The trustees of Flourishing Families Leeds have had regard to the guidance issued by the Charity Commission on public benefit when overseeing all of the activities of the charity.

We believe that every family deserves to flourish and are therefore dedicated to bringing down the barriers which will hinder flourishing. Our vision is to see children growing in confidence and fulfilling their potential, parents well supported and whole families equipped to connect well with each other and the community. We are passionate about helping children and families overcome challenges, painting a brighter horizon for their futures together. We work in areas of the city ranked amongst the most deprived 1% to 5% nationally, partnering with local primary schools, Social Care and other organisations who help us focus on supporting children most at risk from deprivation, inter-generational poverty and social isolation. We ensure that all our beneficiaries play an active part in decision-making and shaping activities so that projects are things that we do together rather than events that are organised ‘for them’. We believe that this approach is an integral part of children and adults growing in confidence and self-esteem. We: 

- Address the challenges of poor nutrition and diet, obesity and food poverty by running family cookery clubs in partnership with local residents, primary schools and Social Care. 

- Take on the challenge of low literacy levels in families through our fun and engaging Story Tellers Clubs. 

- Help to tackle the challenges faced by primary school-aged children caused by invisible barriers to educational engagement such as low confidence and poor personal, social and emotional development, though activity-based mentoring. 

- Meet many of the wellbeing needs for parents and carers. 

- Increase social cohesion and integration by providing free English classes taught by a team of professionally qualified English as an Additional Language teachers. 

- Coordinate all the above activities into a holistic approach that tackles these root issues, which can be tailored to the challenges faced by individual children and families.

**Summary of the main achievements of the charity during the year** 

We reported last year that the journey through the pandemic had been much longer and harder than expected for the families we support and for all of us. Inequalities had been exposed and amplified by the pandemic and the poor were poorer. There is much work to do in our city. Fortunately, we were also able to report that it had been a gamechanging year for Flourishing Families Leeds, and we had continued to grow to support more families than ever before. The start of our 2021-22 financial year in September 2021 saw schools beginning to reopen to parents and carers and a move back to in-person activities. However, the deep impact of the pandemic lingered in the lives of many of those we supported. Though out the year we encountered the highest levels of anxiety and poor emotional well-being in children that we have witnessed. We therefore took the decision to respond in as strong and positive way by redesigning our **Activity-Based Mentoring** to focus on Social and Emotional Learning (SEL). Social and Emotional Learning is the process through which all children and adults acquire and apply the knowledge, skills, and attitudes to develop healthy identities, manage emotions, achieve personal and collective goals, feel and show empathy for others, establish and maintain supportive relationships, and make responsible and caring decisions. It is key for well-being but is sadly often lacking in deprived communities. We developed a series of effective SEL sessions for mentoring and a handbook (illustrated by one of our interns). The handbook proved to be very effective in helping children to remember what they had learnt and continue to put it into practice. We were able to move from online **Family Cookery Clubs** and restart some in-person cookery clubs. The online cookery which we ran during the pandemic had yielded the best results we had achieved with 100% of families regularly repeating recipes and therefore changing their diets. We are delighted to report that the 100% repeatability continued with inperson groups meaning that every family was using our recipes at home and diets were being improved. In addition, one of our interns was a Food Science and Nutrition student at the University of Leeds and he developed our nutritional education sessions. These focus on a fun approach which engages children and thereby draws in the parents/carers as well. Our **Story Tellers** groups are designed for families to build confidence in their literacy skills, have time and space to enjoy reading together and to spend quality time together building strong family ties. During lockdown we had run our Story Tellers Online Project in which we distributed story bags to families in some of the most deprived areas of Leeds. By September 2021, Covid restrictions were easing so Story Tellers was adapted further. We had run in-person Story Tellers in parks during the Spring of 2021 and we used this approach to ease families back into schools by taking the outdoor format into the school hall, with picnic blankets for each family. This then led to us being able to restart our full Story Tellers groups in schools. The results were outstanding, with 100% of parents stating that in-person (in-school) Story Tellers helped them read more together as a family and 100% of parents stating that they would replicate activities from Story Tellers at home. We do all our activities because we want to make an impact and positively change the lives of children, parents and carers. But, as well as impact, there are two other ‘i’ words which are important to us: influence and inspire. We’re primarily a grassroots charity seeking to make a real difference on the ground where it counts. However, we also want to influence change from the top down by helping those in positions of

