## **TRUSTEES' ANNUAL REPORT**
The Trustees present their annual report together with accounts for the year ended 31[st] March 2023.
The Charitable Incorporated Organisation (CIO) 1171327 was registered on 26[th] January 2017, to take forward the work of the Unincorporated Association known as Tewkesbury Town Band. All the assets, liabilities and funds were transferred with effect from 1[st] April 2017.
## **Administration**
The Tewkesbury Town Band is a Charitable Incorporated Organisation (CIO) solely registered with the Charity Commission, number 1171327. It is administered and managed in accordance with its Constitution, dated 7[th] January 2017. The CIO’s annual reports are published on the Charity Commission web site.
## **Objects**
The principal objects of the band are:
- to advance education in music for the public benefit within, in particular, though not limited to, Tewkesbury and the surrounding area;
- to encourage and advance education and training of persons in the playing of brass band instruments;
- and, to form and run a brass band and a training brass band composed of such persons.

## _**Management Committee**_
The members of the Management Committee, who served throughout the year were as follows:

The changes made to the Management Committee at the AGM on 13[th] June 2022 were:

Each year one third of the Trustees and any appointed in the year, plus one third of the Management Committee, are required to retire at the Annual General Meeting but may seek re-election at that meeting. At the 2022 AGM, the re-elected Trustees were Hadrian Walters, Mark Farey and Anthony Kent, the re-elected Management Committee members were Helen Walters and Sue Corrigan.

## **Activities and Achievements**
In exercising their duty, the Charity Trustees have reviewed that all of their activities have due regard to public benefit guidance published by the Charity Commission.
## _**Membership**_
Playing membership at 31[st] March 2023 was 58 (2022: 56) and as follows:
Senior Band: 31 (2022: 26) Intermediate Band: 23 (2022: 22) (including 14 who now also play with the Senior Band) Beginner Band: 29 (2022: 25) (including 11 who now also play for the Intermediate Band)
All members in the Senior Band who have paid their membership subscriptions and those who are Life Members of the Band are eligible to vote.
## _**Concerts**_
During the year the bands performed on 56 (2022: 19) separate occasions.

## _**Musical Director**_
In June 2022, the Band’s Musical Director, Aidan Howgate, resigned leaving the Band seeking a replacement. Despite the absence of a permanent full time Musical Director throughout the majority of the year, the Band has managed to remain active and busy through the support of several good friends of the band and the taking of rehearsals by our Training Band leader, Helen Walters, who also managed the rehearsal and concert programmes. Our thanks also go to Andy Farrington, Rob Nicholson, Martyn Sudworth, Harry Sargeant, and Tommy Tynan for their work with the Band during the year.
The Band will continue it’s search for a new Musical Director in 2023-24 and will hopefully find someone who fits with the Band’s forward thinking and community-based ethos to take us into our 50[th] Anniversary Year in 2024.
## _**Contests**_
The Band began the year by taking part in the 2022 West of England Regional Contest on 3[rd] April 2022 under the direction of Aidan Howgate. At that contest we achieved direct qualification for an invite to the 2022 National Finals with a 2[nd] place in the Fourth Section contest and achieved promotion back to the Third Section from January 2023. The National Finals once again took place at The Centaur in Cheltenham in September 2022 and we were lucky to be able to secure the services of Rob Nicholson of Cory Band to lead us in our attempt to secure national success on a wonderful new piece “New Beginnings” from the pen of Fredrick Schjelderup. Despite a good performance on the day, we didn’t catch the ear of the adjudicators and finished 13[th] .
Due to the late timing of the 2022 Regional Contest, the Band also took part in the 2023 West of England Regional Contest in Torquay on 11[th] March 2023 under the direction of Tommy Tynan, also of Cory Band. This contest marked our return back to the Third Section and saw us achieve 15[th] place on Stephen Bulla’s “Chorale & Toccata”.

