The Trustees present their report and financial statements for the charity and charitable trading company for the year 31[st] March 2022. 

## **MISSION AND OBJECTIVES** 

Sport Legacy Foundation (SLF) is a sport and education charity set up in 2017 dedicated to offering opportunities to disadvantaged young people nationally. 

Our offer to young people is founded on four areas: 

- Firstly, we believe that everyone can be amazing at sport.  They just need our help to find out which sport that is. 

- Secondly, we believe that sport and education are inextricably linked, and every young person should be offered both to ensure physical and mental wellbeing all their life. 

- Thirdly, we believe that everyone should be given equal opportunities whatever their social or financial circumstances. 

- Finally, we aim to provide premium destinations for young people and their communities to enjoy activities year-round. 

## _**Our mission is:**_ 

‘to empower young people in challenging communities to change their lives through education and sport.’ 

SLF believes that young people educated in the state sector in England & Wales are not offered enriching physical activity and sport to complement academic education. This is particularly true in Government Education Opportunity Areas in the most deprived, and often diverse, parts of the country.  In addition, due to Government measures applied during the Covid pandemic, this offer has worsened, and in 2022 many schools in Birmingham and elsewhere reduced their required PE programmes to one hour per week. 

We help young people to discover what they are brilliant at by funding extra-curricular sport and physical activities in Birmingham and, from 2023, a new programme in Bradford Leeds. In the Caribbean we assist our sister organisation Sport for Life Barbados, founded as a legacy programme to the ICC Cricket World Cup in 2007, and we are working to re-establish a similar programme in St Lucia. 

SLF’s experience of delivering such work has witnessed the development of extraordinary talent amongst young people – primary school students from the South Asian community who display excellent tennis skills after SLF’s two-week summer camp; recently immigrated

young boys who improve their experience by learning English through SLF’s football coaching programme; a shy young Afghan student who turned out to be a brilliant wicketkeeper.  There are many more such real life stories and this is SLF’s legacy to young people through sport. 

In all areas, we prioritise working with schools where more students than usual are eligible for pupil premium funding (PPF) or where students are failing to reach national standards required of them.  We understand the barriers that can prevent those young people having the opportunity to develop new skills in sport and physical activity. 

## **Strategy for achieving objectives:** 

In our fifth year of operations, SLF’s main strategic objectives are as follows: 

**1. To improve the lives of young people through the development of key skills in sport and physical activity** 

This is one of our key strategic objectives that form the basis of all our activities.  Our sports coaching programmes, delivered in partnership with all sectors, aim to improve the health, well-being and key skills of young people from disadvantaged communities in the UK and the Caribbean. 

## **2. To make sure that all programmes delivered by SLF are of the highest quality and change young people’s lives for the good** 

SLF puts in place evaluation and measurement models to incorporate: 

- Quantitative data. SLF collects pre and post evaluation data based on a series of core questions.  These are based on the sports and general life skills described in Mission and Objectives above but also include tailored questions that reflect the particular programme delivered. 

- Qualitative data.  Feedback is also collected from students themselves after they have finished a particular programme.  This helps guide us in the creation and improvements of future programmes. 

- Data capture relevant to students, teachers and schools where SLF’s programme is delivered. 

## **3. To develop SLF’s offer to schools, national governing bodies, public and private sector funders, academic partners** 

SLF has attracted grant funding from Sport England, the National Lottery Community Fund, Black Country Consortium, Sportivate, National Express Foundation, Black Country Consortium, Central England Co-operative, the Lawn Tennis Association and private trusts and foundations in our first four years.  We are also funded by two corporate partners Central England Co-operative and Squire Patton Boggs in Birmingham. This funding enables

SLF to deliver coaching programmes in schools which would otherwise not be able to fund sport and physical activity. 

