The objects of the CIO are:

For the benefit of the public to relieve the suffering of dogs in Romania in need of care, treatment, and protection and in particular to provide rescue homes or other facilities for the reception, care and treatment of such animals.

To promote humane behaviour towards dogs in Romania by raising awareness, providing appropriate care, treatment, and protection, for dogs which are in need of care and attention by reason of sickness, maltreatment, poor circumstances or ill usage and to educate the public in matters pertaining to animal welfare in general and the prevention of cruelty and suffering among animals.”

Provisions of services: Policy

Funding and oversight of appropriate care, treatment, and protection of dogs whilst they are in Romania and being prepared to travel to the UK. This includes all veterinary treatment, microchipping, neutering, vaccinations, and appropriate shelter.
Funding and oversight of purchases made for the above including medications.
Funding and oversight of transport to the UK
Safe and experienced care in vetted foster homes to include veterinary treatment if required.
Safe, pre-checked adoption homes in the UK - all dogs’ microchip registrations remain in dual registration with the Charity for the life of the dog.
Ongoing support for adopters and dogs
Spay/neuter campaign funding in Romania.
Education and awareness raising
Networking on behalf of the plight of dogs needing rescuing in Romania.

Chair and Trustee Report

2023-2024 has been a bumper year for Rags to Riches, a welcome change from the last few years. We have brought a satisfying number of dogs over for fostering and adoption with wonderful results. This has mainly been due to Jane Stacey (Trustee and official importer for Rags to Riches) visiting Birda regularly in Romania she has been able to herself assess and bring over suitable dogs, added to this due to the increasing number puppies born in dire circumstances Jane has fostered litters of puppies , no mean feat with them being over 16 weeks at the teenager stage. Our other fosterers have had their fair share of foster dogs too, so a meaningful and satisfying year with so many dogs now having happy futures.

Brucellosis has been a problem for some rescues. To date Rags to Riches hasn’t encountered problems. Please see article on page 11

Continued support to Valcea and Birda rescues with food, vets’ bills and any other emergencies where we can. Fund other rescuers and individual dogs where necessary.

July 21st 2018. Just one day in the life of Rags to Riches that changed the lives of so many humans and dogs.

July 21st 2018 Liz and Pauline went to Wetherby to collect five dogs from the Happy Bus. These were Kylie (now Leicester), Bizzy, Rachel and Sara. This was quite a feat and they drove back with a stinky car and four scared, very quiet, tired dogs.

Bizzy and Sara stayed for the weekend with Pauline, then went up to Lisa, well actually Pauline brought Bizzy back home as she had fallen in love with her and now in her teens is still living her best life. Shortest foster dog Lisa had, five minutes tops. Sara stayed a while with Lisa and was adopted by Graham and Emma Simm and became best friends with Foxy (another Rags to Riches dog) and now travels Europe on holiday. Rachel and Leicester were fostered by Liz. Rachel was adopted by Dawns mum and had a wonderful life with her, sadly she passed away recently. Leicester? well see his adopted mum ’ s comments below.

“ Leicester (Kylie on her passport) came into our lives a year after my husband Dave died after 43 years of marriage. My daughter and grandchildren renamed her Leicester after my husband ’ s long support of the football club! Then three years later my daughter died suddenly a shock to all and Leicester has helped us all especially my son in law he says she saved his life! Leicester hasn ’ t always been easy as she can be very reactive, but I acquired a puppy called Milly last year and Leicester now has great fun playing in the garden with her and is happier having a friend. ”

Four dogs taken from a terrible life and futures and given wonderful homes. They changed the lives of their new people for the better too.

