**1. Project start**
The project is broadly split into 3 phases of work spread over 4 years
(2022-2026). Work started immediately on Phase 1 which is the longest
period of activity. In 2022, the project team focussed on project set-up
activities. Whilst the project proposal detailed the work involved, a project
plan and timeline were developed to manage project progress along with
a schedule of project management meetings. This period involved
refining the research questions for the exploratory research, establishing
literature and policy reviews, forming and holding the inaugural meeting
of the Research Advisory Committee (RAC) and development of the key
research instruments to be deployed, applying for ethical approval from
Warwick for the research to commence, and establishing the selection
criteria and university database to arrive at the targeted research teams
at the state level in India.
**2.Deliverables in the first five months (Jul-Dec 2022)**
a.
Project proposal & planning
In preparing for the project funding pitch, an initial project proposal had
been developed. In line with NIEPA procedure, an extended proposal
was prepared which included a detailed literature review and project
implementation plan. The proposal was also presented to the inaugural
Research Advisory Committee (RAC) meeting (see more information
below).
b.
Recruitment (RAs, RC)
Supporting the two Co-Principal Investigators and Co-Investigator, the
project successfully recruited a number of experienced Research
Assistants (RAs) to support delivery of project activities. Joining the
project and working at various points over the five months in the UK were
Ms Denisse Lillo-Sierra, Ms S. Arokia Mary and Ms Ragini Khurana, all
doctoral students with relevant expertise who are also completing their
PhDs at Warwick. Starting in January 2023, Matt Phillips joined the
project as a Research Coordinator (RC) based at Warwick University.
c.
Communications – website & social media
A project website atwww.warwick.ac.uk/waheiwas established to
provide to the wider public a platform to promote news, key outputs and
relevant project information. Running in conjunction with the website is a
social media channel (www.twitter.com/FCFProjects) that promotes
project activity and associated news to the global stage, helping to direct
interested parties to the project website.

1st Research Advisory Committee (RAC) Meeting – October 2022
The University of Warwick & CPRHE-NIEPA organised and held the first
meeting of the project RAC in October 2022 (online). The meeting was
chaired by Professor Pradeep Kumar Misra, Director of CPRHE/NIEPA
India. The RAC’s purpose is to provide project oversight and guidance to
the project team in the execution of project activity and is expected to be
held4times overthe project’s duration. Research Instruments design| |A major dimension of the work for the first five months of the study has| |involved developing a range of Research Instruments in order to carry| |out the empirical study across 6 states of India, using a range of methods| |including innovative methods such as solicited diary method. The| |Instruments have been developed to produce in-depth, valuable| |knowledge about the involvement of faculty members and higher| |education institutions in outreach, so that the subsequent impact| |activities, e.g. the policy brief, will have a substantial evidence base to| |support the recommendations. The Research Instruments were| |constructed based on the prior experience of the research teams in order| |to move into the Pilot phase in early 2023.| |f. Dissemination activities| |During the first year of the project, the main dissemination focus has| |been on the first FCF project, including the production of several| |publications which are in production/in review/in press.| |**3.Summary of project progress from the Principal Co-Investigators**| |The project has maintained a suitable rate of progress in accordance with| |the initial plan, although the project met with some obstacles which led to| |delays, in particular the production and signing of the Collaboration| |Agreement between Warwick and NIEPA and the initial transfer of funds| |to NIEPA from Warwick for the work to be completed at the NIEPA side.| |We regularly review progress against the timeline in order to assess how| |any unavoidable delays can be mitigated by e.g., overlapping streams of| |activity.
