Purpose
The Sherbornes with Pamber Pamchial Church Council ISWPPCCI ￿ responsible for the running of the
church in this parish wtthin the Diocese of Winchester in c¢TroperatÈon with the Rector. the Reverend
Daniel Nevmian. This includes building up the church within the parish. promoting the Gospel in the
name of Jesus. evangelising and supporting the preaching and teaching for the spiritual development
of the congregation.
The PCC is responsible for the maintenance of the thurd￿S of St Andrews in Sherbome Stjohn and
All Saints in Monk Sherbome and also for the seryices that take place in Pamber Priory.
The PCC is registered as a charity wrth PCC member5 as its Trustees.
Objectives
The PCC is committed to making Jesus krK>wn and building up the church in faith and love, by
enabling as many people as possible to understand the G05pel message of sahtion and particularly
to join the church congregation and attend ser¥t￿$ in the parish. Our servi￿5 put faith into practice
through biblical preachin& offering thanks and praise to God through music. prayer and the study of
His Word.
When planning church athties. the PCC have considered the Commission's guidan￿ on the public
benefit for charities for the advancement of reltgion. In particular, we aim to help ordinary people
come to and live out theirfaith within the thurth congregation through .
Learning about the Gospel and developing their knowledge and trust in Jesus
Meeting together for worship and prnyer
Missionary and outreach work
To facilitste thi5 work. it is also important for the PCC to maintain the fabric of the churches and the
Parish Room attached tri the Rectory.

Church Services ond otherregulor t7rtivities
Services
Dunng lockdown periods we have introduced live streaming of our Sunday and other services on
YouTube and these remain available to watch afterwards. We anttcipate continuing to do 50 even
when things are back to some nonnaltty.
All are welcome to attend our regular service& The Covid pandemic significantly reduced the
number of people attending services in person but the church YouTube channel was vrdtched by an
average of over ILM) per week during lockdown. The average weekly attendan￿ at all servi￿$ and all
churches. counted during October, was 66 adults179 in 2019} and 17 children {17 in 20191. There
were 102 on the Church Electoral Roll. The worshipping community was 154 people of all ages.1152
in 2019).
The Rector has introduced new services to rneet the needs of all of our congregation which have
proved successful in attrarting newcomers to the church, including Evensong at Pamber Priory.
Building on last yearfs Remembrance Sunday servi￿, a tradwtional Remembran￿ Sunday was
broadcast on our YouTube Channel.
COVID-19 restrictions prevented us from holding large carol servios this year. However. a traditional
carol seNice was recorded in Pamber Priory and broadcast on our YouTube channel. To enable social
distancin& the Crib servi￿ was held at trxjth St Andrew5 and All Saintg on Christmas Eve and
attrarted newcomers. Services were held on Christmas Day at All Sainw and St Andre￿&
The church nomially runs a full programme of men's and women'5 ministry events* particularly
Saturday morning breakfast meetings WFth a Christian talk and group discussion.
One to One Bible reading and smaller groups usually flourish as people meet to read the Bible and
grow in faith. 77 of our congregation are members of nine home groups which are held fortnightly.
Prayer underpins our work and there are regular prayer meeting& Home groups and central prayer
meetings have been held by Zoom where ne￿ssary
Ministy teom
Warren Trask has been empFoyed by the PCC as the Partsh Ministry Assistant in January 2019.
Barbara Irving was li￿nSed as a lay worker ILLWI in October 2020. Her focus 15 evangelism and
discipleship amongst women. particular rnothers with younger children. pastoral care. and teaching
women. Steve Howe and Andy Spence received the Bishop's Commission for Mission IBCMI for
Worship: they lead Sunday services and Occasional￿ preach. Julie Crawley joined Jenny Cooke in
recerving the Bishop's Commission for Mission for Pastoral Care.
Links with the widerchurch
The Rector and three lay members of the PCC sit on the DeanerySyrK)d. This provides the PCC with
an important link with clergy and lay representatives from Church of England churches in the
Basingstoke area. The Deanery meetings cover the dMAP (Deanery Mission Action Plan) progress
and finances. particularty helping individual partshes set their parish share to the Di0￿Se for the cost
of ministers and other ￿ntral costs. Deanery meetings were inttially suspended due to Covid and
have now moved on line and are conducted via Zoom. We continue to be updated on activities and
opportunities in the diocese.

