Where we came from

Brinkburn’s precursor until 1977 operated as a six night a week youth club at Prince Edward Road in an old school. Offering activities like weight training, judo, table tennis, boxing, and a motorcycle club. Facilities included a snooker room, coffee bar, lounge, TV lounge, gym / dance hall and 2 table tennis rooms. The membership came mainly from Cleadon Park, Harton Moor and Horsley Hill Estates.

Following a fire in 1977 Mollie and Fred Robson successfully lobbied the Headmaster allowing the club to move to the main hall of Brinkburn School with the use of the gym one night a week.

This was a temporary measure until the new Community Centre was built. Opened by the actor Bill Maynard in 1979 as Brinkburn Community Association. Brinkburn operated as a shared use facility with Brinkburn Comprehensive School which in turn became South Shields Community School until the school moved to new premises in 2011. The Community Association was run by an independent Management Committee supported by the Local Authority.

New beginnings

In 2017 the three founding Trustees, Colin Bourdiec, Jim Foreman and Penney Wilkinson established Brinkburn CIO as a Charity. They then began the process of asset transfer which would result in Brinkburn CIO achieving independence from the Local Authority and sole responsibility for all the running costs.

Today the expanded Community Centre building houses a Committee Room, a Community Hall, Activities Room, Coffee Bar, Swimming Pool, Sports Gym, Easi-line Gym, Theatre Hall and Stage, Boxing Gym, Large Kitchen, Conference Room, Training / Meeting / Multi Use Rooms, Smaller Offices and Changing Rooms. The Organisation is managed by Jean Copp an experienced Community Facilities Manager.

Brinkburn CIO looks forward to a bright future and we will embrace the challenges ahead as we look to develop our position In the Heart of Our Community providing Public Benefit for the residents of South Tyneside and beyond.

Brinkburn plays a critical role in our community, and we are all determined to see the organisation thrive and go from strength to strength. Today our Charity is the culmination of many years of efforts, hopes and dreams of countless members, volunteers, and staff.

Objectives

The Constitutionally defined objectives of Brinkburn CIO are to :

1. Promote the benefit of the inhabitants of the area of benefit without distinction of sex, sexual orientation, age, disability, nationality, race or of political, religious or other opinions, by associating together the said inhabitants and the statutory authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure-time occupation with the object of improving the conditions of life for the said inhabitants;

2. Establish, or secure the establishment of, the C.I.O. and to maintain and manage the same (whether alone or in co-operation with any statutory authority or other person or body) in furtherance of the Objectives.

3. Promote such other charitable purposes as may from time to time be determined.

The Charity shall be non-party in politics and non-sectarian in religion. The area of benefit (‘area of

benefit’) shall be South Tyneside.

Additionally, Brinkburn CIO has adopted the following Charitable Objectives, which

have been approved by the Charity Commission.

1. To develop the capacity and skills of the members of the centre who are members of the socially disadvantaged community in such a way that they are better able to identify and help meet their needs and to participate more fully in society. This will be done by a programme of work using volunteers and staff.

2. To act as a resource for young people through to adulthood living in South Tyneside, by providing advice and assistance and organising programmes of sport, physical activity, educational and other diverse activities such as drama, arts by working with partners.

3. To develop the capacity and skills of our volunteers and encourage new volunteers, to cultivate a training programme to assist and support our volunteers. Investigate opportunities to create a pool of volunteers with partner organisations. Create a register of volunteers.

4. The promotion of community participation in healthy recreation by provision of facilities and instruction for the playing of and partaking in the sports and activities identified within the body of the business plan. This applies to all age groups as we strive to become a “Centre for Sporting Excellence”.

5. Conservation of the environment. We will be looking to advance the education of the public in the conservation, protection, and improvement of the physical and natural environment.

complemented Brinkburn’s and are happy to provide similar accommodation to charitable, voluntary and third sector organisations at competitive rates.

Brinkburn endeavours to accommodate all requests wherever possible, with reference to our Charitable aims and objectives. The Charity is not a commercial enterprise, nor does it represent means or opportunities for other commercial entities to seek advantage not available in the private sector.

The Trustees have paid due regard to the Charity Commission guidance on public benefit and are

confident that the CIO’s aims, objectives, and activities are in accordance with the guidance on public benefit.

