4 Trustees’ Report for Charity Commission for Sep 2022- Aug 2023
This is the seventh annual report on behalf of the New Creation Churches CIO and its Trustees.
As in previous years, the payment of staff salaries and the running of the Administration hubs and office continues to be the main component of the New Creation charity’s activity.
Since the last annual report, the member of staff who reported as being poorly sadly died during this year leaving two teenage children. After a period of reflection and assessment by the two church councils and the Trustees, it was agreed to appoint a replacement to the then vacant post at Banwell, but with a slightly differentjob description. The interviews for the post took place just after the year end of August 23, but the level of applicants was high, and the Trustees were very please with the appointment they were able to make. This has been borne out by her subsequent involvement and commitment.
The two employees (the role of Congresbury Administrator and Communications — both part-time) were approved as permanent contracts.
During the reporting year, we also appointed a new Music Director. Previously, this role was financed by one church paying the other outside of the New Creation charity, mainly for historic reasons and because the role was evolving during that time. However, with the new appointment being to New Creation and to both churches from the outset it seemed right that the Music Director therefore came under the same umbrella and contractual rights as other members of staff under New Creation. The churches adjusted their financial support across accordingly. Again, time has proven that this was a good appointment and the person holding the post has shone through her personality, nature and how she has led the music of the Church.
The final launch of the new Vision for New Creation and the two Churches was delayed from June to eventually December 2023, so this will be reported upon in the 2023/2024) report. However, suffice to say the financial situation of New Creation and two supporting churches behind it continues to look precarious, partly due to the number of people who left at the time of the previous Music Director but also due to an aging congregation in both communities. Meetings were begun during the reporting year, and after year end, with the Diocese and the head of Finance, Matthew Pinnock. The Diocese have rescheduled their call upon part of the financial giving of the two churches for a period of five years so as to give New Creation and the two churches the best chance of re-organisation and success during this time so as to turn a financial corner. We have also been appointed a Mission Advisor from the Diocese, Tony Cook, and his role is to help us rethink and reshape our Mission and Outreach strategy in order to try and make us more appealing to the local community. Both aspects ofthis strategy (financial support and Mission strategy evaluation) would be thought to be helpful to the health and wellbeing of New Creation as a charity, although some of the work they are likely to prompt and

generate may well be difficult and painful for the churches to absorb and adjust to. More details should be forthcoming in light of conversations and decision made which will be reported in the coming year’s report (2023/2024).
As mentioned in many previous year’s reports, | would like to thank the Treasurers and the Trustees of New Creation for their continued hard work and dedication in overseeing the CIO and its activities. This continues to be a highly challenging and difficult time for the Church in general and these two churches and New Creation in particular. But through kindness and prayer we hope that much that has been sown in previous years, and is now being reshaped in this current period, will indeed bear much fruit in days and years to come. Hope reigns eternal especially when that hope is trusted to and rests jn God.

The New Creation Charity Purpose comes under the General description of purpose “the Advancement of Religion for the public benefit’. The purpose of the New Creation Churches Mendip Vale is to advance the Christian Faith in the combined area of its Member Churches (MC’s) in accordance with the principles and practices of those MC’s for the public benefit.

STRUCTURE, GOVERNANCE and MANAGEMENT
The C of E Incumbents, Methodist Ministers and Treasurers of the member churches for the time being shall automatically, by virtue of holding that office, be a charity Trustee.
In addition, each of the member churches appoints one person to act as Trustee, representing the charity members from its congregation.

COMMITTEES
No official committees have been formed to date. An unofficial Finance SubCommittee, consisting of the Member Churches’ Treasurers and the ClO Chairman, meets on an irregular basis to review and discuss financial matters as needed.
TRUSTEES’ MEETINGS
The Trustees communicated by email during the year.
FINANCIAL REVIEW
Our objective for the year was to consolidate our position, and to finish the year with at least a small surplus of funds, which we also managed.. Although some amounts were recorded as Receivables or Payables, due to be cleared following the year-end, our funds carried over into the new financial year totalled £9,863.
RESERVES POLICY
We aim to have a minimum of £5,000 available for running costs and contingencies for emergencies. This equates to budgeted running costs for one month. As we have commitments from all the member churches to fund the charity on a monthly basis we, at present, deem this to be sufficient

TRUSTEES’ STATEMENT
The Trustees of New Creation Churches Mendip Vale are responsible for the preparation of the accounts. The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
We approve the financial information which comprises the Statement of Financial Activities, Balance Sheet and the related notes. We acknowledge our responsibility for the financial information, including the appropriateness of the accounting basis, and for providing David E. Seabright with all information and explanations necessary for the compilation of the independent examination.

Respective Responsibilities of Trustees and Examiner
The Trustees of New Creation Churches Mendip Vale are responsible for the preparation of the accounts. The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

e examine the accounts under section 145 of the 2011 Act; e follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
e state whether particular matters have come to my attention.
Basis of Independent Examiner’s Report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.

- 1 ACCOUNTING POLICIES:
The financial statements have been prepared in accordance with the applicable accounting standards and the Charities SORP.
- a Funds
Unrestricted funds represent the funds of the Charity that are not subject to any restrictions regarding their use and are available for application on the general purposes of the Charity.
b Incoming resources
Income is primarily from the member Churches and is recognised and applied to the accounting year to which they apply. Amounts due at 31 Aug are accounted for and entered to Accounts Receivable as of that date.
Grants and legacies to the Charity are accounted for as soon as the Charity Treasurer is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the Charity is reasonably certain.
Funds raised by events have been accounted for gross.