The PCC gives financial support to three organisations (Anglican Mission in England- AMIE, Church
Society and Global Anglican Future Conference- GAFCON} which artively promote retaining the
Bible. as God's living Word. at the heart of the Anglican Communion.
Buildings & Grounds
Regular maintenance was carried out on the church buildirEs. two churthyards and the separate
cemetery in Sherborne St John. The building at Pamber Priory 15 the responsibility of Queen's
College, Oxford. The following work has been undertaken.
All Saints
We have not made much progress with the Quinquennial report from 2016 and the next is due later
this year. We therefore await an update to the actions required. There has also been a substantial
deterioration in the hatch which gives access to the boiler room and this has been temporarily
repaired pending better weather when tt will be replaced.
St Andrews
We have further upgraded the AV system which has allowed us to record and stream our church
services on a Sunday morning. This has been greatly appreciated by a number of our congregation
who due to Covid restridions have not attended setvices in per50n. The Brocas chapel roof has been
successfully replaced and is once more watertight. Security lighting has been instslled.
The quinquennial inspection report for St Andrews has just been completed and we are working
through the artions with our Architert.
General
The project to repla￿ the information signs at AFI Saints and St Andrews is nearing completion.
Further clearance work has taken place in the ￿rnetery and all Sides have been substantially cut
back and the eastem border has been flattened.
Evongelism & Outreach
Evangelism and outreach IE&OI continue to be important mainstays of our ministry as a local parish
church. We are called to reach out to our community wth the message of the Gospel and to
ways to increase the number of members of our church.
Inevttably, during 2020, COVID has had a huge effert on our plans and whilst Some initiatrves have
been hampered or have been made impossible. new avenues of communication and outreach have
emerged using technology.
Our E&0 subgroup continues to meet regularly to consider and implement initiatives to promote
E&0. Our new Rector. The Rev. Daniel Newman itiined us in January 2020 and took the chair of this
committee. Meetings have been virtual to keep in line with COVID restrictions.
Personal Evangelism
With organised events beirE curtailed, an emphasis on petsonal evangelism is seen as a primary way
to reach out. To better equip the church family:

Our study material for our regular Home Group meetings in the first terni of 2020 was based
on a book by Jerram Barrs entitled 'Leaming Evangelism from Jesus,.
Our Lent Meetings in March 2020 were entitled 'Personal Evangelism in the 21" Centu
and two sessions were delÉvered by a team from St Ebbe's in Oxford. Sadly the third session
was a casualty of the first lockdown.
With our Sunday Services being live streamed and recorded. we encourage our church
members to share the services. or parts of them. with family. friends. neighbours etc. This
new way of'meetin¢ has gs¥en us new opportunities to share our fellowship with others.
Communication
We have continued to communicate with our parish in the followtng ways:
Our Rertor has a monthly artide in the Yillagerf magazine.
All of our servi￿5 and events are advertised in the Villager.
We have prepared and delivered leaflets to all the houses on the'New Eststeg in our parish.
We are more active on s(Kial media.
Our webstte continues to be updated, reviewed and promoted.
Activities and Events
Where possible we have continued to provide regularactivities and events:
A Life Explored course was held after Easter.
An Al Sainw Eve event as an altemative to Hallowe'en was held at both All Sainw and St
Andrebrfs. attractinE a number of families who are not regular churchgoers.
A weekly Bible study for the Christian mums continued to meet.
Wisits to Marnel Lodge care home have been made sporndically via recoded seNice5 which
have been very well received by the staff and residents. Our aim is to help those who have
faith to keep trusting Jesus and our prayer for 311 is that even in their latter days they may
have that assurance of sins forgiven and a certain hope of etemal life.
The women's breakfast meetings have continued virtually and a number have been outreach
events.
The men plan to 'meeV more regulady in 2021. At least one'meetinrf will be an outreach
event.
The church toddlers group hopes to resume meeting once the circumstances enable them to
do so.
Various ideas for'corporate evenv were considered for 2020 with some of these planned
to be held at the Everest Academy with a view to engaging with the residents of Marnel
Park. Merton Rise, Spiers Meadow. Nightingale View and Sherborne Fields (the rapidly
expanding New Estates Wtthin our parish). Sadly these were curtailed by COVID lockdown

Carol singing around the parish wasvery well receNed.
Members of St Andrews have continued to lead Collectrve Worship in sherborne St John
Primary School, providing Mdeos and going into school in person where possible. The Rector
has also developed our relationship with the Priory Sthool, recording several assemblie5.
Mission Support in 2020
As an active partnership in the Gospel. the PCC gave over IO% of its income to Christian missions,
supporting workers with London City mi￿on, the Abuja Bible College in Nigeria and Sim UK in