We are also funded directly by schools themselves on a year-round basis including Waverley Education Foundation Trust and Ark Academies. We coach in more than 5 schools in Birmingham and will increase this offer to a further 30 primary schools in the next year in Birmingham and Bradford Leeds.  Our sports coaching programme _**Sport for Life**_ 

_**International**_ **, ,** developed between 2010 and 2017, is well known in Birmingham and the Caribbean and aims to develop key skills in students. 

In summer 2021, the programme was chosen to be a _**United By**_ partner by the Commonwealth Games Birmingham 2022.  We launched it as a new brand _,_ _**Building Character through Sport**_ **(BCtS),** at the Sport for Life Centre in Birmingham in August 2021. More than 150 young people and their families from local communities tried new sports, met SLF partners from the Commonwealth Games Birmingham 2022, the Lawn Tennis Association, the National Asian Cricket Council and Central England Co-operative and had a great day out. 





In the 8 months from August to year end 2022, **BCtS** has coached more than 250 young people in 5 schools emphasising the importance of 14 key areas in sport and education namely: 

- Courage Kindness Respect 

- • Curiosity Leadership Self-control • Enthusiasm Motivation Social intelligence • Gratitude Patience Sports skills • Integrity Resilience 

To introduce **BCtS** to the wider community, SLF partnered **University of Birmingham (UoB)** developing a podcast series ‘Conversations on Character: Commonwealth Games Special’ with the Jubilee Centre for Character & Virtues.  Guests include:

- **John Crabtree OBE** , Chair Board of Directors Birmingham 2022, 

- **Heather Knight OBE** Captain England cricket team, 

- **Ebony Rainford-Brent MBE** TV/Radio broadcaster & former England cricketer, 

- **Moeen Ali OBE** , Vice-Captain England cricket team with 5 further guests to join in 2022.

Next steps are to align BCtS with school curriculums in the UK and the Caribbean from 202223 and ensure that sport and education are firmly interlinked. 

In the Caribbean, SLF has forged links with tour companies and schools in England & Wales including St Hugh’s Prep School, Faringdon, to fundraise prior to their cricket and netball tours to Barbados.  St Hugh’s students and families have been incredible over the years and proved key to helping our sister charity Sport for Life! Barbados provide mentoring and physical activity to 12-14 year olds year round. 

## **4. To develop indoor sports and education facilities.** 

In addition to lack of sports and physical activity opportunities, large areas of the UK lack accessible indoor facilities.  The east side of Birmingham and parts of Bradford are two such places and SLF has approached landowners, in particular those with cricket or football grounds close by, to co-develop or upgrade new facilities. 

One such project is now underway with planning permission submitted in summer 2022 and partnership agreements planned with Central England Co-operative, the Lawn Tennis Association and National Asian Cricket Council - advisers on South Asian cricket to the England & Wales Cricket Board - and national grant givers to support it under a Commonwealth Games Birmingham 2022 legacy programme for the community.  First designs for a combined cricket and tennis facility have been drawn up by Raise Partnership and we have met with local MP Jess Phillips to present our plans. 

A second will start in 2023 in Bradford with the Lawn Tennis Association and local council support. 


## **5. Emergency Planning for the Covid-19 Pandemic** 

Many charities and businesses across the country suffered badly from the Covid-19 pandemic and SLF was no exception.  Our thoughts and sympathies go to all those communities who were directly affected by its rapid spread, and we hope that this year everyone’s lives are improving.  We did our utmost to support our communities both in the UK and the Caribbean and to adhere to and support our local heroes in the NHS.  The situation improved slightly in 2021 and we did our best to open up our coaching in Birmingham and our cricket ground and sports facilities as well. We continued to furlough staff up to September 2021, which meant once again that no fundraising efforts were possible according to government guidelines. 

Having adapted our programme delivery to a hybrid model in August 2020 with the LTA #TennisAtHome, SLF was keen to support coaching staff and recommenced coaching in

schools in September 2021.  The charity also benefitted from government supported pandemic loans from Barclays Bank to assist recovery. 

