PCC VICE-CHAIR REPORT
I want to start this report with a massive thank you to everyone who has been a part of All Saints in 2024. Throughout the past year I have been much encouraged by the dedication and care shown by our community for each other and our church values of Inclusion, Intercultural worshipping, and environmental sustainability.
Especial thanks to our fantastic Churchwardens, Gwyn and Nicky. During a vacancy, Churchwardens become responsible for the parish and work with the PCC to hold everything together. Gwyn and Nicky have succeeded in this task and deserve congratulations on their wisdom, patience, and care. We are also incredibly grateful to Rev’d David Newman for convening the ministry team over the course of the vacancy. His wisdom and holistic care for our community have been gratefully appreciated by all.
In the 2023 report, I included the line ‘2024 will be another year of change as we welcome a new Rector, continue the journey to form a Minster Community, and strive to share the gospel afresh in this context and generation.’ Although the second and third of that list have happened, and you can see how in the report, I am pleased to say that, although wrong last year, 2025 will be ‘a year of change as we welcome a new Rector.’ I look forward to seeing what comes next for All Saints with Rev’d Emily’s guidance and leadership following her licensing on 2 March 2025.
In the rest of the annual report, we cover our achievements and performance over the year, our aims, our structure, and our finances. I hope you enjoy these reflections on the past year and that they remind us of God’s grace and action in, with, and through us.

AIMS AND PURPOSES
All Saints with Holy Trinity Parochial Church Council (PCC) has the responsibility of cooperating with the ministry team in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is responsible for the maintenance of the All-Saints Church building and its owned properties. The PCC leases Fearon Hall to Fearon Hall Community Association and the Rosebery Community Centre to BACA.
The PCC intends both public benefit and growth in our church. As part of the Inclusive Church network, we seek to be a place where everyone can find a welcome and participate fully in the life of the church regardless of economic power, gender, mental health, physical ability, race or sexuality.
The PCC considers the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion, when reviewing the church’s aims and objectives and planning future activities and policies.
ACHIEVEMENTS AND PERFORMANCE
Worship and Prayer
All Saints offers a rich variety of worship for its regular congregation, visitors, and the wider community at significant moments in the year. The main service each week is the 10.45am Holy Communion which normally brings together between 70 -100 people, numbers which pleasingly have been sustained through the current vacancy. There is a monthly pattern to the services with the music leadership shared between Simon Headley, Director of Music, and the robed choir some weeks, and Kate Burns and the music group on the others. There is, therefore, a range of traditional and contemporary styles as well as the inclusion of music from other cultures to reflect the intercultural dimension of the congregation. The first Sunday is an All-Age Communion and on other weeks children’s church usually happens in the Burton Chapel

Worship and Prayer (Cont’d)
There is a good team of ordained and lay preachers, deacons and servers who share in the leadership of the services week by week. Two readers, Stephen Barney and Philip Harper have had their licences transferred to All Saints. The “wardens’ team” ensure the practical and smooth running of the worship and there are rotas of people to do readings and intercessions.
Establishing a regular service pattern has particularly benefitted Choral Evensong, held on the third Sunday of the month at 4pm. Excluding choir, congregational attendance is typically 30-40 people, some of whom only attend this service. As well as drawing a regular congregation, we also draw in additional singers for this service, many of whom have recent or past connections with All Saints. This culminated in a choir of 24 singers for service of Nine Lessons and Carols.
Our weekly Wednesday Book of Common Prayer eucharist continues, with a light lunch of soup and bread now featuring monthly, organised by Penny White. The Wednesday service continues to be a small but close community. There is daily Morning Prayer through the week, both in church and online which are led by a rota of people.
Special services have marked key occasions in the church year, for example, Ash Wednesday and All Souls, as well as major festivals especially Christmas and Easter. 2024 saw the return of a distinct Advent Carol Service as well as the service of Nine Lessons and Carols. There have been civic occasions such as the Mayor’s Community Carol service.
Significant life transitions are marked at occasional offices and in the last year there have been five baptisms, three weddings and eight funerals.
Developments in 2024 in our intercultural and contemporary worship included introducing a live band at ‘The Table’ with a congregation of around 20 each month. The Contemporary Collective has continued to expand its repertoire of intercultural, contemporary and all-age songs and compiled a ‘Songs for All Saints’ booklet for this purpose. Earlier in the year there was some collaboration with children’s church where we shared some new action songs and together presented them to the congregation. We have been delighted to include veena player, Kitty in our intercultural worship this year and played alongside her at All Saints in December. Members of the Collective have also led worship at various events in the diocese including an Eco conference, a Welcome Churches conference and the Anglican Network of Intercultural churches annual conference.
Mission and Evangelism
Throughout the year we look for different ways to connect with our local community and offer opportunities for those who wish to explore the Christian faith. In 2024 the Breakfast Book Club met in Church every 6 weeks or so. We continued reading books on diversity and inclusion. The latest book, 'Those who Wait' by Tanya Marlow, was nearly completed in the summer of 2024. The members then decided to take a break, with a possible regroup in Lent 2025.

