## **TRUSTEES' ANNUAL REPORT**
The Trustees present their annual report together with accounts for the year ended 31[st] March 2024.
The Charitable Incorporated Organisation (CIO) 1171327 was registered on 26[th] January 2017, to take forward the work of the Unincorporated Association known as Tewkesbury Town Band. All the assets, liabilities and funds were transferred with effect from 1[st] April 2017.
## **Administration**
The Tewkesbury Town Band is a Charitable Incorporated Organisation (CIO) solely registered with the Charity Commission, number 1171327. It is administered and managed in accordance with its Constitution, dated 7[th] January 2017. The CIO’s annual reports are published on the Charity Commission web site.
## **Objects**
The principal objects of the band are:
- to advance education in music for the public benefit within, in particular, though not limited to, Tewkesbury and the surrounding area;
- to encourage and advance education and training of persons in the playing of brass band instruments;
- and, to form and run a brass band and a training brass band composed of such persons.

Each year one third of the Trustees and any appointed in the year, plus one third of the Management Committee, are required to retire at the Annual General Meeting but may seek re-election at that meeting. At the 2023 AGM, the re-elected Trustee was Martin Cullwick, the re-elected Management Committee members were Martin Cullwick, Mark Farey and Christine Poole.

## **Activities and Achievements**
In exercising their duty, the Charity Trustees have reviewed that all of their activities have due regard to public benefit guidance published by the Charity Commission.
## _**Membership**_
Playing membership at 31[st] March 2024 was 58 (2023: 58) and as follows:
Senior Band: 32 (2023: 31) Intermediate Band: 24 (2023: 23) (including 11 who now also play with the Senior Band) Beginner Band: 27 (2023: 29) (including 10 who now also play for the Intermediate Band)
All members in the Senior Band who have paid their membership subscriptions and those who are Life Members of the Band are eligible to vote.
## _**Concerts**_
During the year the bands performed on 52 (2023: 56) separate occasions.

## _**Musical Director**_
During the year the Band has been seeking a permanent Musical Director who fits with the Band’s forward thinking and community-based ethos. However, this has not dampened our enthusiasm for rehearsing and performing, and as can be seen from the above figures the Band has continued to perform at all of its usual engagements, and has enjoyed some new performance opportunities during the year. This has been made possible by our Principal Cornet and Training Band leader, Helen Walters, taking up the baton of the Senior Band in the interim; along with the continued support of several good friends of the band, Martyn Sudworth and Rob Nicholson to lead us in several engagements and the West of England Regional Contest. The Band would like to put on record its thanks to all three, but especially Helen who has dedicated an immense amount of time to managing rehearsal and concert programmes, arranging music, and liaising with the various organisations that we have collaborated with during the year.
## _**Contests**_
The Band competed in the Third Section at the 2024 West of England Regional Contest in Torquay on 10[th] March 2024 under the direction of Rob Nicholson, of Cory Band. This was our second year back in the Third Section and saw us finish in 16[th] place on Chrisopher Bond’s “Corineus” retaining our Third Section status for another year.
## _**Overseas Friends**_
Over the past few decades, the Band has created many wonderful international musical connections and it is unusual for a year to go by where we do not either host or visit a band from another country. In May 2023, the Band played at the 40[th] Anniversary Tewkesbury and Miesbach Boroughs Twinning Dinner at Bredon Village Hall.