## **6. To develop SLF’s staff and resources** 

Having established a core staff of first class coaches reporting into the Operations Director and Chief Executive, SLF is looking to develop numbers and upgrade coaches’ qualifications to include LTA Tennis, FA Football and ECB Cricket at a higher level.  All qualifications are upgraded annually, and we ensure that all coaches provide DBS checks via Birmingham City Council.  We are supported by a Financial Advisor and an Office Co-ordinator who work closely with the Chief Executive and SLF’s accountants.  We are also fortunate to have legal advice provided to us at a voluntary sector rate by international solicitors. 

Delivery of our programmes is supported by school PE teachers, heads, chief executives and staff. 

## **PUBLIC BENEFIT STATEMENT:** 

Sport Legacy Foundation benefits the public, and especially young people, by funding and delivering activities in curriculum time and after school that aim to support health and wellbeing and build resilience. 

The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing SLF’s aims and objectives and in planning future activities. 

## **Chief activities** 

- _Sport for Life in Schools,_ Black Country Consortium funded grant programme to deliver tennis and football to schools recommenced for a 34 week period. 


- _Sport for Life in Schools_ , Black Country Consortium funded grant programme to deliver tennis coaching @ Shireland Collegiate. 34 weeks tennis coaching started w/c 29[th] March ’21 with 8 weeks’ on-line coaching and live from 18[th] May for 26 weeks according to heavily sanitised environment required. 

- _FNX_ a National Express Foundation grant funded tennis and football 

- programme over 30 weeks in 5 Birmingham schools. 

- _Sport for Life International_ supported directly by 4 Birmingham schools, a 36 week a year after school sports and healthy lifestyle coaching programme. This programme is on-going year on year. Live coaching recommenced at Waverley School 19[th] May with football for 6[th] Form. - _#Tennis At Home,_ a 32 part on-line tennis coaching series supported by the LTA and provided to students at

- _The Sport for Life Sports and Cricket Centre,_ year-round management 

- of a 5 hectare sports and social club with bowling greens, cricket ground – redevelopment in 2022-23 to host an indoor cricket and tennis sports hall, outdoor cricket ground with corporate partners. 

- _**Building Character through Sport**_ invites young people to group coaching sessions in 22 locations in Birmingham from July 2021. Sessions took place for more than 250 primary school children, hosted by 4 highly qualified SFLI coaches from the local community with more than 10 years’ experience of working in primary and secondary schools as well as communities in east Birmingham.  Specialist coaching includes 22 skill drills in 3 sports with rewards given for most improved performance. Over the period leading up to and beyond the Commonwealth Games Birmingham 2022, _Building Character through Sport_ will also create 12 new coaches - 4 tennis coaches, 4 cricket and 4 football - concentrating especially on girls in sport who will help drive awareness and growth of physical activity in all age groups within their communities. 

- In partnership with the National Asian Cricket Council (NACC) the South Asian Cricket Association (SACA) and the Lawn Tennis Association (LTA), _Building Character through Sport_ will also invite young people and their communities to ‘Conversations on Character through Sport’ with partners at the University of Birmingham Jubilee Centre for Character and Virtues. Recordings for the podcast series, to be broadcast on Spotify from August 2022, started in February. 


## **Events** 

SLF was delighted this year to launch _Building Character through Sport_ (BCtS) at its Sports Centre in Birmingham in August 2021.  As the first event for more than 18 months, and held outside in partnership with the Commonwealth Games Birmingham 2022 roadshow, it attracted more than 150 young people and their families from local communities. tried out tennis, boxing, table tennis, cricket and a host of other sports, all designed to inspire physical activity and enjoyment of sport! 


## **Objectives, Achievement and Performance for the Year**

## **3. Progress with schools** 

We are keen to increase the number of schools we work with in Birmingham and to develop our offer to young people and their communities in Bradford Leeds. 