• Loughborough Town of Sanctuary – working to build a more welcoming UK
We are able to keep the church building open on Saturday and Friday mornings allowing people in the community to access this sacred space for prayer, support and to enjoy the local heritage and history. Visitors often call in when the doors are open to light a candle, sit quietly or admire the historic architecture.
2024, like other years saw us attend Leicester Pride helping us share a message of radically inclusive theology. Alongside pride, we continued to play a part in the civic life of the town, supporting the town’s Remembrance Service in November.
We continue to explore what it means for us to be an Intercultural Worshipping Community, supported by the Diocese and national church project, more can be found on this in the Intercultural Worshipping Community section of the report.

Mission and Evangelism (cont’d)
The choir and the contemporary collective were involved in the Diocese’ Global Carol Service which was hosted at St Martin’s House in Leicester. Worship music from Palestine, Israel, South Asia and elsewhere has been played before and after our contemporary services and we have worshipped in a number of languages using melodies and styles from other cultures. A multilingual ‘Bible Keychain’ project has begun.
The Table continues to evolve as an intentionally intercultural, inclusive, safe and informal space for worship. We meet once a month on a Sunday evening to share food, pray and reflect on the Bible.
The Pastoral Team have continued in their ministry, first commissioned in 2023, taking communion to those who cannot journey to church, undertaking pastoral visits, and generally keeping an eye out for those who need our extra care. In 2024, the team started offering private prayer after two services each month which has been welcomed by the congregation.
As a follow-up to last year's Lent Group led by Rev’d David Newman, a monthly "Faith and Life Discussion Group" has continued and usually attracts 10-15 people. Different people have produced discussion papers, and topics have included Inter-faith relationships, Mindfulness, ‘Is God in control?’, Christian Witness in an unjust world, Finding God through poetry, Image and Identity, Christmas, and Marriage and Divorce.
Christmas Tree festival
The 2024 Christmas tree festival was the main ‘event’ of the year. With nearly 5,000 people attending a service, concert, event, or visiting the festival and over £7,000 raised for the South Roof Fund, it was a core part of our efforts to engage with our local community.
Our concerts and events included ‘music for midwinter,’ ‘beer and carols,’ and carol services for ‘Canine Partners’ (an Assistance Dog charity) and a local dementia group. These were well received and fostered new relationships between the church and wider community. Many schools and colleges visited and several booked extra days to hold their carol services with us.
Building on the success of previous years, 87 Christmas trees decorated by different organisations, groups, and individuals from within the church and across the wider community graced the nave and aisles. We were open every Thursday and Saturday in Advent with a programme of evening events alongside these open times.
Intercultural Worshipping Community
In 2019 the Bishop of Leicester invited All Saints to become an Intercultural worshipping community because of the diversity of the congregation, parish and Loughborough. The PCC voted to accept the invitation and since then we have strived to embrace, include and welcome the diverse culture around us. Although all connected to All Saints play a part in building our Intercultural Worshipping Community, we are guided by a steering group which meets most months.
In 2024, the project funded:

A subscription to the very diverse and multicultural visual worship and film series ‘The Work of the People’ to be used at The Table meetings

Restock of our Farsi Bibles

Provision of Christian literature in Farsi

Veena Project - Funds were given to source and buy a Veena (a large sitar-like instrument from South India) for the diocese, to be played by All Saint’s expert in Carnatic music, Kitty. We were unable to source a satisfactory veena so the IWC has paid to transport Kritthika’s own veena from India. She played at the global carol service and in our own services in December.

