Structure. governance and management
The Gk)be Communty Library (The Globe) was registered on 6 February 2017 as a Charitable
Incorpor*8d Organi&3tion constituted under a goveming d0￿ment dated 23 January 2017.
The charity is managed by a Board of Trustees - urKler the Constrtution there should be not
less than 5 and not more than 11 appointed trustees. Every trustee is appointed for a temi of 3
years. The tnjstees who have served during ￿ year w8re:

The library operates under a contr8Ct wrth North Yorkshire County Council (NYCC). The
Library Manager and her r81ief are funded and employed by Stok8sley T(Avn Council, though
the charty manag8s h8r daY-tr￿aY work: Trustees continue to value support given by the
Town Council. North Yorkshire County Council (NYCC) FKovths an employee %*K) works 15
hours per VèBek to supp(Kt the rnar￿ger.
In order to achieve exteThled community activty ts TnJst8e Board is [￿kIrK￿ to increase the
number of trustees. thereby broadeniro the knowledge base of th8 management team. At
same time we look to develop closer doser working relationships with partner organisations.
Charity Obiectlve
Th6 objects of the charity are to".
Prowde faalities for the educabon and SOf)al wElfare of the public by the provison of a
library and infom7ation hub for the benefft of residents of Stokesley and North
Yorkshire-wide and for faalitating communty acbvity.

guKlance on public benefrt.

Keeplng in Touch
Library services and activities are made kr￿ to the c¥)mmunity through the Itxal press, via
posters in local venues and businesses, on social media and on our website
(www. Iheglobelibrarystokesley org) - the latter wovides details of services. events,
news and recommended reading.
Ouf website also givas details of how the charity can be supported by Ir￿1VidUal8 and
businesses. Trustees very much value the $Lw￿l given by Fri6rKls of The Globe arKI business
sponsors.
Actlvlty
Govemrnent covid lOd(dO￿ requirements c(rtinued to limit the servu operation of the library
and deliv8ry of community events. ThoLhJh these restsictions resulted in a si￿￿￿nt reduction
in the number of av8i18ble volunteers, the Library Manager arKI a small team were again able to
provide 8n unbrcl(en library service. Moreover, tha 't￿le lilxary sarvice, continued Nthere
was safe to make deliveries. Trustees record their thanks to this dedicated team for providirKJ
an unbrok8n s8Nice durirKJ locknwn, especialty notirYJ that the number of lilxary users
increased despite the covid restrictions. As restn'th'￿s were eased the pubfic were able to
access bookshelves and public access to comwters was made available again.
Even thol￿h late in the year there was more freedom for gr￿pS to meet, we were unable to
resume community activities as we woukl have liked It became deaf that CX>VKI restrictions
beY￿d March 2022 would be eased to the point where the provision of community activities
and events could re-start and Trustees and the Library Manager are keen to rekindlè
communty involvement. Plans are in hand to provide an expanded programm8 of activities,
thereby enabling us to fully delivar the Charitls objective. Tr£re is the prosF*d of access to
additional flOOrspa￿ in the Lwilding Nthich. rf it becomes available. will for the first time give
trustees the facilty to conduct conoJrrent activities and increase room hire.

Financial review
NOtwithst￿dlng covid restrictions, in the year ending 31 Marth 2022 Ir￿Me had near doubled
that in the previous year (£7,587 against £3,848 in FY20f21) - significant was re￿iptS from the
resumption of library charges and from sale of goods {£3,497 against £916 in FY20121).
Payments in year of £6.453 were £2.7&3 than in FY20f21 - signrficant was £1,547 to
purchase window blir¥Js and protective screens. IncoMelexr￿drtUre balanc*4 at year end VRS
£128 in surplus.
At 31 March 2022..
The surplus on unrestrided furKts was £47.573 (FY20f21: £45.599) and is available to
expend on activities ihat fUrt￿r the (tharitable pJrposes of The Globe Community
Library.
b. The Charity held restri(aed funds of £12.112 (£12,245 in previws year), funds which
the donors have speC￿d are to be used solety for a particular projeds undertaken by
the charity.
Trustees are content thai unrestricted funds remain sufficient to allow library operations to
continue in FY22123. Moreover, trustees are well aware of the pri￿lty to utilise the charitls
significant funds as plans are developed to restart and expand (x)mmunity activty following two
years of restricted acc8SS to the premises.
Looklng Ahead
With the liftirKJ of covid restriCtE￿8 Trustees plan to rapidly restart community activities,
especially with the prospect of ho￿lr@ CA)rKurr8nt avents sh(xJld acxxs to addits.onal rooms be
granted. Plans are in hand to introduce cirpma nights and to hold woductions by local Arts
Groups. Trustees ar8 considering how to further extend (xxnrnunity awareness and
engagement and &e looking to increase opening hours.

I report on the accounts of The Globe Community Library for the year ended 31 Ma￿h 2W2
which are set out on pages 1 to 3.

The charity's trustees are responsible for the preparation of the accounts. The charity's trust88s
consider that an audit is not required for this year under section 144 of thè Charities Act 2011
(the Charilies Act) and that an independent examination is needed.
It is my responsibility to:
examine the accounls under s8Ction 145 of the Charities Act
follow the procedures laid down in the general Directions given by the Charity
Commission lundgr section 145(5Xbl of the Charities Act, and
stal8 whether particular matters have come to my attention.
Basls of Indepondent examln•rf8 8tstement
My examination was carried out in aecordance with general Dlrections given by the Charity
Commission. An examinats'on includes a review of the accounkn'ng records kept by the charity
and a comparison of the accounts presented with those records. It also includes consideralion
of any unusual items or disclosures in the accounts and seeking explanations from the trusle8s
concerning any such matters. Th8 procedures undertaken do not provide all the evidenc8 Ihal
would be required in an audit. and consequently no opinion is given as to whether the accounts
pr6senl a 'lrue and fair, view and the report is limited to thos8 matters set out in the statem8nt
below.

In connectlon with my examination, no matenal matters have come to my attention which give
me cause to bèlieve that in, any material respect:
accounting records were not kept in accordance with section 130 of the Charities Act. or
the accounts do not accord with the accounting records
I have come across no other matters in ¢onnection with the examination to which attention
should be drawn in order to enable a proper understanding of the accounts to be reached.

The grant received from Euro500 was to cover the costs of our entry into the 2019
Robotics for Girls, European Code Week competition. Surplus funds will be used by the
Robotics Club for future projects.
The library is managed on a day to day basis by a library manager, employed and
funded by Stokesley Town Council.
Grants received may be repayable if certain associaled (x)nditions are not or have not
been met.
