Purpose
The Sherbomes with Pamber Parochial Churth Council {SwPPCCI is responsible for co-operating with
the Rector, the Reverend Daniel Newman in promoting the whole mission of the Church, pastoral,
evangelistic, social and ecumenical wlthln the ecclesiastical parish. The parish is part of the Diocese
of Wlnchester within the Church of England. Our purpose include5 building up the church within the
parish. promoting the Gospel In the name of Jesus. evangelising and supportin8 the preachin8 and
teachlng for the spiritual development of the congregation.
The PCC is responsible for the flnanclal affairs of the church parlsh and the maintenance of the
churche5 of St Andre￿S In Sherborne St John and All Salnts In Monk Sherborne and also for the
servios that take place In Pamber Priory.
The PCC 15 re8lStered as a charty wrth PCC members as Its Trustees.

enabling as many people as possSbTre to understand the Gospel message of salvation and particularly
to loin the church congregation and attend serrfices in the parish. Our service5 Put faith into practice

His Word.
When planning church actlvlties, the PCC have considered the Commisslon's guidance on the public
benefit for charities for the advancement of religion. In particular, we aim to help ordinary people
come to and live out their falth within the church congregation through ..

Services
We have continued live streaming of our Sunday and other service5 on YouTube throughout the year
and these remain available to watch afte¥wards.

All are welcome to attend our regular se￿iCe5. The Covid pandemic significantly reduced the
number of people attending seNices in person but the church YouTube channel was watched by an
average of over 30 per week over the year. The average weekty attendance at all services and all
churehes, counted during October, was 52 odults168 in 20201 and 11 children115 in 20201. There
were 99 on the Church Electoral Roll. The worshipping community was 99 people of all a8es.1154 in
20201.
Between September and December, different service times were trialled to enable a Week￿ seNice
at Monk Sherborne I Pamber Priory. Followin8 discussion wtth those attendin& it was decided to
revert to the pattern of 10 am Se￿iCe5.
Leading up to Chrfstmas. an Advent Carol service wa5 held at Pamber Priory. At St Andrews separate
candle lit carol services were held for families and then adults. A Crib Service was held at All Saints,
on Christmas Eve and attratted newcomers. Services were held on Christmas Day at All Saints, and St
Andrew's. There was carol singing outside at Marnel Lodge Ca￿ home.
The church normally runs a full pro8ramme of men's and women'5 ministry events. particularly
Saturday morning breakfast meetings with a Christian talk and group discussion. These resumed in
Ortober.
One to One Bible reading and smaller groups usualfy flourish as people meet to read the Bible and
8row in faith. 65 of our congregation are members of eight home group5 which are held fortnightlv.
Prayer underpins our work and there are regular prayer meetin8s. Central prayer meetings have
been held by Zoom and a150 home 8roups where ne￿$Sary
Mlnistry teom
Warren Trask has been employed by the PCC as the Parish Ministry A55iStant throughout the year, In
a part time role until August whilst studying for an MSC. at Oakhill ond full time since then. Barbara
Irving is a licensed lay worker ILLWI. Her focus is evangelism and discipleship amongst women,
particular mothers with younger children. pastoral ca￿. and teaching women. Steve Howe and Andy
Spence have the Bishop's Commlssion for Mission18CMI for Worship.. they lead Sunday serlices and
occasionally preach. Jenny Cooke and Julie Crawley have the Bi5hop'5 CommtssTron for Mlsslon for
Pastoral Care.
Links with the widerchurch
The Rector and three lay members of the PCC sit on the Deanery Synod. This provide5 the PCC with
an important link with clergy and lay ￿preSentatIVeS from Church of England churches in the
Basingstoke area. The Deanery meetings cover the dMAP IDeanery Mission Artion Planl progress
and finances. particularty helping individual parishe5 set their parish Sha￿ to the Diocese for the cost
of mlnlsters and other central costs. Deanery meetings have ￿SuMed taking pla￿ in person. The
latest meeting centred on the well-being and mentsl health aspects of communities and
congregations. We continue to be updated on actwltles and opportunities in the diocese.
The PCC gives financial sUPPOrt to three organi5ations (Anglican Misslon in EngLAnd-AMiE, Church
Society and Global Anglican Future Conference- GAFCONI which actrvely promote ￿tainIng the
Bible, as God's Irving Word. at the heart of the Anglican Communion.