Our activities and achievements as outlined in this report demonstrate our commitment to ensuring that the organisation’s resources and activities maximise the potential benefit to our local community and others accessing our facilities.

The Trustees will continue to promote and expand our facilities and will be seeking new partners to reinvigorate our offerings and to reach out and attract both existing and new sections of our community.

Shaping our future - the South Tyneside strategy

Shaping our Future is South Tyneside Council's futures programme to ensure delivery of their long-term vision in the face of unprecedented financial and demographic challenges.

Structure governance and management

Brinkburn Charitable Incorporated Organisation is registered as a body corporate in England & Wales with the Charity Commission No 1171117. The Charity is managed in accordance with its governing document the Constitution, which was last updated in 2018.

As per section 14 of the constitution the Charity Trustees manage the affairs of the Charity and for that purpose may exercise all powers of the Charity. The Trustees meet regularly in partnership with senior management and appointed advisors to address the strategic, financial, and operational needs of the organisation at the Strategic Management Committee. This Committee has the power to establish subgroups as it sees fit. The Chair, Treasurer and Business Development Manager are empowered with executive authority in case of emergency.

Trustee recruitment and appointment is in accordance with the constitution – specifically sections 14 through 24. Trustee appointments must be confirmed or reconfirmed at the next all member meeting following appointment. In accordance with Section 6 of the constitution no trustee or connected person may receive any unfair financial benefits or advantage. Additionally, during the reporting period no trustee has supplied any goods permitted under clause 6.3.

Day to day operational and personnel management is delegated by the Trustees to the Business Development Manager.

Trustees receive comprehensive documentation to outline their roles and responsibilities on appointment. Trustees give their time freely and receive no renumeration or financial benefits. Financial controls are in place requiring board approval for expenditure more than £1000, excepting planned expenditure such and salaries and wages. Brinkburn Charitable Incorporated Organisation is not connected to or has any reportable relationships with any other charities or organisations.

Achievements and performance

Brinkburn CIO’s fourth year of operations began on 1[st] April 2020 with our organisation closed due to the emerging coronavirus pandemic. At that point none of us knew what lay in store or indeed how much of a struggle the coming year would be. Conflicting guidance, repeated lockdowns, coupled with severe operating restrictions has made this perhaps the worst year in the history of Brinkburn.

Regrettably, we have been closed for much of the 2020/21 financial year. Brinkburn only managed to open in a very limited capacity while navigating three national lockdowns and overcoming significant challenges. The Management and Trustees have worked hard to implement robust measures to ensure that Brinkburn is able to survive these unprecedented pressures ready to reopen when safe to do so.

Our organisation has incurred significant expenses mainly due to staffing costs and pool operation and maintenance. We have been beset by antisocial behaviour, repeatedly attacked by vandalism and burglary, and sadly seen the fabric of our building deteriorate significantly causing collateral damage to recently refurbished areas.

The Board are extremely grateful for the financial support offered by the Coronavirus Job Retention Scheme and the direct grants received from the Government and Sport England, without this support Brinkburn would have been forced to close permanently. Brinkburn will continue to apply to access any sources of grant funding available and will continue to utilise the furlough scheme to offset costs where some activities have not yet returned.

Collectively the Trustees would like to present our most grateful thanks to the Emergency Services and those who on a voluntary basis have gone above and beyond to look after our Community Centre during extended periods of closure. Similarly, we express our appreciation to Jean Copp and all our Staff for their cooperation and understanding during an extremely traumatic and far from ideal year.

Brinkburn has been proud to host the NHS Blood & Transplant service for Blood Donor Sessions throughout the pandemic as our only permitted activity during lockdown. The Charity will be seeking to strengthen and expand our Partnership links with the NHS. Comprehensive systems of work and risk assessments were put in place to safely allow outdoor activities and appropriately socially distanced indoor activities to return when permitted.

The Trustees endorsed the adoption of our electronic membership systems for all member related transactions from re-opening in 2020. Staff have been trained in the use of the system and we intend to roll out more of its functions in due course.

We have secured further material donations and utilised volunteers to refurbish and improve facilities whilst closed. Cllr Pat Hay organised for Brinkburn to host an extremely effective food drive which allowed us to collate and distribute Christmas food parcels to the needy and vulnerable in our community either directly or through partner organisations.

