## **ANNUAL REPORT AND ACCOUNTS FOR THE YEAR ENDED 31 DECEMBER 2022** 

The Citizen’s Basic Income Trust was constituted as a Charitable Incorporated Organisation on the 1[st] February 2017 and registered as a charity, number 1171533, on the 8[th] February 2017. 

During 2021 officers were: Chair: Anne Miller; Treasurer: Mark Wadsworth; Secretary: Mark Wadsworth. 

The trustees during the year were: Benet Brandreth (until 2 February); Simon Duffy (from 12 October); Jake Eliot; Anne Gray; Alison Griffin (until 2 February); Ursula Huws; Barbara Jacobson (until 2 February); Neal Lawson; Anne Miller; Gareth Morgan; Mark Wadsworth; Stuart White. The trustees held three full trustees’ meetings remotely during the year: on the 2[nd] February, the 6[th] July, and the 12[th] October. 

In his role as Secretary, Mark Wadsworth continued to deal with the administrative responsibilities of the Trust, from its office at his home. He responds to enquiries from individuals and organisations and maintains the twitter account. As treasurer, he also maintains CBIT’s CAF account and prepares the annual accounts. Daniel Mermelstein, CBIT’s webmaster and editor, maintains the website, and publishes email updates. 

During the year, the Charity Commission granted permission to CBIT to change its definition in its constitution, and this now appears on the Charity Commission website. 

The environment with respect to basic income in the UK has changed over recent years. For more than thirty years, until around 2017, CBIT was a lone voice educating the public about the desirability and feasibility of a basic income (BI).  Since then, a research facility, The Institute for Policy Research, has been set up at the University of Bath, and a network of BI advocates has developed in several cities mainly across the north of England. The trustees affirmed CBIT’s purpose, continuing its unique role of advancing public education about the desirability and feasibility of BI, including a new focus on providing high quality, clear, accurate, foundational information re BI, especially for opinion-formers and policy makers, together with analysis and comparisons of BI proposals for the UK, and responding to critics. The trustees invited its newest trustee, Dr Simon Duffy, to prepare a plan for the future role of CBIT in the new environment. 

Trustees continue to make their own contributions to the basic income debate. In January, Anne Miller was invited to be part of a panel remotely interviewing two BI advocates in South Korea about their respective BI proposals associated with a candidate for the forthcoming election for the Korean President. She was also invited to be contribute remotely to two conferences: to the Radical Statistics conference with the theme of ‘Taxing Wealth, Reducing Inequality’ on 26 February, and as one of the panellists in the Final Plenary of the annual North America Basic Income Congress on 23 June. She also provided ‘An analysis of IPPR Scotland’s Minimum Income Guarantee proposals’. She continues to contribute to BIEN’s Clarification of the Basic Income Definition group and presented a paper on ‘BI and Uniformity’ to one of its Open Forums on 26 April.

The Trust’s finances are stable, and, even if no grant aid is forthcoming, promised regular donations will enable the Trust to meet its obligations for the foreseeable future. The Trust is very grateful to those individuals and organisations who continue to give time, effort and financial support to its work. 

_Public benefit statement_ : During 2022, the activities above were in accordance with the objects of the charity, i.e., ‘to advance public education about the economic and social advantages and feasibilities of a Citizen’s Basic Income: that is, a periodic, uniform (except by age), unconditional cash payment delivered to all on an individual basis, without means test or work requirement’. All of the Trust’s publications published during 2022 are freely available on its website.