The Band is currently developing plans to visit our friends from Norwegian Band, Fla Musikkorps in the summer of 2025 and are looking forward to adding a new country to our list of performance locations.
## _**Training Band**_
Our Training Band continues to provide the opportunity for anyone to learn to play and join a band completely free of charge. Two band members dedicate several of their weekday evenings each week to offer 15 free lessons to learner players. The Beginner Band rehearses once a week and the Intermediate Band twice. The Training Bands currently have 37 members; 26 of which only play with Training Bands, and 11 members who also play in the Senior Band.
The Training Bands enjoyed the a fantastic year of performing concerts for live audiences and at public events in and around Tewkesbury, as well as the return of their annual band camp with a wet weather trip to a hillside campsite and a chance to perform on the bandstand at Crich Tramway Museum. During the year the Training Bands were able to perform at 15 engagements (2023: 14), of which 9 included the Beginner Band. The Training Band appeared at several new events during the year, the Tirlebrook Primary School Christmas Fete, and the Ashchurch Primary School Christmas Fete. This was alongside their regular appearances at the Bishop’s Cleeve Street Fair, the Tewkesbury Big Weekend Parade, Tewkesbury Christmas Lights, St Nicholas’ Church Fete, Tewkesbury Abbey Christingle and Tewkesbury Abbey Christmas Fair. The talented young and old learners also demonstrated their talents to local audiences at the Training band Cabaret Evening and the Christmas Concert, as well as wowing audience further afield at the Crich Tramway Museum.
## _**Young People’s Achievements**_
The young people from the Training Band as well as progressing though into the Senior Band are also involved in many musical projects within their schools and with County and Gloucestershire Brass Band Association related events. It is also good to note the involvement of many of our players who have progressed to study at university being involved with the university brass bands and the annual inter-university competition that we follow with interest. It is also great to welcome them back into the bandroom when they are on vacation.
## _**Safeguarding and Child Protection**_
The Band has Safeguarding and Child Protection Policies which have been approved by the Committee. Committee member Derinda Wildman is the Band’s designated Safeguarding Officer. In accordance with the Band’s Child Protection Policy, all of the band leaders and designated chaperones have Disclosure and Barring Service (DBS) check certificates.
Derinda has been very busy ensuring that the band complies with the Governments Child Performance Licencing legislation. This has had a huge impact on amateur music making organisations such as Tewkesbury Band. The Band, through Derinda, has ensured that our young players are given every protection whilst enjoying their musical pastime. Derinda, Rachel Alexander, and Helen Walters have attended the Brass Band England promoted Bandsafe course which is fully accredited by the NSPCC.
## _**The Year in Review**_
The Band enjoyed its usual busy year of musical fun and activities, with a wonderful mixture of community engagements, concerts, beer festivals, parades, a Training Band camp, and our annual trek to Torquay for the Regional Contest.
Interestingly, it was a year of engagements sandwiched between Palm Sunday parades at Tewkesbury Abbey due to the way Easter had fallen in 2023 and 2024. The year also started with a Royal focus with King Charles III Coronation themed picnics both on the Abbey Lawns at Tewkesbury Abbey and as part of the Big Weekend picnic in Victoria Gardens.

The Band were pleased to be a part of the Tewkesbury edition of the 40[th] Anniversary Dinner to mark the Twinning of the Tewkesbury and Miesbach Boroughs where we were re-united with many of our Bavarian friends. During the year the Band played several concerts that featured cakes including its annual appearance at Ripple Church, and two of our own Afternoon Tea Concerts in the Watson Hall. We also enjoyed our annual appearance at the Cotswold Beer Festival at Postlip Hall and the Tewkesbury Winter Ales Festival in the Watson Hall.
The Band were delighted to be able to play in Pershore Abbey at the Pershore Midsummer Brass Festival where we were able to take the original brass band work based around one of the swords used in the King’s Coronation “Broken Sword” to a wider audience. We were also pleased to be part of the Tewkesbury Live! music festival enabling us to take our music to a wider Tewkesbury audience. In July a group of players from the Band were invited to play with the wonderful Roses Choir in their annual concert that also included the Tewkesbury Pub Singers.
The autumn saw the Band say sad goodbyes to Vice President John Lampitt and ex-Musical Director John Shepherd following their deaths. Members of the Band were honoured to be able to perform at their funerals. On a happier note, the autumn also saw two new ventures for the Band. The first being a fantastic collaboration with the Tewkesbury Arts and Drama Society for the presentation of four performances of “Brassed Off!” over one weekend. The second involved the donning of lederhosen as several groups from the band performed music across the weekend of the first ever Black Bear Oktoberfest which proved to be great fun for all.
All that’s left to mention is a thank you to all our supporters and families that help us survive the chaotic Christmas season during which we raise a significant amount of the funds that allow us to keep performing.
## **Policies**
The income of the band is applied in furthering the band’s general objects, set out above, based upon the decisions of the Trustees and Management Committee.
The Trustees review the policy on reserves and set targets at least once per annum with reference to the guidance and terminology published by the Charity Commission. The policy is also reviewed, when warranted by changes in risk assessment or business plans. The review includes unrestricted funds, designated funds and tangible fixed assets. Transfers to and from funds are authorised by the Trustees acting as a whole.
The Instrument Fund has been set up as part of an instrument repair and replacement programme, and will be utilised in accordance with the programme.
## **Associations**
The Band is a member of Brass Bands England and the Gloucestershire Brass Band Association and an affiliate member of Making Music. Brass Bands England is the only National Charitable body representing the interests of brass bands in England.
## **Volunteer Help**
No Trustee, Management Committee member, playing member or the Musical Director received any remuneration for their services to the band during the year. The contribution towards the Musical Directors expenses is shown in note 3 to the accounts.
## **Financial Report**
The results for the year are shown in the Statement of Financial Activities on page 9. The gross income from all sources totalled £15,490 (2023: £16,208). This income was raised through the Band and its Training Band’s active involvement in community events, concerts, and Christmas period fundraising through carolling.