Bolivia. Home group5 are linked to a mission partner and regularly pray for the needs of that mission
worker and also develop a personal relationship with them through regular contacts via email.
Our church supported London City Mission ILCMI and our long-standing misstonary partner, Nick
Labiche. Nicvs work was taking the gospel of Jesus and providing practical help to London's
homele5S. through the Webber Street Mission la day ￿ntre} and Hope Community Hornes {helping
day centre guests make the first step back to having a home again).
Through Sim IUK). the church supported Jonny and Olga Anderson as mission partners vtho are
working to spread the Gospel message in BolNia to speakers of the Quechua language. A highlight of
2019 Wds having Alan Purser of Crosslinks with u5 for our Mtssion Sunday in March.
Through Crosslinks, we also supported Ezechi in Kagoro, Nigeria. where he runs the Abuja Bible
College and hi5 wife Florence seNes as administrator. The college aims to equip local leaders to
teach and preach the Word of God frdlthfully.
Pastorol Core ond other work in the community
A PCC subcommittee focu5e5 SUPPOrt for pastoral needs within the parish arKI the church
membership.
Church member5 assist with local secular activitie5 With the aim of meeting people and sharing the
Gospel with them le.g. elderly coffee moming and the Hospice). Member5 of our congregation also
support the Ba5ingstoke Food Bank and we donated our Harvest Collection, together with regular
donations throughout the year.
Members of the COngregat￿n volunteer with Christiartrbased charities seeking to serve our Lord and
Saviour in a variety of ministries amongst those in need, including Prison Fellowship, Cedar Tree
Counselling and Money Lifeline. Wwthin the parish. until Covid restrictions. a team of helpers visited
Marnel Lodge care home each month to hold a short service.
The provision on Pastoral Care in the parish has been deltvered on the ground through the Home
Groups. There has been training offered to Home Group Leaders on Anxiety and Grief & Loss.
Youth & Children
Pre Covid
A brief talk in Sunday Services for the children 15 followed by separate activttses for the children with
a crèche and 8ible education for different ages:
Explorers 5-10 and Pioneers 10-14 with a typical attendance of 10 and 6 respectively
During Covid
Some online sessions for both groups have been running on Zoom.
No Holiday Club was held in July 2020 dueto Covid restrictions.
5tewordship & Giving
Giving to the PCC is organised through a number of tsx-effiaent methods such a5 Standing orders,
pink envelope5 and white envelope donations using Gift Aid where tax can be reclaimed, and

schemes where donations are re￿iVed with tax credited such as Give A5 You Earn schemes and
Stewardship Services. Tax is also reclaimed for cash donations in the church donations boxe5 using
the Gift Aid Small Donations Scheme.
Of the total donations lexcluding Gift Dayl. 81%12019 78%) were regular donètions. A totsl of 46
parishioners made regular donations to the PCC during 202012019 471.
Around 99% of PCC income from parishioner5 was tax efficient. The PCC reclaims tax on Gift Aided
donations, including small donations through GASDS. at a rate amounting to 25% of donations, and
in 2020 a total of £18.377 {2019 £19,47917Avas repaid in this way. This includes tsx redaimed on
small cash donations (e.g. cash placed in donation boxes) where no Gift Aid Dedardtion is signed.
Although holding a Gift Day is a successful way of raising funds to cover the shortfall in the PCC
budget. the longer term aim is to achieve our budgeted level of income by regular comrnitted gNing.
Employees
The PCC employed a Parish Ministry Assistsnt IPMA) Warren Trask (part time whilst studying at Oak
Hill) and a part time administrative assistsnt Wendy Howe. The PCC'S costs of employing the PMA.
including pension costs were met from gFfts grantèd by the Sherbornes wtth Pamber Parish Trust.
which is ari independent registered chartty 109WXJ. In addition to preaching and leading services.
Warren led evangelistic work wtth young families until Covid restrictions.
Volunteers
The PCC would like to thank all the volunteers who work so hard to make our church the lively and
vibrant community that it is. Particular thanks are due to the churchwardens Peter Marrison and
Aslet for all that they do. Jenny Cooke (who retired as treasurer in October) for looking after the
church finances and accounts and to all the other members of the PCC for their valuable
contribution to our ministry. The PCC is also grateful to everyone who contributes on various rotas
for the band, welcomin& reading. audio visual. deanin& flower arranging and leading youth and
children's groups.
Structure. Governance & Management
The Church Representation Rules set out how the PCC members are appointed. The membership of
the SWP PCC consists of the incumbent {our Rector). the churchwardens and other lay members.
The Annual Parochial Church Meeting IAPCM) was eventually held by Zoom on October 25 when
new PCC members were elerted by the members of the congregation who are on the Electoral Roll.
All members of the church are encouraged to register on the Electoral Roll and can stand for election
to the PCC.
The PCC members are responsible for maknng deci5Fons on all mattets of general concem and
Importan￿ to the parish including decisions on how the funds of the PCC are to be spent.
There NbEre 5 PCC meetings in 2020 with ￿ average attendants of 89%. Other than in January,
these were via Zcom and the March meeling was cancelled. Grven its wide responsibilities, the PCC
has a number of subcommittees dealing wtth particular aspects of its work. These include a standing
committee and subcommittees for Finance. Buildings & Grounds. Mission. Outreach. Youth &