government to really understand what poverty is like and why it occurs. That’s why we were excited to work with Leeds City Council, running a family cookery club in a community centre. We also want to inspire! The reason our projects work so well is that we are always looking for simple, grassroots answers to the challenges faced by families. This approach is reproduceable, and our dream is to see other Flourishing Families in other cities. So, we want to inspire young leaders and help them see that their lives can really count in making a difference for others. Our first ever internship programme last financial year was a real success and so we took on three new interns. Two were undergraduates using this year as a placement year as part of their degree, whilst the third was a graduate in Fine Art. The interns made significant contributions to our work throughout the year, including developing curriculums which focused on learning outcomes for Social and Emotional Learning, family nutritional education and food budgeting. All of us have been affected by the rapid increase in the cost of living. Families that we support have been hit particularly hard. Our cookery clubs increasingly focused on providing families with the skills to prepare healthy meals on a budget and one of the clubs featured on national TV as part of Channel 4’s Steph’s Packed Lunch. The programme regularly included recipes for families and, as a result of our Food of a Fiver initiative being aired, decided that all future recipes must feed a family of four for £5 or less. Celebrity Chef, Simon Rimmer, presented part of the programme and kindly described the effectiveness of our work as “off the scale”. The generous support of Tall, a local digital marketing company, enabled us to rebrand, launch a new website and take further steps to becoming a city-wide charity. They were supported by Powerhouse Photography who took the photographs for the new website. Partnerships like these have has always been key to our ethos. Flourishing Families was started by a group of local residents coming together to tackle some of the most challenging roots of poverty. We work in partnership with local residents, primary schools, Social Care and other organisations to support families at risk from deprivation, inter -generational poverty and social isolation. Our beneficiaries play an active part in decision-making, shaping activities and leading groups. We were also able to enter into a new formal partnership with the University of Leeds as part of the H3 (Healthy Soil, Healthy Food, Healthy People) Project spread across 14 universities. The work with the University will focus on strategies to improve diet in low socio-economic status populations. Our growth to become a city-wide charity took another significant step forward with our management committee agreeing to launch a building fund with the ambitious aim of raising £1M. This will enable us to purchase our own premises to act as a base from which we can work into deprived communities across the city. We are delighted to report that we have received our first donation of £300,000 and are immensely grateful to the charitable trust who made this extremely generous donation. Our trustees have been further strengthened this year with Mark Eley joining our team. He has extensive experience both in the third sector and in working with families, youth and children. He is already making hugely valuable contributions to Flourishing Families. We are so very grateful to all our supporters, staff and army of volunteers as we look back over the last year. We are especially grateful to the growing number of charitable trusts and individuals who have chosen to invest in the work that we do and partner with us. Their vision and generosity have enabled us to grow into one of the significant familyfocused charities in Leeds. We have directly supported more people than

ever before, enlarged the geographical spread of our provision, seen our income increase to £221,000 (excluding the donation for the building) and moved to an operational structure which will enable us to grow to become a city-wide charity. 

We would like to conclude this summary by thanking our supporters, volunteers and staff. Like, us, they believe that every family deserves to flourish because every person matters. Thank you – we couldn’t do it without you alongside.

