo luifil our mission statement 'To bring people to a personal love and knowledge of Jesus Christ throu h the sacramental Ille ol thè Church. We have lost a number of regular givers who have eifher moved 8way Irom the Parish, are not well or who have passed away. We did not allracl any new members in 2023, Our Parfsh Share towards the Diocese for 2023 was set al £26,480.47 and we managed to ay £18,600 of il which left 8 balance of £7.880.47. This is mainly due lo reduced giving and ess events taking place. The PCC has a Series of Financial Protocols in plate. designed to S8f8guard our ongoing financial posltion. The Church Hall stlll conlributgs a larg8 Portion towards the BAU expenses. Flnanclal Ravlaw The lolal recelpts on the General Fund {Unrestrictedl were £S7,2S6.67. Our investments were positive in 2023. Total unrealised galn reported on our investments lor 2023 w88 £10,845.20 whl¢h more than covered the unreali¥ed losses we had in 2022. We replaced a while PVC wlndow In the hall and replaced one emergency double door. We spread the cost over financial years. The bulk of the cost was paid1£6,8801 In early 2023 when th8 work was completed. We reaCed som¢ of the boiler pipes Ihal were leaking and had a water pres$ur¢ gauge for the boiler Install, thè new systam is flnally working as It should. We r8placed some of the boiler pi es In the vestry 8nd rèplaced som8 missing roof lilgs. 80th these items were charged lo the abric Fund Account. The Quinquennial review was done and we are slowly worklng through some of the actions and recommendallons highlighted In the report. Some of these acllons dale back lo the provious review in Fr. Invgstmgnt Poll¢y It is PCC policy to invest our funds b81anees with th8 CCLA CBF Church of England Investment and Deposit accounts. The system for the investments was changod in July 2023 and we have been given new number5. Flnance Protocols This protocol sets out 8 summary of the m8in financial funds and rules governing their use by the PCC. These rules are supported by resolutions of the PCC and requlre amended resolutions lo change the arrangemerils.
Summary of funds There are 5 funds available to the PCC.. Gèneral fund- unrestrict8d H811 fund- designatgd Fabric fund- reslricled Drawdown fund - reslricled Swingler Fund - restricted SpeGlflG8 of each fund Gonoral fund This is used fcsr the general income and running costs of the church. 11 should not ba used for repairs that are Vertsd from the Fabric fund. 11 cannot be used for Income or costs associated with the Hall complex which are covered from the Hall fund. The fund rules require that the PCC maintains a contingency balance sufficient lo cover 6 months running co819. With current costs and inflation this should be approxlmately £15.000. Hall fund This 15 used for the spoclfiG income and costs associated wlh running the Hall complex. The fund rules require th91 the PCC maintains a contingency balance sufflaent to cover 6 months runnlng costs. In addition. the Hall n99ds lo be sell-lunding so there should also be a conllngency amount allowed for repalrslmainlenance of nol1888 than £10.000. Bearing in mlnd that an increasing amount of the P8rish Share 1$ pald from the Hall Fund, if the Hall is lo continue.lo be self-funding, the lolal balance in. ihe H811 Fun should not fall below £20.000. As al 31•1 December, the balance of the fund stood al £20,592.48. Fabrlc fund This is used for specific income 8nd costs 8ssoclal8d wlth the fabric of the Chuffh bulldlng and sorvlces. It Is a Restrlcled fund and can only be used for this purpos8. It cannot b8 used for repairs lo the Hall complex except to give initial support for an major ital Works such 88 replacing the boiler or structural repairs. Th8 SUPPOrt wou d need lo e paid back from the Hall receipts. Thi$ fun¢J must not be used lo pay for any Parish Conlribulions. Drawdown fund This is a Restricted fund 8nd is rnade up of tsvo donallons mad8 specifically lo support payment of the Parish Share each year. The 8mounl that can be withdrawn is £2,000 p¢r annum. To increase this amount would require the agreement oflhe original donors. The capltsl sum accrues interest annually so, al th8 CLJrrenl r81e of withdraw81, the fund will last until approximately 2024125. As al31 December, the balance of Ihe fund stood al £2.631.58. Swlngler Fund This is a Reslricled fund managed by the Dlo¢e$e to 8UPPOrt women priests. we are pald interest from this inveslrnent for g8ngrdl use. As this fund is for 5pecifi¢ purposes only and our assets are sel decline in future years, we cannot lust spené It when we want lo.