Yet another rescue who has changed the lives of so many lives

Daisy came to us in lockdown quite by chance. I saw a photo of her on a local facebook group for dog owners. Someone had shared her Rags to Riches post. I made enquiries but didn ’ t hold out much hope. We ’ d lost our 13.5 year-old cocker spaniel a few months earlier and I ’ d been trying to adopt a dog unsuccessfully ever since, along with all the other hundreds of people doing the same in lockdown. I ’ d tried all the usual agencies and surrounding rehoming centres, even another Romanian rescue site with no joy. It seemed that my 90 year-old mum was the stumbling block and we weren ’ t allowed to rehome a dog because she was living with us. Luckily, Liz didn ’ t see this as a problem and we passed the home check and were allowed to adopt Daisy (previously named Fleck). We drove all the way from Hertfordshire to York and back in a day to collect her, because the restrictions meant we couldn ’ t stay over anywhere. Daisy took a while to settle in but soon adjusted to life with the Troddens, my mum and our cat. We soon realised that she was simply the best dog. We could take her anywhere, she was so well behaved. She would just curl up under the table at the local pub and we took her away on holiday with us. We could never do that we our previous dog, Bertie, because he would howl and bark all the time. Daisy, in contrast, made no noise. I only wish we ’ d had her earlier when our girls were young because she ’ d have been perfect to take on family holidays. However, Daisy isn ’ t always quiet and likes to scare people as they walk along the pavement by our house. I do so wish I could see them jump out of their skins! She ’ s also my furry alarm clock as she wakes me every morning wanting her breakfast. Then at 4pm I get ‘ the stare ’ for her dinner. I really don ’ t know how she does it. It ’ s like she can tell the time! And she loves her walkies. We do lots of short-medium walks with her. This is because we discovered she ’ d suffered a broken back leg when she was a puppy, which had set itself in an adequate but not good position. Maybe that ’ s why she ended up on the rubbish tip, poor baby. She also has hip dysplasia on the other side so we have to be careful with her. She never steals food - always waits to be told she can have something. She sits on her haunches and puts on her best cute face for treats. She is rather spoilt and has the run of the house. At nighttime she spends time in each bedroom, I think to make sure we ’ re all safe. Believe it or not, she ’ s 25% German Shepherd - we had her DNA tested just for fun, and she has over 20 different breeds in her. She ’ s definitely one of a kind, and we love her to bits. We ’ re so thankful to R2R for bringing her to the UK and entrusting her to us. Thank you!

Canine Brucellosis

There has recently been a lot on social media about Brucellosis. A number of vets are insisting that imported dogs are tested for brucellosis, and many charging fees for the tests up to ten times plus the cost that other vets are charging. Along with this the information given out by many vets and veterinary nurses is frightening and untrue, some are refusing to treat dogs, or will only treat dogs out of hours with full PPE(Personal protection equipment),.

Scary stories from vets and nurses include, pregnant women and children shouldn’t be near imported untested dogs, all other household dogs are at risk, dogs testing positive should be put down, dogs testing positive should be isolated for life and not leave the home. The lack of knowledge in some veterinary practices is worrisome to say the least. Yes some dogs do test positive but it is a very low figure, in 2023 out of over 70,000 imported dogs (not all rescues, some pedigree and some smuggled here) 93 tested positive. In the period 2020 to 2023 2 humans tested positive, with no reports of human-to-human contact.

In point of fact Brucellosis is in the UK population of dogs already. Guide dogs for the blind had two dogs test positive, no link could be found to foreign dogs! DEFRA lost track of a litter of puppies BRED IN Wales that were all positive, which is quite shocking. Yet UK dogs are not tested ?

The Facts

UK Health Security Agency (UKHSA) and Human Animal Infections and Risk Surveillance (HAIRS) have stated The probability of human infection with B. canis in the general UK population is considered Very Low.

The probability of infection for individuals with greater likelihood of exposure to Brucellosis. Canis infected dogs or contaminated materials (for example dog breeders, kennel, veterinary and laboratory staff and owners of infected dogs, especially those which are breeding or birthing) would be considered Low.

Taking into consideration the dogs Rags to Riches and many other rescues test (SNAP test) the dogs for brucellosis prior to coming to the UK. All our dogs except puppies under 6 months are spayed/neutered, therefore none of the dogs are used for breeding etc.. The risk (or lack of it) is not an issue.