Buildings & Grounds
Regular maintenance was carrted out on the church buildings. two churchyards and the separate
cemetery in Sherborne St John. The building at Pamber PrK)ry is the res￿nsibility of Queen's
College, Oxford. The following work has been undertaken.
All Saints
The quinquennial inspection report for Monk Sherborne has just been completed and we are
workirb8 through the act6on5 With our Architert. The information sign at All Saints was repla￿d. We
have a150 replaced the hatch which gives access to the boiler room.
St Andrews
The information sign at St AndreV￿ was replaced. Significant repairs were made to roof tiles and
ralnwater goods were ￿hUng and repainted.
Evangelism & Outre(Kh
Evangelism and outreach IE&OI continue to be Important mainstays of our ministry as a local parish
church. We are called to reach out to our community wlth the message of the Gospel and to seek
ways to Increase the numter of members of our church.
The E&0 subgroup has met on Zoom and in person durln8 the year to conslder and implement
inltiatives to promote Evangelism and Outreach in the parish. Some of these are mentioned
elsewhere and other longer-tem) ideas remain to be developed. Cloth bags for welcome packs have
been produced. We spent some time planning for the Passion for Life 2022 misslon in which
churches around the country are participatin& although this did not come to fruition.
A Rewlldln8 Event took place help with onlSne access with a villager Adam Rattray explaining changes
made on his land to improve bio-diversity, a testimony from Rod Harding and a Bible thought from
the Rertor. A Harvest Supper and Qulz was held in the Ifillage Hall.
Personal Evangelism
With organised events bein8 Curtailed, an emphasis on personal e¥an8ellsm is seen as a primary way
to reach out. To better equip the church familv..
With our Sunday Services bein8 live Streamed and recorded. we encourage our church
members to share the services, or parts of them. with famity, friends. neighbours etc. This
new way of 'MeetIn￿ has 8iven u5 new opi)ortunities to share our fellowship with others.
Communication
We have continued to communicate with our parish in the following way5".
Our Rertor has a monthly article in the Villagerf magazine.
All of our services and events are advertised in the Villager.
We have prepared and delivered Easter, Autumn and Christmas leaflets to all the houses on
the 'New Estates. in our parish.
We are active on social media. which has been effecti¥e in teading to attendance at special
events.
Our webstts continues to be updated. reviewed and promoted.

ActFVtties and Events
Where possible we have continued to provide regular activities and events:
A Christianity Explored course was held in the autumn.
There were online Lent Meetings in 2021 covering'How to confess your sin5'. 'How to
forgive others. and 'How to be free from bittemoss..
An event as an alternative to Hallowe'en was held invofving Jane Connell from The Glass
Duck in Sherborne St John. This attracted a large number of families who are not regular
churchgoers. and gave them the opportunity to hear the gospel.
A weekly Bible study for the Chrlstian mums met until late 2021. but has now stopped.
Vlslts to Marnel Lodge care home have been made each month via recoded services lor in
person. when restrictions allowcdl which have been very wcll recerved by the staff and
residents. Our aim is to help those who have faith to keep trusting Jesus and our prayer for
all is that even In their latter days they may have that assurance of sins forgiven and a
certain hope of eternal Ilfe.
In 2021. some women's b￿akfast meetings v￿￿ held virtually, but resumed in person in
October.
The men plan to 'meeY more ￿gUlarlY in 2022. At least one 'meetln¥ will be an outreach
event.
The church-run toddler group in the village resumed meetin8 in June. providing the
opportunity to meet local children and their carers.
Opportunities for events in the rapidly expanding new estates in our parish (Marnel Park.
Merton Rise, Spier5' Meadow. Ni8htingale View and Sherborne Fields) were curtailed In
2021 by the effect of COVID restrictions on venue availability and 8atherings.
Carol singing at Marnel Lodge was well received.
Members of St Andrews have continued to lead Collective Worship in Sherborne St John
Prlmary School, providing videos and going into school in person where possible. The Rertor
has also developed our relationship with the Priory School. recording several assemblies.
Mission Support in 2021
As an active partnership in the Gospel, the PCC gave over IO% of its income to Chrlstian misslons.
supporting workers with the Abuja Bible College in Nigeria, Sim UK in Bolivia and the Japanese
Christian Mission JCM. Home groups are Ilnked to a mission partner and regular￿ pray for the needs
of that misslon worker and also develop a personal rekitionshlp with them throu8h regular contatts
vla emall.
Our church replaced support for the London City Mlssion ILCMI with support for Jamie Ballinger on
the Samurai project forJCM.
Through Sim IUKI, the church supported Jonny and Olga Anderson as rni55ion partners who are
worklng to spread the Gospel message in Bolivia to speakers of the Quechua language.
Through Crosslink5, we also 5UPPOrted Ezechi in Kagoro, Nigeria, where he runs the Abuja Bible
College and his wife Florence seryes as administrator. The college aim5 to equip local leaders to
teach and preach the Word of God faithfully.
Pastorol Core and other work in the community