Chris Perry resigned as a Trustee in July 2020, we would like to express our appreciation for the hard work and dedication Chris has shown to Brinkburn over many years whilst we wish him well in his future endeavours.

Financial review

The Charities financial position is outlined in the following financial statements. Based on actual incurred expenditure the Trustees have determined that Brinkburn CIO will have sufficient reserves to cover our next years running costs providing the Financial Recovery Plan remains on track.

We indicated in the previous report that in early 2020 Steven Beavers & Co. served notice to the organisation that they would no longer be able to provide Payroll and Accountancy Services from April 2020. The Board therefore engaged an experienced individual, who on a voluntary basis undertook thorough financial due diligence and the digitisation of our accounting systems on a voluntary basis.

Unfortunately, this work identified numerous problems, some serious, with the organisation’s finances and uncovered that several duties had failed to be discharged. These issues were reported to all relevant authorities and rectified at significant cost to the organisation. Subsequently complaints were lodged with those responsible and suitable financial compensation received. The Board again would like to express their gratitude to Margaret Gascoyne for the work she did for the Charity to rectify these issues.

Our new accountancy system is now successfully integrated into operational practice; thankfully, this has been an easy transition with invoicing being particularly successful. At the start of the financial year there was £42,500 in old outstanding invoices to be paid, by the close of the year over £40,000 of this has been recovered.

Digitising the accounts enabled real time financial information to be available to the Management Team allowing them to discharge their duties more effectively. This information highlighted that Brinkburn was becoming unsustainable – largely because the original business plan could not be realised due to the ongoing lack of a lease, and the disrepair and deterioration of the building.

In response to this the Trustees agreed an ambitious three year £100k+ Financial Recovery Plan. Despite the difficult operating environment Year 1 called for reduction in expenditure through numerous cost improvement measures including exploring interest in voluntary redundancy. Year 2 looks to increase both revenue and efficiency. A comprehensive and in-depth review of operating costs and our pricing structure has been undertaken highlighting the need for urgent action as part of the plan for Year 2. Due to the pandemic situation this plan may evolve to have a four-year timescale instead of the initial three year one.

Part of this work will involve establishing whether users and groups fees are sufficient to cover the overheads they incur. The costs of running our Community Centre are complex and involve multiple factors. If Brinkburn wishes to remain a sustainable long-term asset for our community, our relationship with our users will have to change and become more business-like to ensure that a fair and transparent pricing framework is in place for all users across our organisation.

Payroll and accounts services are now provided in house through our digital cloud-based systems. Operating payroll has proved difficult with the furlough scheme complicating matters significantly. The Trustees have sourced and engaged a new Independent Examiner and another external source of support for financial and payroll operations, which we believe will serve the organisation well as we move forward.

Brinkburn has reported income of £27,704 and expenditure of £162,411 during 2020/21 resulting in an operating loss of £162,411, offset by grants and government support of £136,281 – resulting in an overall loss of £26,130 for the Coronavirus pandemic year.

Although these figures appear poor, they represent a laudable achievement during the global pandemic. The next financial year will see if the robust measures implemented by the Trustees and the Financial Recovery Plan begin to perform as anticipated. The Trustees and Management recognise that there is significant work yet to be done, and difficult times to come but believe that careful management and oversight will bring about the results needed to ensure sustainability.

Plans for the future

The Trustees are pleased to report that there has been considerable interest in our facilities from new users, realising this interest will be key to achieving our future ambitions. Visitors continue to be impressed by our ethos and atmosphere and the standard of our refurbished facilities; negotiations are currently underway with several potential new clients.

Ongoing Social Distancing restrictions may slow down our plans for the coming months with no return to normal practice realistically expected until 2022. There may be long term changes to our user base and operational model as the legacy impact of the pandemic is realised.

Implementation of the delayed marketing plan for 2020/21 will be in the next financial year as social distancing restrictions are eased. Initially focused on Facebook we will seek to promote our Brinkburn Aquatics offering of swimming lessons and public swimming. There will also be a drive to market our office and meetings spaces to as wide an audience as possible as the Board anticipate an increased demand for these facilities.

Similarly, our delayed Members Forum will be launched as soon as safe and practical to provide a new and vibrant interface with our members ensuring that their voices are heard in our Charity. This will likely be introduced when social distancing measures are relaxed, and the Board feel safe to proceed.