Schools have been encouraged by our providing on-line video coaching during this difficult period and we continue to build our relationship with Head Teachers and PE staff especially in those areas where high student numbers qualify for PPF. 

## **CONCLUSION** 

SLF has worked hard during our first four years, assisting some of the most challenged schools in Birmingham and helping their young people from primary to secondary level to create opportunities through physical activities and sport.  We have also helped Sport for Life Barbados with significant fundraising and PR over the period thanks to the generosity of independent prep schools in England. 

However, no-one predicted such a crisis as the Covid-19 pandemic. We hope our emphasis on building resilience within diverse communities through sport and education has been received well and look forward to working with more partners in the future to create a healthier and more positive environment for all.

## **PRIORITIES FOR 2022/23** 

SLF will be focussing on the following areas of priority for the coming year: 

## **Expansion in sports and physical activity programmes** 

SLF plans to return to schools in the 2022/23 and expand the number of coaching programmes we deliver during the year whilst always making sure existing programmes are properly run and financed. 

## **Development of indoor sports centre, Birmingham** 

We have approached national governing body funders as well as trusts & foundations and corporate partners to support the development of such an indoor centre.  We have achieved success in attracting support from Central England Co-operative, the Lawn Tennis Association (LTA), the National Asian Cricket Council (NACC), the representative body for South Asian cricket to the England & Wales Cricket Board (ECB) and the Football Association (FA) as well as initial discussions with The National Lottery Communities Fund. 

## **Events** 

Depending on when the planning permission for the indoor centre in Birmingham is determined by Birmingham City Council, the Foundation will hold a launch event with corporate, cricket and tennis partners as well as press and elite players.  If timing permits SLF hopes that will coincide with announcing a relationship with the Legacy Charity of the Commonwealth Games Birmingham 2022. 

## **FINANCIAL REVIEW:** 

## **a. Financial Summary** 

SLF’s fifth financial year has seen trustees embed a hybrid model of designing, delivering and evaluating on-line video and live sports coaching programmes in a selection of Birmingham schools.  However, our income is derived from the programmes we develop, from national governing body grants, from trusts & foundations and from sports ground management and in 2021/22 we saw a significant drop in revenue for the second year running. 

The senior management team has explored opportunities to manage core costs and try to achieve a cost-effective and transparent way of ensuring that projects are administered and run efficiently. 

## **b. Reserves Policy** 

Trustees have undertaken to put in place a policy of three months’ operating costs.

## **c. Support in Kind** 

Over the course of 2021/22 SLF received various in-kind advice and support from the corporate sector including: 

- The equivalent of 20 hours of legal advice from a Partner of Squire Patton Boggs LLP Birmingham 

The total value of donated services was £6,000. 

## **Structure Governance and Management** 

## **a. Constitution** 

Sport Legacy Foundation is a charitable incorporated organisation (CIO) constituted under a Memorandum of Association dated 7[th] February 2017 and is registered as charity number 1171493. 

SFL (UK) Ltd. is registered as a limited company under company number 8191495 and wholly owned by Sport Legacy Foundation. 

## **b. Method of Appointment or Election of Trustees** 

The management of the Charity is the responsibility of the Trustees who are elected and coopted under the terms of the Articles of Association. 

## **c. Policies adopted for the induction and training of Trustees** 

A majority of Trustees have many years’ experience of working on programmes involving sport, education and challenged young people. 

In the first year of operation for the Charity, all Trustees have been given copies of the Memorandum and Articles of Association, Risk Management policy documents and guidelines provided by the Charity Commission.  Trustees are regularly invited to attend SLF events, coaching programmes and meetings with clients and schools. 

## **d. Organisational structure and decision making** 

SLF has the core function of running programmes in school directly through its charitable company SFL (UK) Ltd.  It relies on a core team with management and oversight given by its experienced Trustees.