A PCC subcommittee focuses support for pastoral needs within the parish and the church
membership.
Church members assist with local secular activities wtth the aim of meeting people ènd sharing the
Gospel with them le.g. elder￿ coffee morning). Members of our congregation also 5UPPOrt the
Basingstoke Food Bank and we donated ovr Harvest Collection, together with regular donations
throughout the year.
Members of the COng￿gatiOn volunteer with Christian-based charities seeking to Serve our Lord and
Saviour in a variety of ministries amongst those in need, including Prison Fellowship, Cedar Tree
Counsellin8 and Money Lifeline. Wrthin the parish. where Covid restrittions permitted. a team of
helpers vwted Mamel Lodge care home each month to hold a short Service.
The provision on Pastoral Care in the parish has been delivered on the ground throu8h the Home
Groups.
Youth & Children
Durin8 Covld restrirtions
Some online sessions for both groups were run on Zoom.
Post relaxation of Covid restrictions
Slnce September. a brief talk in Sunday Sepiices for the children is followed by separate activities for
the children with Bible education for a comblned Broup of Explorers >IO and Pioneers 10-14 with
typical attendance of 6 in total.
No Hollday Club was held in Juty 2021 due to Covid restrirtions.
Stewardshlp & Giving
Giving to the PCC is organised through a nurnber of tsx*fflclent methods such as stsndin8 orders,
pink envelopes and white envelope donations using Gift Aid where tax can be reclaimed, and
schemes where donations are received with tax credited such as GNe As You Eam schemes and
Stewardshlp SeNlces. Tax is also reclaimed for cash donations in the church donatlons boxes using
the Gift Ald Small Donations Scheme.
Of the total donations lexduding Gift Day}. 76%12020 81%) were ￿VIar donations. A total of 44
parishioners made regular donations to the PCC durin8 202112020 461.
Around 99% of PCC income from parishioners was tax effident. The PCC reclaims tax on Gift Aided
donations, including small donations through GASDS. at a rate amounting to 25% of donations. and
in 2021 a totsl of £20.22212020 £18,377) was repaid in this way. This 15 slgnificantly hi8her than the
previous year slnce it includes repayments on Gift Days in 2020 and July 2021. This includes tax
reclaimed on small cash donètions le.8. cash placed in donation boxes) where no Gift Aid Declaration
is signed. Although holding a Gift Day is a successful way of raising funds to cover the shortfall in the
PCC budget, the longer-temi aim is to achieve our budgeted level of income by re8uEar committed
giving.
Our study material for our regular Home Group meetings Sn the second term of 2021 was based on
the 'Generosity Projecy.

Employee5
The PCC employed a Parish Ministry Assistant IPMAI Warren Trdsk (part time whilst studyin8 at Oak
Hill) and a part time administrative assistant Wendy Howe. Wendy retired in December and Sam
Reeves has taken on the role. The PCC'S costs of employing the PMA. including pension costs were
met from gifts granted by the Sherbornes wrth Pamber Parish Trust, which is an independent
registered chartty 109CM)QKI. In addition to preaching and leading Servi￿$, Warren is leading the
teachin8 for chlldren on Sundays and two home groups.
Volunteers
The PCC would Ilke to thank all the volunteer5 who work so hard to make our church the lively and
vibrant community that it is. Particular thanks are due for all that they do to the churchwardens TIM
Aslet and Lynda Harding who took over from Peter Marrison who stood down after 17 years Se￿iCe.
Thanks also to Nick Hardin8 for looking after the church finances and accounts and to all the other
members of the PCC for their valuable contribution to our ministry. The PCC is also grateful to
everyone who contributes on various rotss for the band, welcomin& readin& audio visual. cleanin&
flower arranglng and leading youth and Child￿n,5 work.
st￿￿￿re, Govèrnance & Management
The Church Representstion Rule5 set out how the PCC members a￿ appointed. The membership of
the SWP PCC consists of the Incumbent lour Rector), the churchwardens and other lay members.
The 2021 Annual Parochial Church Meetin8 IAPCM) was held by Zoom on April 25" when new PCC
members were elerted by the members of the congregation who are on the Electornl Roll. All
members of the church are encouraged to reglstef on the Elertoral Roll and can stand ft>r election to
the PCC.
The PCC members are responslble for making decisions on all matters of general concern and
importance to the parish including decisions on how the funds of the PCC are to be spent.
There were 6 regular PCC meetings in 2021 wrth an average attendance of 93%. Other than in
November, these were via Zoom. Given its wide responsibilities, the PCC has a number of
subcommittees dealing wr(h particular aspects of its work. These include a standing commlttee and
subcommittees for Finance. Buildln8s & Grounds, Mission. 0￿reach, Youth & Children and Pastoral
Care. These subcommittees report back to the full PCC on their deliberations and any Important
decisions.
A further special meeting of the PCC in September was chaired by the rural dean Richard Harlow to
discuss concerns within the church. Following thls a group of six PCC members met several times
with the Rettor to discuss issues of concern. Consultation took place with the congregation about
whether children shoukl be admitted to communion and it was decKled ￿t to progress further.

