TRUSTEES' REPORT
The trustees present their report for the period ended 31 July 2021.
STATEMENT OF TRUSTEES’ RESPONSIBILITIES
The trustees are required to prepare accounts for each financial year, which reflect the receipts and payments of the charity and of the surplus or deficit of income against payments for the year.
The trustees are responsible for:
-
keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity; and
-
safeguarding the assets of the charity and hence for taking reasonable steps for prevention and detection of fraud and other irregularities.
LEGAL AND ADMINISTRATIVE
The charity was first registered as a Charitable Trust on 17 November 1969. This charity was closed in October 2017 and a new Charitable Incorporated Organisation (CIO) was formed on 1 February 2017 under Charity Commission registration no: 1171416. It is governed by a CIO Constitution.
The property owner is Kingsteignton Town Council. Kingsteignton Youth Centre CIO is responsible for the control, management and maintenance of the property under a Deed of Trust between the Council and the CIO.
Kingsteignton Youth Centre Trustees met three times in the financial year 2020 to 2021 and at least four members of the Board also attended the six management committee meetings. In planning the charity's activities at their meetings during the year the trustees and management committee have kept in mind the Charity Commission’s guidance on public benefit and the charitable objects of the CIO.
OBJECTIVE
The objectives of the charity are:

To advance in life and help young people living in Kingsteignton and the surrounding area through:
-
a. The provision of recreational and leisure time activities provided in the interest of social welfare, designed to improve their conditions of life;

b. Providing support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals.

To promote for the benefit of the inhabitants of Kingsteignton and the surrounding area the provision of facilities for recreation and other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity of disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said inhabitants.

REVIEW OF ACTIVITIES
The Coronavirus pandemic and the government restrictions on social and recreational activities have meant that we have not been able to run the youth club as normal or offer facilities for hire except in a very limited way and for a brief few weeks in the autumn term. Our ability to meet our charitable objects inevitably has been compromised.
We followed National Youth Agency regulations on permitted activities with young people. When face to face sessions have not been possible our KYC youth leader, has run Friday night online sessions for older members aged 11 to 17 years. These did not meet the young people’s urgent need for social contact however, and have accordingly attracted few members.
The Youth Club does not just offer support to young people, we have also stayed in touch with our volunteers throughout the epidemic and will continue to so, including continuing to offer professional development courses that benefit both the volunteers and the youth club.
There was a significant increase in numbers attending during the five weeks of face-to-face Friday night sessions in the autumn term of 2020 as restrictions were temporally eased. Demonstrating that there is a need for the Youth Club to reopen as soon as it is safe to do so.
During the 6 years that the youth club has been reopened we have helped young people through difficult times in their lives, some of them safeguarding concerns, we have supported young people through their exams and UCAS applications, we have encouraged positive behaviours within society and with the help of the police, discouraged anti-social behaviour, we have worked with schools and other organisations to broaden young people’s awareness of the area in which they live and the world in general.
Activities for both children and adults that are usually provided in KYC by private hirers are still on hold. Before lockdown our regular hirers included weekly South Devon Aspergers Support Group (SDAG) sessions, Paracise standing exercise classes for older people, USP self-defence classes, One Fit Mama weekly exercise classes for mothers and babies, as well as one off hirers such as children’s parties. During the brief period when we were able to take bookings in the autumn term a new Kung Fu class started and some of our weekly private hirers returned, redesigning their activities in order to operate in a Covid secure way. They reported that they felt well supported, and most were confident that there is a real demand and need for the service provided by the Youth Centre to private hirers and that they will resume their activities in the future.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF KINGSTEIGNTON YOUTH CENTRE
I report to the trustees on my examination of the accounts of Kingsteignton Youth Centre (“the charity” for the period ending 31 July 2021.
Responsibilities and basis of report
As the trustees of the charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
-
accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