If you encounter a veterinary practice that insists on testing, please do your homework first. There are many many, veterinary practices that are rescue friendly and to that end a wonderful informative place to start is the Facebook page below. They have Lists of friendly vets practices and a wealth of information. If the boat is stable, don’t rock it!

This poem is dedicated to the wonderful rescuers in Romania

Once I was a lonely dog, just looking for a home.

I had no place to go, No one to call my own.

I wandered up & down the streets, In rain, in heat & snow.

I ate whatever I could find, I was always on the go.

My skin would itch, my feet were sore, my body ached with pain.

And no one stopped to give a pat or gently say my name.

I never saw a loving glance, I was always on the run,

for people thought that hurting me really lots of fun.

And then one day I heard a voice, so gentle, kind and sweet

and arms so soft reached down to me and took me off my feet.

“No one again will hurt you” was whispered in my ear.

“You’ll have a home to call your own where you know no fear.”

You’ll be dry, you will be warm. You’ll have enough to eat.

And rest assured that when you sleep, your dreams will all be sweet.

I was afraid I must admit, I’ve lived so long in fear,

I can’t remember when I let a human come so near

And as she tended to my wounds and bathed and brushed my fur

she told me about the Rescue Group & what it meant to her.

And then they’ll join our circle, they help to make it grow,

I waited very patiently. The days they came and went,

there were people standing there just gazing down at me.

RAGS TO RICHES FUN DOG SHOW

After a couple of years in the doldrums our popular Annual Fun Dog Show returned to the R2R calendar. It took place this year on the afternoon of Sunday July 21st, moving away from our previous long standing August Bank Holiday Monday, which has been proving increasingly problematical for those who travel to take part as well as our team of helpers

We also moved away from the Shipton by Beningborough venue to the somewhat less pricey Settrington Village Hall, a little out of the way but has all the essentials of plenty of space, good kitchen and toilet facilities, car park and hard standing

Unfortunately picking a date to avoid clashes with other events proved very difficult, and the feedback tells us that there were several who would have liked to attend who were unable to make that date including a couple of our best helpers. However, our remaining small but hard-working team got stuck in with their usual gusto and the show finished as a success both in terms of entertainment value and as a fundraiser for which we have many to thank

Our lovely judge this year was Mrs. Ruth Sutcliffe and it's fair to say she threw herself into the task and gave the best of her time and attention to every dog and handler in every class, especially those who were a little timid and ring shy, so that everyone soon relaxed and enjoyed the experience. Our highly experienced ring steward Laura Jay kept the exhibitors in order and we found taking the class entries in advance rather than in the ring kept thngs flowing even more smoothly than usual, so this is a tactic we will carry forward to further shows

This time round we kept to eight classes and factored in a refreshments break, again something which worked well, as it meant people could tear themselves away from the ringside to sample the delicious refreshments and a cuppa from our kitchen stalwart Steve Panas. We were blessed with a day which was dry and sunny but nor too warm, so absolutely perfect for the garden party atmosphere we all enjoyed

Our master fundraiser Dawn Jacques was kept busy with her new and preloved stall which proved an attraction worth repeating, since we all love a bargain, and our tombola queen Jane Stacey had visitors all afternoon once people discovered that every ticket won a prize! Well done to both these ladies for their hard work and to our Treasurer Pauline Carruthers, who sorted out the money side and also manned the information stand, fielding enquiries about Rags to Riches and how our aid has helped the dogs and their rescuers in Romania

Thanks to our generous sponsors we had prizes galore for our show winning dogs and gorgeous rosettes from our faithful supporter Dawn Cochrane of Myatoks Rosettes. I don't think I saw anyone go home empty handed

I have to finish with a big thanks to all the special people and their wonderful dogs who took part in our show. Not a growl or a grumble from anyone ...... see you next time!

