REPORT OF THE TRUSTEES
The Trustees present their statutory report with the receipts and payments accounts of Buckmore Park Scout Campsite for the year ended 31 March 2024.
OBJECTIVES AND ACTIVITIES
Objectives
To advance in life and help young people who are members of the Medway Towns Scout District, together with members of the national and international scout and guide associations, plus other youth-based groups from time to time through:

A) the provision of recreational and leisure time activities provided in the interest of social welfare, designed to improve their conditions of life;

B) providing support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals.
Activities
Buckmore Park Scout Campsite offers camping and activities for youth organisations in 142 acres of woodland just off the M2/A2 in Kent. It provides space for camps both large and small. A range of activities including air rifles, caving, orienteering and archery can be provided onsite with a wide range of other activities possible in the woodland.
Public Benefit
The Trustees have referred to the Charity Commission’s general guidance on public benefit when reviewing the Fund’s aims and objectives and in planning the Fund’s future activities. In particular, the Trustees have considered how planned activities will contribute to the aims and objectives that have been set. The Trustees are satisfied that the charity continues to meet the Charity Commission’s guidelines with regard to delivering public benefit.
ACHIEVEMENTS AND PERFORMANCE
During the reporting year the CIO has worked hard to improve the campsite in many ways including infrastructure developments and starting work to increase the range of activities on offer and planning for future building requirements.
The achievements of the charity are entirely down to the 100% volunteer service crew and management team to whom the charity trustees are incredibly grateful for their commitment to providing outdoor opportunities to the young people from the Medway Towns and beyond.
PLANS FOR FUTURE PERIODS
The CIO has a detailed business plan which is being updated annually to direct the development of the campsite.
The campsite is seeking to increase the range of formal activities on offer with climbing a short to medium term aspiration.
FINANCIAL REVIEW
Financial Review of the Year
Total receipts for the year were £39,708 (2023: £53,955). Total payments were £32,259 (2023: £38,248).
Cash funds carried forward were £75,702 (2023: £68,258).

Reserves Policy
It is the policy of the charity to maintain unrestricted funds to enable it to meet its charitable commitments and growth of the park for the foreseeable future. The Trustees are reviewing the level of reserves and this review is ongoing.
The level of reserves at the year-end were £75,702 (2023: £68,258).
STRUCTURE, GOVERNANCE AND MANAGEMENT
Structure
Buckmore Park Scout Campsite is a foundation charitable incorporated organisation (CIO) incorporated by constitution dated 18 January 2017.
Governance
Responsibility for the management of the charity is vested in the Trustees shown on page 1. The Trustees meet quarterly.
The Trustees who served during the year were as follows:

The Local Trustees (the persons appointed by the District Executive Committee of the Medway Towns Scout District to hold the freehold of Buckmore Park) after consulting the District Executive Committee through the District Commissioner shall appoint the CIO Trustees. In selecting individuals for appointment the Local Trustees have regard to the skills, knowledge and experience needed for the effective administration of the CIO.
Each appointment is for a term of three years.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2023 which are set out on pages 5 to 6.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