Children and Pastoral Care. These subcommittees report back to the full PCC on their deliberations
and any important decision
R•sks and Insurance
The main rlsks for the PCC are the two historic church buildings that it is re5ph)nsible for. Insurance
policies are held covering the two churches. the parish room and employerfs arKI public liability. The
PCC has adopted a number of policies on how actNities should be conducted induding Health &
Safety and Safeguarding for young people and vulnerable adults. 44 {2019 . 431 church members
have enhanced Disclosure and Barring Service certificates.
Health and safety checks, risks and associated procedures have been implemented to control ri5k5
and avoid Insuran￿ liabilitie5. These are monitored by the church Health & Safety offi￿r who sits
on the Building and Grounds sub group.
The PCC has complied wtth the duty under section 5 of the Safeguarding and Clergy Discipline
Measure 2016 {duty to have regard to House of Bishopg guidance on safeguarding children and
vulnerable adults).

Financial Review
The receipts and payments account forthe year shows a deftcit of £ 13.451 {2019 . surplus £1.824).
There were deficits of £ 7.870 on the General Fund and of £5,913 on the Building Fund (designated).
with a surplus £332 on the Restrirted Funds.

Planned giving of £52,938 was 3.2% up from 2019. Collections and other one off giving totalled
£19.903 dovm 30.2% from 2019. Included was the successful Gift Day. necessary to balan￿ grving
and regular expenditure. £11.765 was raised. A gift aid daim for £6,065 will be received in 2021 in
respect of donatiorLS received in the last quarter of 2020 including the Gift Day.
The total unrestrirted giving to the PCC. including gift aid. of £91.089 made up 96% of the total
receipts of £94,626. Of the total givin& 73% {2019- 64%) VRS planned and regular. 27%12018- 35%)
is made up of one off donations and less than l%12019- 1%) are from collections. The PCC
continues to encourage the parishioners to support more regular giving which tt feels should cover
the nornial day to day expenditure and would also help wtth future planning.
The amount of PCC giving using gtft aid was £73,751 (2019- £79,764). including Gift Day. Fees. rents
received and bookstall income amounted to £3.432 and bank interest totalled £105.
Paymentsfrom 6eneml ond Building Funds
Parish Share. During the year £59.712 (2019 . £57,642) in total was paid monthly by direct debit to
the Diocese.

Mission Donation& £ll,IfA) was mostty paid to our regular mission partners are LorKlon City
Mission. Cm5slinks and SIM {UKI wtth small donations were also made to Church Society, GAFCON
and AMIE. Mission donatK)n5 were 12% of our total income.
Building Fund. This year £1,742 was spent on an audio visual project that has enabled Sunday
services to be streamed live on our YouTube channel. £17.898 Nvas spent on the intemal and
external repairs to the Brocas Chapel roof following a theft of lead and a further £940 on securty
lighting. The cost was fully covered by the insurance daim received in 2019 and grants of£5,663
from Allchurches and HIHCT.
Restricted Funds includes the following:
The Toddlers group had a small Shortfall during the year. Income was £161 and expenses £454.
The Christmas collettions. which raised £444 including grft aid, were in aid of Prison Fellowship,
Cedar Tree Counselling and Money Lifeline and all were paid out in 2020.
There was no movement on the Summer Camp Fund.
A donation of £625 including gift aid was reoived into All Saints Buildin8 Fund. The n)of is in need of
substantial repairs and the extent of those repairs and the source of funding is as yet unknown.
The remaining funds of £1.415 from All Saints Bell Restoration Project conduded in previous years
will be restricted to expenses for All Saints.
Details of the employee costs funded by the Parish Trust are shown in the notes to the accounts.
Reserves Policy
It is PCC polity to maintain sufficient fijnds to be able to deal with building costs that may arise,
bearing in mind that we have tsvo listed churches in our care. and to provide working capitsl.
£25.lknJ of unrestricted funds was agreed to be appropriate.
At 31 December 2020, the cash funds of £45,548 were represented by reserrfes in the General Fund
of £18.055. in the designated Building Fund of £21.692, in a restricted fund for summer camps of
£139, the All Saints Building Fund of £3.750, the Ail Saints Bell Restoration Project Fund of £1,415
and the Toddler Fund of £498.

During the year the Sherbornes with Pamber PCC employed two members of staff. Only one wanted
to be included in a workplace pension scherne and we pay the related employer5 and the employees
pension contributions to Aviva where the employee has a personal pension plan. The PCC has made
the necessary declaration of compliance to the Pensions Regulator. The PCC apply periodically for
grant from the Sherbomes with Pamber Parish Trust (charity number 109LI)01 to cover the costs of
this employee and all applications to 31st December 2020 have been paid. The grdnt re￿iVed and