## _**Overseas Friends**_
Over the past few decades, the Band has created many wonderful international musical connections and it is unusual for a year to go by where we do not either host or visit a band from another country. During August 2022 the Band visited Tewkesbury’s twin Borough of Miesbach in Germany to mark the 40[th] Anniversary of the Twinning of the Boroughs. The Band played 7 concerts across the Miesbach region including at the 40[th] Anniversary Dinner at Hausham. As usual we were treated to excellent hospitality and taken to some beautiful and interesting places. We would like to thank all those who donated towards the cost of the trip and our generous German hosts. We are now working on plans for a future tour to mark our 50[th] Anniversary year in 2024.
## _**Training Band**_
Our Training Band continues to provide the opportunity for anyone to learn to play and join a band completely free of charge. Two band members dedicate several of their weekday evenings each week to offer 15 free lessons to learner players. The Beginner Band rehearses once a week and the Intermediate Band twice. The Training Bands currently have 41 members; 27 of which only play with Training Bands, and 14 members who also play in the Senior Band.
The Training Bands enjoyed the return to a full year of performing concerts for live audiences and at public events in and around Tewkesbury. During the year the Training Bands were able to perform at 13 engagements (2022: 6), of which 4 included the Beginner Band. The Training Band appeared at several new events during the year, the Northway Scarecrow Festival, a picnic to mark the Platinum Jubilee in Northway, and an event to mark the 50[th] Anniversary of Tirlebrook Primary School. This was alongside their regular appearances at the Bishop’s Cleeve Street Fair, the Tewkesbury Big Weekend Parade, Tewkesbury Christmas Lights, St Nicholas’ Church Fete, Tewkesbury Abbey Christingle and Christmas Fair, amongst others.
## _**Young People’s Achievements**_
The young people from the Training Band as well as progressing though into the Senior Band are also involved in many musical projects within their schools and with County and Gloucestershire Brass Band Association relate events. It is also good to note the involvement of many of our players who have progressed to study at university being involved with the university brass bands and the annual inter-university competition that we follow with interest. It is also great to welcome them back into the bandroom when they are on vacation.
## _**Safeguarding and Child Protection**_
The Band has Safeguarding and Child Protection Policies which have been approved by the Committee. Committee member Derinda Wildman is the Band’s designated Safeguarding Officer. In accordance with the Band’s Child Protection Policy, all of the band leaders and designated chaperones have Disclosure and Barring Service (DBS) check certificates.
Derinda has been very busy ensuring that the band complies with the Governments Child Performance Licencing legislation. This has had a huge impact on amateur music making organisations such as Tewkesbury Band. The Band, through Derinda, has ensured that our young players are given every protection whilst enjoying their musical pastime. Derinda, Rachel Alexander, and Helen Walters have attended the Brass Band England promoted Bandsafe course which is fully accredited by the NSPCC.
## _**The Year in Review**_
The Band was glad to see a return to normal activities following the disruption of the Covid-19 pandemic, and greeted the return to normality with a busy year of engagements and a welcome return to rehearsals in our own bandroom following works to improve the ventilation in our band room.

The year saw success on the contesting stage as noted above, a wonderful tour to Miesbach in the summer, along with a fantastic mix of community engagements. These engagements started with a Platinum Jubilee focus with numerous community picnics including a Jubilee themed Big Weekend picnic in Victoria Gardens, a picnic and parade in Bishop’s Cleeve, school Jubilee events at Tirlebrook and Northway Primary Schools, and music for the Jubilee Beacon lighting at Tewkesbury Abbey. Sadly, September saw the passing of our Queen leading to the Band’s involvement in further Pomp & Ceremony for the Royal Proclamation in the grounds of Tewkesbury Abbey on 11[th] September.
The Band were pleased to be a part of the 80[th] birthday celebrations of our Vice-President, Mike Kean-Price, and of the wedding celebrations of local business folk, Sweets & Treats. We played a farewell concert in Abbey House gardens for Canon Paul Williams of Tewkesbury Abbey as he moved on to greater things as vicar to royalty at Sandringham.
The Band also enjoyed being part of returning annual events including a very soggy Pershore Midsummer Brass Festival, the amazing Tewkesbury Medieval Parade on a significantly warmer drier day, several beer festivals, concerts, and the usual busy Christmas schedule that is essential to fund the Band’s activities.
## _**Friends of Tewkesbury Town Band**_
This is an important support from a loyal following of the band. Our contact with the Friends is currently managed by Sarah Milne. Every member, senior band or training band, is encouraged to seek support for the band through this scheme by parents, grandparents or other family relations.
## **Policies**
The income of the band is applied in furthering the band’s general objects, set out above, based upon the decisions of the Trustees and Management Committee.
The Trustees review the policy on reserves and set targets at least once per annum with reference to the guidance and terminology published by the Charity Commission. The policy is also reviewed, when warranted by changes in risk assessment or business plans. The review includes unrestricted funds, designated funds and tangible fixed assets. Transfers to and from funds are authorised by the Trustees acting as a whole.
The Instrument Fund has been set up as part of an instrument repair and replacement programme, and will be utilised in accordance with the programme.
## **Associations**
The Band is a member of Brass Bands England and the Gloucestershire Brass Band Association and an affiliate member of Making Music. Brass Bands England is the only National Charitable body representing the interests of brass bands in England.
## **Volunteer Help**
No Trustee, Management Committee member, playing member or the Musical Director received any remuneration for their services to the band during the year. The contribution towards the Musical Directors expenses is shown in note 3 to the accounts.
## **Financial Report**
The results for the year are shown in the Statement of Financial Activities on page 9. The gross income from all sources totalled £16,208 (2022: £7,387). This reflects the return of normality following the Covid-19 pandemic and the fact that the Band could once again actively take part in community events, organise concerts, and undertake Christmas period fundraising through carolling.