Our running costs amounted to £13,109 (2023: £19,441) resulting in a surplus of £2,381 (2023: deficit of £3,233). These costs are lower than 2022-23 as a result of the band not undertaking an international tour during the year.
The Restricted Income Reserve represents the generous donation from Mrs Rosemary Mackay for the provision of musical opportunities to young people from deprived backgrounds to learn a musical instrument and be part of a musical group. This Band is developing a plan to appropriately utilise it for the purposes specified.
The other reserve movements are the transfer of £1,350 to the Designated Instrument Fund to ensure that future funds are available for the replacement of the Band’s instruments as they age, and £724 to the Designated Maintenance Fund to provide for the ongoing major maintenance costs of the band room.
The Band continues to have a healthy balance sheet with reserves totalling £97,858 (2023: £95,477). These are represented by fixed assets of £45,946 (2023: £48,415) and net current assets of £51,912 (2023: £47,062). The cash balances at 31[st] March 2024 stood at £51,888 (2023: £47,473).
The training band had income from its own concerts of £321 (2023: £602), received donations towards its annual band camp, instruments, and music of £547 (2023: £90), and contributed a surplus for the period of £25 (2023: £152).
## **The Future**
As this report is being finalised, the Band is looking forward to a busy summer of activities to celebrate the Band reaching its 50[th] Anniversary year with appearances at many of the annual events that we have been a part of for several years, including the Tewkesbury Big Weekend, the Cotswold Beer Festival, and Pershore Midsummer Brass. We are also looking forward to a special 50[th] Anniversary Concert in Tewkesbury Abbey in October which we hope will feature the premiere of a newly commissioned work from our former Musical Director, composer Andrea Price. There will also be several other concerts and events in the town and further afield to mark the Band reaching the milestone of 50 years of existence, including a formal 50[th] Anniversary Dinner.
After the fantastic success of our collaboration with Tewkesbury Arts and Drama Society for the production of Brassed Off! and our small group concert performances with the Roses Choir, the Band aims to continue to explore opportunities to work with the Tewkesbury community and other arts organisations from the town in the future.
The Band will continue the teaching and progress with both Senior and Training Bands, with the help of band members. The Training Band is the life blood of the Tewkesbury Town Band with 11 of the current 32 members of the Senior Band having come through our Training Band system. It is good to note that the band membership is continuing to grow and that several new faces have appeared at Training Band to learn to play. We are also developing a project to work in collaboration with local schools to build musical connections and brass playing amongst the children that will utilise the donation from Mrs Mackay and grant funding if it can be secured.
The Band is looking forward to developing its musical future as it enjoys its 50[th] Anniversary year and is looking forward to a further 50 years of music making in Tewkesbury and beyond. As a Band we will continue seeking excellent concert venues and engagements, foreign tours and foreign friendships, and will be continue to seek out and develop interesting musical projects. The Band will continue to be a major amateur music making organisation within Tewkesbury.

## **NOTES TO THE ACCOUNTS**
## **1 Accounting policies**
The principal accounting policies are summarised below.
## **Basis of accounting**
The accounts have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities issued in July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.
The Charitable Incorporated Organisation (CIO) 1171327 was registered on 26[th] January 2017, to take forward the work of the Unincorporated Association known as Tewkesbury Town Band. All the assets, liabilities and funds were transferred with effect from 1[st] April 2017.
## **Recognition of income**
Income is included in the Income & Expenditure Account when:
- the band becomes entitled to the income;
- the trustees are virtually certain they will receive the income; and
- the monetary value can be measured with sufficient reliability.
## **Income with related expenditure**
Where income has related expenditure (for example, own promoted concerts) the income and related expenditure are reported separately, gross, in the Income & Expenditure Account.
## **Grants and donations**
Grants and donations are only included when the band has unconditional entitlement to the grant or donation.
## **Volunteer help**
The value of any voluntary help received is not included in the accounts.

Liabilities are recognised on an accruals basis

## **Tangible fixed assets**
Assets acquired from the unincorporated association, Tewkesbury Town Band, at 1[st] April 2017 are recorded at cost less amounts written off at that date in the records of the band. Assets acquired since 1[st] April 2017 are shown at cost less depreciation. No amortisation of buildings until they are occupied.
Depreciation is provided over equal annual instalments as follows:

The Band received a donation of £20,000 from Mrs Rosemary Mackay to set up a fund for the provision of musical opportunities to young people from deprived backgrounds to learn a musical instrument and be part of a musical group. This amount has been taken to a Restricted Income Reserve for future use for the purposes specified.
## **6 Extraordinary Items**
During the year ended 31[st] March 2023, the Band received an extraordinary receipt of £2,950 in relation to an insurance claim for a tenor horn that sustained damage.
