Structure, Governance and Management
Governing Document
Kingstrust Network CIO is a registered charity governed by its Constitution adopted on 12 January 2017.
Appointment of Trustees
Trustees are appointed by nomination of the Church’s senior pastor Tim Jarvis and with the agreement of the board of trustees, decided by a simple majority vote. The trustees are responsible, along with the senior pastor, for the general running of the church, including deciding how the funds of the church are to be spent.
The Constitution states that the number of trustees must not be less than three but shall not be subject to any maximum.
All trustees are familiarised with the practical work of the charity, including but not limited to:

Notes
1: Basis of Preparation
These accounts have been prepared on a Receipts and Payments (R&P) basis in line with Charities Commission guidance for a charity of this size.
2: Staffing Costs
£1,000 was paid to the former pastor Rev David Bartle who retired in 2020. £2,750 was paid to pastor Tim Jarvis who took over from David and is engaged on a parttime self-employed basis.
3: Restricted Funds
There were no restricted funds in this financial period.
4: Taxation
The church is a registered charity (no: 1171717). All the church’s income is applied to its charitable objectives and the church is therefore exempt under current legislation from most forms of taxation.
5: Transactions with connected persons
The pastor Rev David Bartle (succeeded by Mr Tim Jarvis) is the only trustee to receive any form of remuneration from the charity in line with its constitution. No other financial transactions with trustees or connected persons occurred in this financial period.
6: Foreign Transactions
There were no foreign transactions in this financial period.
7: Transactions on behalf of another charity
The charity received cash donations and paid expenses on behalf of the Gateway Community Care Hub operated by Kingstrust Network CIO (number 1161181). This was during the Coronavirus pandemic lockdown from March to June 2020. Gateway hub was staffed by Gateway church volunteers supporting the community during lockdown. These persons weren’t able to bank cash or make payments from Kingstrust funds during the lockdown period and were forced to use the Gateway Church bank facilities. At the end of the financial year £1,335.50 was owed to Kingstrust Network CIO.
Reserves Policy
The trustees were able to retain three to six months’ core running costs in the unrestricted general fund to ensure a sufficient buffer to enable effective financial decision-making, rather than short term decisions, and the charity will work towards maintaining this reserve in the future by careful ongoing monitoring of income and expenditure.

Objectives and Activities
The objects of the charity as set out in the Constitution are:
- The advancement of the Christian faith in such ways as the charity trustees may from time to time decide.
Main objective for 2020:
To grow the church membership and to build up the Christian faith of the church members in both its locations, Withernsea in East Yorkshire and Filey in North Yorkshire.
Activities in 2020:
The Coronavirus pandemic severely disrupted the activities of the charity in 2020. When it was able to the church performed the following activities for the advancement of the Christian faith:
In Withernsea:

1 Weekly Sunday service at the Meridian Centre Withernsea including junior church for children, services during the summer months were held outdoors in the Italian gardens Withernsea to minimise Coronavirus transmission risks.

2 Weekly Bible Study (moving online from March 2020),
-
3 Weekly prayer meeting (moving online from March 2020), 4 Monthly fellowship meal service with Christian teaching aimed to attract nonchurch people (until March 2020)
In Filey:
-
1 Monthly Sunday service at the Evron Centre Filey, services during the summer months were held outdoors in Glen gardens Filey to minimise Coronavirus transmission risks.

2 Weekly Bible Study (moving online from March 2020),

3 Weekly prayer meeting (moving online from March 2020),
All the church’s activities both in Withernsea and Filey are open to the general public, advertised locally and online at www.gateway.uk.net.

In developing the main objectives for the following year the Trustees have given regard to the Charity Commission guidance on public benefit.

The charity cannot make any new plans for 2020/21 until the UK government’s Coronavirus restrictions are eased.
The church in Filey has outline plans to open a Community hub in Filey to support the people of Filey. However these plans are on hold until the Coronavirus pandemic has largely passed.
Achievements and Performance
Review of Activities in 2020
The church’s senior pastor Rev David Bartle retired in 2020. We thank David for all his selfless hard work for the church and for the people of Withernsea.
The services that the church provided in 2020 were severely disrupted by the Coronavirus pandemic. Many of regular members were shielding and unable to attend our in-person services. To minimise Coronavirus transmission risks we didn’t actively encourage the public to join our services and the numbers able to attend was restricted to no more than 30 people at each location.
We have succeeded in moving much of our services online in 2020, rapidly learning how to use new and unfamiliar digital technologies.
The charity has successfully launched a community hub in Withernsea in conjunction with Kingstrust Network CIO (number 1161181) as a vehicle for benefiting the people of the Withernsea area. The hub opened two weeks before the first lockdown. It provided food, clothes and educational materials to people in lockdown and shielding proving to be a lifeline for the local community. It continues doing this invaluable work during the current lockdown in 2021. The hub manager Sarah Harries won a Community Hero Award for this work.

Policies
The church has adopted the following policies and ensures that all volunteers comply with their recommendations:

Safeguarding policy (includes the DBS checking of all who work with children and vulnerable adults),

The church requires all its leaders and trustees to sign their commitment to these policies.
Risk Review
The trustees aim to conduct a periodic review of the major risks to which the charity is exposed:

Risks are minimised by the implementation of the policies listed above,

The needs to minimise financial risks is recognised and is managed by a requirement for all significant expenditure to be authorised at a meeting of the trustees of a sub-committee thereof,

The church holds a current public liability insurance policy.
Statement of Trustee’s responsibilities
Charity law requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the Charity and of the excess of income over expenditure of the Charity for that period. In preparing those financial statements, the Trustees are required to:

select suitable accounting policies and then apply them consistently; make judgements and estimates that are reasonable and prudent;

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the Charity will continue to operate.

The Trustees confirm that the accounts comply with the above requirements. The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the Charity and to enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the Charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