SLF is governed by a Board of Trustees representing the public, private and third sectors. During the reporting period, the Trustees have included:

The Board of Trustees met six times in the reporting period.  There are no sub-committees to the Board and delegation of day to day activities was passed to the Chief Executive. 

## **Coaches Advisory Group** 

The Coaches Advisory Group provides guidance to the executive providing expert input and laying out challenges during the development of programmes as well as evaluation of impact.  Due to the pandemic, it met twice only in 2021-22 though SLF’s Operations Director held regular on-line meetings with coaches whose opinions inform us as to the nature of all programmes, current thinking amongst young people in schools and teachers’ challenges. SLF plans to extend this group and to develop a teachers’ group in 2022/23 when possible. 

## **Executive** 

The charity has a small Core Management Team comprising:

Office Co-ordinator – Jeff Hughes 

## **e. Risk Management** 

SLF has produced a draft risk management document based on advice from the Charity Commission and Goodman Jones accountants which covers all areas such as governance, operational risk and financial management.  This has been developed further with a risk register now drawn up. 

## **f. Child Protection and Safeguarding** 

SLF continues to operate a comprehensive child protection and safeguarding policy which is communicated to all SLF, SFL (UK) Ltd. staff, schools and parents of children. Risk assessments are carried out for our activities and all the staff and coaches we use are highly qualified by national governing bodies of sport, e.g. ECB, LTA, FA, thoroughly monitored in their work and have undergone Enhanced DBS disclosure checks with Birmingham City Council.  No child protection issues have arisen.

## **TRUSTEES’ RESPONSIBLITIES STATEMENT** 

The Trustees are responsible for preparing the Trustees’ report and financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

Company law requires the Trustees to prepare financial statements for each financial year which give a true fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure of the charitable company for that year. 

In preparing these accounts, the Trustees are required to: 

- Select suitable accounting policies and apply them consistently 

- Observe the methods and principles of the statement of recommended practice (SORP) 

- Make judgements and estimates that are reasonable and prudent 

- Prepare the accounts on the going concern basis unless it is inappropriate to presume that the charity will continue in operation. 

Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the company and enable them to ensure that accounts comply with the Companies Act 2006.  They are also responsible for taking reasonable steps to prevent and detect fraud and other irregularities. 

## **Small Company Rules** 

The financial statements have been prepared in accordance with special provisions of Part 15 of the Companies Act 2006 applicable to small companies, in accordance with the requirements of the Charities Act 2011 (the 2011 Act) and in accordance with the SORP 2005.

14. RELATED PARTIES
Mr Andrew Roberts, a trnstee, donated £17,000 and lent £3,000 to the charlty to
enable a grant to be repaLd as the reasons for It beLng made were no longer
applicable.
The loan carries interest at 8% per annurn and is repayable when the re￿aining
Trustees {other than Andrew Roberts) deem It reasonable arLd prudent, (acting
reasonablyl, to repay the loan having regard to the available cash flows of the
charity.
The loan will not be repaid, in whole or in part
in circu￿stanceS where
there is a reasonable likelihood that any unseeured creditor whose clailll arose
earlier in ti]De would not be repaid as a r&sult of giving priorlty to the Loan

14. RELATED PARTIES
Mr Andrew Roberts, a trnstee, donated £17,000 and lent £3,000 to the charlty to
enable a grant to be repaLd as the reasons for It beLng made were no longer
applicable.
The loan carries interest at 8% per annurn and is repayable when the re￿aining
Trustees {other than Andrew Roberts) deem It reasonable arLd prudent, (acting
reasonablyl, to repay the loan having regard to the available cash flows of the
charity.
The loan will not be repaid, in whole or in part
in circu￿stanceS where
there is a reasonable likelihood that any unseeured creditor whose clailll arose
earlier in ti]De would not be repaid as a r&sult of giving priorlty to the Loan
provlded by Andrew Roberts.

UENT EVENTS
Jane Power, the Chtef Executlve, donated £15,000 In SepteTnber 2022. The donatlon has