|**Recognition of income**<br>Donated services and facilities that are consumed immediately are recognised as income<br>with an equivalent amount recognised as an expense under the appropriate heading in<br>the SOFA.<br>The cost of any stock of goods donated for distribution to beneficiaries is deemed to be<br>the fair value of those gifts at the time of their receipt and they are recognised on receipt.<br>In the reporting period in which the stocks are distributed, they are recognised as an<br>expense at the carrying amount of the stocks at distribution.<br>**Donated services and**<br>**facilities**<br>Donated services and facilities are included in the SOFA when received at the value of<br>the gift to the charity provided the value of the gift can be measured reliably.<br>**Income from interest,**<br>**royalties and dividends**<br>This is included in the accounts when receipt is probable and the amount receivable can<br>be measured reliably.<br>**Income from membership**<br>**subscriptions**<br>Membership subscriptions received in the nature of a gift are recognised in Donations<br>and Legacies.<br>Membership subscriptions which gives a member the right to buy services or other<br>These are included in the Statement of Financial Activities (SoFA) when:<br> the charity becomes entitled to the resources;<br>·       it is more likely than not that the trustees will receive the resources; and<br> the monetary value can be measured with sufficient reliability.<br>**Donated goods**<br>**Contractual income and**<br>**performance related**<br>**grants**<br>**Offsetting**<br>There has been no offsetting of assets and liabilities, or income and expenses, unless required or<br>permitted by the FRS 102 SORP or FRS 102.<br>**Grants and donations**<br>Grants and donations are only included in the SoFA when the general income recognition<br>criteria are met (5.10 to 5.12 FRS102 SORP).<br>This is only included in the SoFA once the charity has provided the related goods or<br>services or met the performance related conditions.<br>Donated goods are measured at fair value (the amount for which the asset could be<br>exchanged) unless impractical to do so.<br>In the case of performance related grants, income must only be recognised to the extent<br>that the charity has provided the specified goods or services as entitlement to the grant<br>only occurs when the performance related conditions are met (5.16 FRS 102 SORP).<br>**Legacies**<br>Legacies are included in the SOFA when receipt is probable, that is, when there has<br>been grant of probate, the executors have established that there are sufficient assets in<br>the estate and any conditions attached to the legacy are either within the control of the<br>charity or have been met.<br>**Government grants**<br>The charity has received government grants in the reporting period<br>**Tax reclaims on donations**<br>**and gifts**<br>Gift Aid receivable is included in income when there is a valid declaration from the donor.<br>Any Gift Aid amount recovered on a donation is considered to be part of that gift and is<br>treated as an addition to the same fund as the initial donation unless the donor or the<br>terms of the appeal have specified otherwise.<br>Gifts in kind for use by the charity are included in the SoFA as income from donations<br>when receivable.<br>**Support costs**<br>The charity has incurred expenditure on support costs.<br>**Volunteer help**<br>Donated goods for resale are measured at fair value on initial recognition, which is the<br>expected proceeds from sale less the expected costs of sale, and recognised in 'Income<br>from other trading activities' with the corresponding stock recognised in the balance<br>sheet. **Settlement of insurance** Insurance claims are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS102 SORP) and are included as an item of other **claims** income in the SoFA. This includes any realised or unrealised gains or losses on the sale of investments and **Investment gains and losses** any gain or loss resulting from revaluing investments to market value at the end of the year. 

## **2.3 EXPENDITURE AND LIABILITIES** 

**Liability recognition** Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty. 

Support costs have been allocated between governance costs and other support. **Governance  and support** Governance costs comprise all costs involving public accountability of the charity and its **costs** compliance with regulation and good practice. 

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, eg allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage. Where the charity gives a grant with conditions for its payment being a specific level of **Grants with performance** service or output to be provided, such grants are only recognised in the SoFA once the **conditions** recipient of the grant has provided the specified service or output. 

Where there are no conditions attaching to the grant that enables the donor charity to **Grants payable without** realistically avoid the commitment, a liability for the full funding obligation must be **performance conditions** recognised. **Redundancy cost** The charity made no redundancy payments during the reporting period. **Deferred income** No material item of deferred income has been included in the accounts. **Creditors** The charity has creditors which are measured at settlement amounts less any trade discounts A liability is measured on recognition at its historical cost and then subsequently **Provisions for liabilities** measured at the best estimate of the amount required to settle the obligation at the reporting date **Basic financial** The charity accounts for basic financial instruments on initial recognition as per paragraph 11.7 FRS102 SORP.