IN LOVING MEMORY

On 15th December 2023 we had to say goodbye to our amazing Romanian girl "Ginger" and she is so much missed

According to her passport she was around thirteen and a half years old when we lost her, just a month after her tenth Gotcha date. She had been very well and although beginning to look more matronly, with a less trim waistline and whitening muzzle, she had continued to be the same lively, noisy, BIG personality we had always known until a yelp and a limp led to the discovery of a suspicious lump which took us to the vet for investigation

It turned out that we were soon to lose her to a nasty lymphosarcoma and all the vet could offer was a few weeks of palliative care. As it happened, we had a good six weeks to spoil Ginger thoroughly and adjust to the idea of losing her

She was our first experience of a Romanian dog and very special. She came from the town of Petrosani and had spent a short period in a rather grim public shelter after being picked up by the dog catchers. We know little about her early life other than what she told us, and that was a load of fibs, about being a princess in Romania and having servants etc etc

We decided she had previously been a very successful street dog and lived by her wits, using her charm and good looks to make friends who supplied her with enough food to keep her going for those first years. She must have been a very pretty puppy with her dark expressive eyes, big upstanding ears, neat muzzle, dainty feet and fluffy red coat - she soon had us enchanted, and we loved her confident intelligent attitude. She certainly wasn't the timid little rescue dog we had expected but she was huge fun and willing to try her paw at any activity. She loved training classes and soon picked up the obedience tricks (not that she could EVER be described as an obedient dog) and had a crack at sheep herding too (not her cup of tea). She welcomed any opportunity to use her brain and to show off, and was a star at the fun dog shows. She even qualified for the Scruffts competition and thoroughly enjoyed staying in a posh hotel in London and being admired by lots of new friends

Ginger's charm was legendary but she was "a lot of dog", and her inability to absorb recall training meant that unfortunately she eventually could not be allowed off the lead except in the secure dog field, frustrating for such a sociable busy dog. Before then, she had a couple of times led us on a merry dance of Catch Me If You Can (up to four hours) and on one time returned home proudly carrying a large and very dead hare almost as big as herself

Once met, never forgotten - we were privileged to have her in our lives

IN LOVING MEMORY

Life can be so unfair and we didn't expect to be saying another sad goodbye less than a year after losing Ginger...

Rafaella's illness came as a shock as she had been such a healthy beautiful lady. According to her passport she was in her thirteenth year but this was belied by her trim figure, bright eyes and gleaming coat in glorious shades of white, cream and grey. Although never a playful or lively dog she loved her country walks and to spend her days calmly surveying the view from her favourite spots in our garden. From time to time her gentle face would light up with mischief and her special friends were treated to a glimpse of her sense of humour

She loved to be outside whatever the weather and adored a sunbathing opportunity, especially with company, and many an attempt to catch a few rays was interrupted by a smiling Rafaella landing on my chest to beam into my eyes from the closest possible distance

It is hard to think of any time when she didn't behave like the perfect dog as she had an inbuilt wisdom and the manners of a true lady. Other dogs might bark, jump up, scratch doors, demand food, pull on the lead etc etc but all of that nonsense was of no interest to Rafaella. She was housetrained from day one and her life was built around being a good girl. She tried so hard not to offend, studying our moves with watchful golden eyes and always removing herself quietly from any situation which threatened to become rowdy

No dog is totally perfect but Rafaella had a couple of quirks. One was her quietly stubborn refusal to accept the nickname Raffy. She came to us with her name already in place from the years she spent in a private shelter, and we at first found it a bit of a mouthful, but it was her name and she loved it and so we all learned not to abbreviate it!

Her second quirk was a common one amongst our Romanian doggy friends as she was a dog who could not be trusted off a lead. She would trot along nicely with us for a while then blandly melt away to follow an interesting trail and seemingly disappear. Since she didn't understand the recall concept she would then wait silently for us to find her, sometimes lying quietly under a bush or engrossed in a sniffing session. We would arrest her and she would be delighted to have her lead reattached and trot happily alongside to continue her walk. Since she never pulled on the lead it simply wasn't worth turning her free, so eventually we did so only in the secure dog park where she could wander off in her dreamlike state without causing alarm

Her third quirk was probably the closest she ever came to being naughty. She had a bit of a thing about flower beds and planters, liking to dig a shallow pit and lie looking beautiful surrounded by leaves and flowers. This habit made for some nice photographs but didn't improve the health of the flowers and she learned to sneak guiltily away if she heard the cry of "Rafaella WHAT are you doing???"