Brinkburn will seek to organise and run high-profile community events to both raise the Charities profile and highlight the excellent work in our community. Further action will be taken to increase and develop our volunteer core and take steps to recognise and reward the work they do on behalf of us all. Funding options will be explored to support activity on a sustainable ongoing basis.

Maintaining and improving our public areas will be the focus of our refurbishment works for 2021/22. Additionally, the feasibility of seeking grant funding through various routes to invest in renewable energy provision for heat and power will be explored in the medium term to reduce the direct running costs of lighting, heating, and especially pool plant systems. We have reached out to South Tyneside Council to seek resolution over outstanding works and accruals, which after extended delays, we hope to see progressed in the next financial period.

Management and Trustees will continue to analyse monthly financial reports and monitor progress against our Financial Recovery Plan. We are determined to address the financial issues previously raised and will conduct quarterly reviews to ensure that business targets are being met. The implementation of our new pricing structure for hire and storage will ensure equity and transparency for all users and contribute to ensuring that Brinkburn will be a strong and sustainable organisation. To this end the Trustees wrote to all section and activity leaders informing them of a relaunch and fresh start from 1[st] April 2021.

We anticipate that the next financial year will be difficult, with restrictions remaining in place for some time to come despite the national roadmap to reopening. Some of our users may not return for some

time or even at all and some may find our new pricing systems incompatible with their needs. Brinkburn as ever will adapt and survive to operate and thrive in the changing environment around us. We will offer good wishes to those who choose to leave us and a warm welcome to those who join us.

Your Trustees will endeavour to meet any challenges as they arise as we work to ensure Brinkburn will remain a sustainable and viable resource firmly embedded In the Heart of Our Community.

Trustee’s statement

The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity. They are also responsible for safeguarding the assets of the Charity and taking reasonable steps for the prevention and detection of fraud and other irregularities.

The Trustees are required to prepare financial statements for each financial year which give a true and fair view of the state of the charity, and of incoming resources and the application of those resources to enable able them to ensure that the Annual Report and Financial Statements comply with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The Financial Statements comply with the requirements of the Charities Act 2011, the Constitution, and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

Independent examiners report

I report to the trustees on my examination of the accounts of the Brinkburn CIO (The Trust) for the year ended 31st March 2021.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. Independent examiner’s statement I have completed my examination.

I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.

Commentary

It appears that a number of very positive new measures have been introduced, along with a business strategy for the next few years even though the Covid situation forced extended closure. My comments for the 2020 year appear to have been fully embraced.

To forward plan using Xero, coupled with a realistic financial approach will be of great benefit to the organisation. I also note the realism that the demography for usage of Brinkburn is likely to change.

Despite the awful Covid situation, the income from the HMRC Furlough Scheme coupled with the South Tyneside Grants and the associated rates holiday has seriously mitigated the trading loss for the 2021 year. Nevertheless, the Capital and Reserves are now very low, and you are fully aware of the challenges the next twelve months are likely to provide.

In my humble opinion Brinkburn is now being run as a business. I wish you all the best of luck.

Notes to the accounts

Accounting policies

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) – Charities SORP (FRS102) (effective 1[st] January 2019) – The Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and the Companies Act 2006.

Change in basis of accounting or to previous accounts

There has been no change to the accounting policies

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objects of the charity.

Restricted funds are available for use subject to the restrictions imposed by the donor at the time of exchange of monies or through terms of appeal.

Income

Recognition of income – Income is included in the Statement of Financial Activities (SOFA) when it is deemed probable that charity will receive it.

Expenditure

Expenditure is recognised on an accrual’s basis. Expenditure on raising funds relate to the costs incurred in attracting donations and fundraising activities. Expenditure on charitable activities relate to the costs incurred in the delivery of activities to further its objects, including governance costs.

Taxation

The charity is exempt from Corporation Tax on its charitable activities.

Volunteer help

The value of any voluntary help/assistance received is not included within the accounts.

Pension costs

The charity operates a defined contribution plan for its employees. A defined contribution plan is a pension plan under which the organisation pays fixed contributions into a separate entity. Once the contributions have been paid the organisation has no further payments obligations. The contributions are recognised as expenses when they fall due. The assets of the plan are held separately from the company in independently administered funds.