Our running costs amounted to £19,441 (2022: £13,888) resulting in a deficit of £3,233 (2022: deficit of £6,501). These costs are greater than 2021-22 as a result of the return to normal activities after the disruption of the Covid19 pandemic with the additional need to ensure that various new health guidelines were considered. The Band received an extraordinary receipt of £2,950 in relation to an insurance claim for a tenor horn that sustained damage.
The Band also received a very generous donation of £20,000 from Mrs Rosemary Mackay to set up a fund for the provision of musical opportunities to young people from deprived backgrounds to learn a musical instrument and be part of a musical group. This amount has been taken to a Restricted Income Reserve and the Band will develop a plan to utilise it for the purposes specified.
The other reserve movements are the transfer of £1,350 to the Designated Instrument Fund to ensure that future funds are available for the replacement of the Band’s instruments as they age, and £724 to the Designated Maintenance Fund to provide for the ongoing major maintenance costs of the band room.
The Band continues to have a healthy balance sheet with reserves totalling £95,477 (2022: £75,760). These are represented by fixed assets of £48,415 (2022: £45,523) and net current assets of £48,472 (2022: £30,237). The cash balances at 31[st] March 2023 stood at £47,473 (2022: £30,952).
The training band had income from its own concerts of £602 (2022: £292), received donations towards instruments and music of £90 (2022: £1,000), and contributed a surplus for the period of £152 (2022: deficit of £572).
## **The Future**
As this report is being finalised, the Band is looking forward to a busy summer of activities with appearances at many of the annual events that we have been a part of for several years, including the Tewkesbury Big Weekend, the Cotswold Beer Festival, and Pershore Midsummer Brass. We are also looking forward to the return of our Afternoon Tea Concerts and other self-promoted concerts in the area.
The Band aims to continue to explore opportunities to work with the Tewkesbury community and other arts organisations from the town in the future. The Band is excited to have been asked to join with Tewkesbury Arts and Drama Society to put on a production of Brassed Off! at the Roses Theatre for four performances in September.
The Band will continue the teaching and progress with both Senior and Training Bands, with the help of band members. The Training Band is the life blood of the Tewkesbury Town Band with 15 of the current 31 members of the Senior Band having come through our Training Band system. It is good to note that the band membership is continuing to grow and that several new faces have appeared at Training Band to learn to play.
The Band is looking forward to developing its musical future as it moves towards its 50[th] Anniversary year in 2024 and we are optimistic that we will find a Musical Director to lead us into the future. As a Band we will continue seeking excellent concert venues and engagements, foreign tours and foreign friendships, and will be developing some interesting projects for our anniversary year. The Band will continue to be a major amateur music making organisation within Tewkesbury.

## **1 Accounting policies**
The principal accounting policies are summarised below.
## **Basis of accounting**
The accounts have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities issued in July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.
The Charitable Incorporated Organisation (CIO) 1171327 was registered on 26[th] January 2017, to take forward the work of the Unincorporated Association known as Tewkesbury Town Band. All the assets, liabilities and funds were transferred with effect from 1[st] April 2017.
## **Recognition of income**
Income is included in the Income & Expenditure Account when:
- the band becomes entitled to the income;
- the trustees are virtually certain they will receive the income; and
- the monetary value can be measured with sufficient reliability.
## **Income with related expenditure**
Where income has related expenditure (for example, own promoted concerts) the income and related expenditure are reported separately, gross, in the Income & Expenditure Account.
## **Grants and donations**
Grants and donations are only included when the band has unconditional entitlement to the grant or donation.
## **Volunteer help**
The value of any voluntary help received is not included in the accounts.

Liabilities are recognised on an accruals basis

Assets acquired from the unincorporated association, Tewkesbury Town Band, at 1[st] April 2017 are recorded at cost less amounts written off at that date in the records of the band. Assets acquired since 1[st] April 2017 are shown at cost less depreciation. No amortisation of buildings until they are occupied.

The Band received a donation of £20,000 from Mrs Rosemary Mackay to set up a fund for the provision of musical opportunities to young people from deprived backgrounds to learn a musical instrument and be part of a musical group. This amount has been taken to a Restricted Income Reserve for future use for the purposes specified.
## **6 Extraordinary Items**
The Band received an extraordinary receipt of £2,950 in relation to an insurance claim for a tenor horn that sustained damage.