It seems to be such a cruel twist that this wonderfully special and beautiful dog should suffer from a painful and fastgrowing tumour in her mouth and jaw which left us with no options, within only one week. The vets could do nothing and the decision was out of our hands, the only kind thing to do was to let our darling girl go

As we sat mournfully in the garden at the vet's waiting for the sedation to take effect, two ladies were walking past and stopped in their tracks to admire Rafaella, saying what a BEAUTIFUL dog. They asked if they could stroke her and she gazed at us all from those golden eyes full of love and trust and turned her poor ravaged face upwards. None of us could speak as the emotions overtook us

Treasurers Report. Pauline Carruthers.

This is the 8th Annual report of Rags to Riches as a registered charity.

As you can see from the independent examiners report that apart from as usual being unable to get receipts for transport accounts no anomalies were identified and all totals on the bank statements and PayPal statements that were available matched the amounts recorded on the spreadsheet. Unfortunately, in transit it seems June didn’t go through but as everything was correct, but as you can see, she was quite satisfied once I forwarded the missing month. Opening balance was £13,422.88, with a closing balance of £14,599 and an income of £22,667. and a spend of £21,490.

We continue to use the same transport and costs this year I am pleased to say have remained stable.

Subscriptions also remained Stable at £250 a month which is disappointing as I have a few times advertised on the group page for individuals to join.

I am pleased to say that the majority of donations etc.. are paid into the bank which makes it easier to track and does save on fees.

Adoption donations made up a large part of the main income this year with a whopping 13,000 we fostered over many more dogs for adoption. This obviously put up the cost of transport to £8,000 and the preparation for dogs which was £5,000 but I am pleased to say that the £400 adoption fee means that we are now even with the costs of bring dogs over leaving us other monies to help with run the charity building work, helping in emergencies and extra vet bills, of course we couldn’t do this without donations and fundraising.

All in all, it was a good year financially.

1. Introduction

1.1. I report to the Trustees on my examination of the accounts of Rags to Riches for the year ended 31[st] March 2024.

2. Responsibilities and Basis of the Report

2.1. As the Charity Trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011.
2.2. I report in respect of my examination of the Trusts accounts carried out under Section 145 of the 2011 Act and in carrying out my examination I have followed applicable directions given out by the Charity Commission under Section 145(5)(b) of the Act.

3. Independent Examiner’s Statement

3.1. I have completed an examination of the records held and I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
accounting records were not kept in respect of the Trust as required by Section 130 of the act; or
the accounts do not accord with those records.

4. Noted Findings

4.1. A random sample of 12 items of expenditure was chosen from the items recorded on the bank statement.
4.2. Anomalies were identified for 4 out of the 12 transactions checked which were for no receipts being held on file, one transaction however did appear to be for a refund payment as opposed to payment for a service. (See Appendix A for details)

4.3. A random sample of 12 donations was chosen and attempts were made to ensure that there was a corresponding entry on the bank statement or PayPal listing.
4.4. For 2 of the transactions, it wasn’t possible to verify as there was no PayPal statement on file for the month of June and there wasn’t a full bank statement on file for August however, no other anomalies were identified. (See Appendix A for details)
4.5. Receipt books and cash held were not checked as part of this audit.

Reconciliation

4.6. A review of the working totals spreadsheet was conducted to verify that the amounts recorded were accurate and complete.
4.7. It is pleasing to note that no anomalies were identified and all totals on the bank statements and PayPal statements that were available matched the amounts recorded on the spreadsheet. Where the statements weren’t available these totals could not be checked.

5. Recommendations

5.1. Receipts should be kept for all purchases made as evidence that the purchases are for legitimate charity business, this includes any donations made.
5.2. A copy of the PayPal statement for June and full bank statement for August should be printed and retained on file.
5.3. The totals on the spreadsheet should be checked to ensure they are accurate and in line with the totals on the bank statement and PayPal balance.