The main risks for the PCC are the two historic church buildings that it is responsible for. Insurance
FX)licies are held covering the two churches, the parish room and employerfs and public liability. The
PCC has adopted a number of policies on how octNities should be conducted including Health &
Safety and Safeguarding for young people and vulnerable adults. 3912020: 44} church members
have enhanced Disclosure and Barring Service ￿rtifiCateS.
Health and safety checks, risks and associated Pro￿dureS have been implemented to control risks
and avoid insurance liabilities. These are monitored by the church Health & Safety officer who sits
on the Buildlng and Grounds subgroup.
The PCC has complied with the duty under sertion 5 of the Safeguarding and Clergy Discipline
Measure 2016 (duty to have regard to House of Bishops. guidance on safeguarding chlldren and
vulnerable adults).

Financial Review
The receipts and payments account for the year show5 a gain of £1.38612020 '. deficit of £ 13,4511.
There wa5 a surplus of £2.442 on the General Fund, a deficit of £1.239 on the Building Fund
Idesignatedl and a surplus £183 on the Restricted Funds.

Planned 8lvln8 of £49,936 was 5.7% down from 2020. Collections and other one off giving totalled
£26,769 up by 33.9% from 2020. Included was the successful Gift Day, necessary to balance glving
and regular expenditure. £10,795 was raised12020.. £11.765}. A gift claim for £4,567 will be
received In 2022 In respect of donations received in the last quarter of 2022.
The totsl unrestricted gNln8 to the PCC, including 8ift aid. of £96.923 made up 96% of the totsl
receipts of £ICQ,523. Of the total givin& 65% {2020- 73%) was planned and regular. 35%12020-
27%) is made up of one off donations and less than 1% (2020- <1%) are from cOl￿tt10n$. The PCC
continues to encourage the parishioners to support more ￿gUlar giving whlch it feels should cover
the normal day to day expenditure and v￿Uld also help with future planning.
The amount of PCC giving using glft aid was £ 71.228 12020- £73,751), including Gift Day. Fees.
nts received and ￿0kSta11 income amounted to E3.541 and bank interest was £60.
Poymentsfvm General ond Building Funds
Common Mission Fund. Durlng the year £53,368 {2020 . £59.7121 in total was paid monthly by direct
debit to the Diocese. This was lower than 2020 as Diocese redU￿d li reflerting Covid-19.
Mi$5ion Donations. £11,161 was mostly paid to our regular mission partners- Japanese Christian
Mission (replacing London City Mission). Crosslinks and SIM IUKI with small donations were also
made to Church Society. GAFCON and AMIE. Misston donations were Il% of our unrestrirted
income.
Building Fund. This year £11.239 was spent at St Andrews on signrficant repairs to roof tiles and
rainwater goods and the Quinquennial Inspection at All Saints.

Restricted Funds activtty included the followin8-
The Toddler5 group had a shortfall of £392 during the year. Income was £345 and expenses £737.
The Christmas collections ftised £326 Including Gtft aid in aid of Prison Felbwship, Cedar Tree
Counselling and Money Lrfeline. and all of this was paid in 2021.
There was £50 spent from the Summercamp Fund.
A donation of £625 including gfft aid was receNed into All Saints 8uilding Fund. The roof is In need of
substantial repairs flagged again in the 2021 Quinquennial Inspection. but the source of funding and
timescale for such repairs is as yet unknown.
The remaining funds of £1,425 from All Saints Bell Restoration Project concluded in prevlous years
will be restrirted to the remaining funds will be ￿Stricted to improvement or restoration work at All
Saints. excluding repalrs to the building.
Details of the employee costs funded by the Parlsh Trust are shown In the notes to the accounts.
Reserves Poliry
It is PCC policy to malntain sufficient funds to be able to deal with building costs that may arise.
bearlng in mind that we have two listed churches in our care. and to provide working caprtal.
£25,LIJO of unrestricted funds was agreed to be appropriate.
At 31 December 2021, the cash funds of £46,934 were represented by reseNes in the General Fund
of £20.497, in the designated Buildlng Fund of £20.453. in a restricted fund for summer camps of
£89. the All Saints Buildin8 Fund of £4.375, the All Saints Bell Restoration Project Fund of £1,415 and
the Toddler Fund of £106.

During the year the Sherbornes wlth Pamber PCC employed two members of staff. Only one wanted
to be included In a workplace pension scheme and we pay the related employers and the employees
pension contributions to Aviva where the employee has a personal pension plan. The PCC has made
the necessary declaration of compliance to the Penslons Re8ulator. The PCC apply periodically for a
grant from the Sherbornes with Pamber Parish Trust Icharity number 109IJ)01 to cover the costs of
this employee and all applicatrons to 31st December 2021 have been pald. The 8rant received and