Alongside the formal project funding, several activities or events have taken place as part of our IWC Church value. The Saturday morning book group studied Bishop Martyn’s book, An Intercultural Church for a Multicultural World. A Farsi Alpha course started in September led by Rev’d David and Mehrdad, our Iranian community has both grown and shrunk this year, with new asylum seekers joining us and some with right to remain settling locally and elsewhere but still staying in touch.
IWC ‘We’re All Saints’ Art Project
Our largest funded project to date is our community art project ‘We’re All Saints.’ Much work went into researching and proposing the project, and in September £20k from the diocese ICW seed fund was allocated. The purpose of the project is broad. We have commissioned Nigerian artist Eddy Aigbe to create 4 large icon-like paintings of saints from around the globe to act as a welcome to our diverse community. Using the paintings as a springboard for spiritual thinking and creativity, we have appointed Religious Education (RE) expert Lat Blaylock to work on a project with schools on art and RE. Work has begun at Loughborough C of E school and another three schools are preparing to work with All Saints. The paintings will be rich with symbolism and be an invitation to discipleship to our congregation. The art project possibilities are endless, and funding would be available after the June launch of the paintings to work with more schools, care homes, minster community groups and community groups of all sorts.
FINANCIAL REVIEW
The finances of the church depend on the generosity of the congregation who through the Parish Giving Scheme with associated Gift Aid provide the majority of the funds required to cover the regular running costs. The PCC and finance team are most grateful for this committed monthly giving from an increasing number of people. From all sources the church’s unrestricted income for the year increased to £165,545.
The parish responded to the Diocese’s request by increasing our annual Parish Contribution by 10% to £61,600. This amount meets our long-standing target of funding the full cost of the stipend and ancillary costs of a member of the clergy. Other expenditure covered the continuing maintenance schedule for our medieval church building including installing a handrail to the priest’s room stairs. We were fortunate to have the support of the Edward Warner Trust in meeting the cost of a ramp with handrails providing improved access to the chancel. The total unrestricted expenditure for the year was £157,825.
During the year major fundraising for replacing the south roof continued; the fund progressed from £70,402 to £150,694 at the year end. Additionally, during the year payments of £8,699 were made to cover the fees of the architect and quantity surveyor. Funds came from many sources including the congregation’s generous donations, grants from several local charitable trusts, sponsorship of Ride & Stride and the result of the Christmas tree festival.
The PCC, to protect the purchasing power of reserves, invested the Heritage Fund in CCLA’s Global Equity fund. As the activity of the Day by Day HSBC bank account was much reduced it was closed to avoid bank charges.
At the year end the reserves held by All Saints with Holy Trinity comply with the reserves policy agreed by the PCC. The overall financial situation has not deteriorated during the year.
RESERVES POLICY
The PCC regularly reviews the levels of reserves as part of the budgeting procedure. The PCC believes that the current level of reserves is adequate but needs to be held at a similar level to meet the uncertain demands of a medieval church building, comply with modern legislation, guarantee proper payment of salaries and other financial commitments and maintain our active mission and ministry.
The PCC considers that an appropriate level of unrestricted reserves in the short term as at 31[st] December 2024 would be at least £92,000. This is based on an estimate of ongoing unrestricted expenditure for 2025 (£184,000). The current value of the unrestricted funds as at 31[st] December 2024 is £106,260.

VOLUNTEERS
The vast majority of the work of the PCC is carried out by volunteers; administrative, practical, pastoral and missional activities are all largely undertaken by people freely giving their time and talents. Our thanks are due to each one of them who help in and around church and serve in so many different ways.
During the vacancy, the centrality of our volunteers in our operations has been paramount. The willingness and enthusiasm of all involved is greatly appreciated.
STRUCTURE, GOVERNANCE AND MANAGEMENT
The method of appointment of PCC members is set out in the Church Representation Rules. The membership of the PCC consists of the incumbent (our Rector), licensed clergy, churchwardens and members elected by those members of the congregation who are on the electoral roll of the church. In addition, members of Deanery, Diocesan, and General Synods who are communicants of All Saints with Holy Trinity also sit on the PCC. All those who attend our services and members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC members are the trustees of the church charity and are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the PCC.
The full PCC met 6 times during the year with smaller sub committees overseeing detailed aspects of the trustees’ work. In 2024 these included:

In addition, PCC members are involved with a range of activities within church life including social events, children’s work, pastoral care, promoting charitable partners, publicity and key outreach events, and the Christmas Tree Festival.
Deanery Synod
Three congregants are elected to sit on the Deanery Synod and become members of the PCC as part of their role. This provides the PCC with an important link between the parish and the wider structures of the church. Deanery Synod met three times in 2024.
Safeguarding
The PCC holds safeguarding to be of paramount importance. It is a standing item on all agendas and the safeguarding policy is reviewed annually.
Our small but highly capable safeguarding team led by the safeguarding coordinator works alongside the ministry team to ensure all church officers and leaders complete the necessary training and provide advice and support.
In 2024, the PCC complied with the duty under Section 5 of the Safeguarding and Clergy Discipline Measure 2016. This duty is to have regard to the House of Bishop’s guidance on safeguarding children and vulnerable adults.

Members Responsibilities
The responsibilities of members of the PCC in relation to the financial statements
The laws applicable to charities in England and Wales require the officers to prepare financial statements for each financial year which give a true and fair view of the church's financial activities during the year and of its financial position at the end of the year. In preparing those financial statements, the officers are required to:
-
select suitable accounting policies and then apply them consistently.
-
make judgements and estimates that are reasonable and prudent.
-
state whether applicable accounting standards and statements of recommended practice have been followed subject to any departures disclosed and explained in the financial statements; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the church will continue to function.
The members are responsible for keeping accounting records which disclose with reasonable accuracy at any time the financial position of the church and enable them to ensure that the financial statements comply with the Charities Act 1993. They are also responsible for safeguarding the assets of the church and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report on the accounts of the PCC for the year ended 31 December 2024, which are set out on pages 7 to 10.
Respective Responsibilities of Trustees and Examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act
-
follow the procedures laid down in the General Directions given by the Charity Commissioners under section 145(5)(b) of the 2011 Act, and
-
state whether particular matters have come to my attention.
Basis of Independent Examiner’s Report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as members of the PCC concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.
Independent Examiner’s Statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements

to keep accounting records in accordance with section 130 of the 2011 Act; and

to prepare accounts which accord with the accounting records and comply with the requirements of the 2011 Act
