The Araliya Education Foundation (AEF) was set up as a small charity in November 2010 with the aim of advancing the education of pupils at this school, providing and assisting in the provision of facilities for education at the school and supporting and developing the teaching of English in the school. Pre-school education was absent in the school even though children aged 3-5 came to school each day. Due to lack of government funding and despite offers from AEF there was no teacher for the young children. In January 2014 an independent preschool was opened in Pasarichenai with a properly trained teacher fully funded by AEF. The school was housed in a disused building built by the Norwegian government after the tsunami but never used. The building was provided by the local mosque in exchange for its restoration and running costs. Between 20 – 28 children attended the school and on-going professional development was provided for the teacher each year by AEF. AEF visited several preschools on the east coast of Sri Lanka in the summer of 2017 that were run by the Methodist church and needed funding. However, none was a suitable candidate for AEF funding. Finally, AEF were introduced to a day care centre and preschool for children in Angulana, south of Colombo. The fathers of these children - in 2017 - were fishermen and their mothers worked to supplement their meagre earnings. The enterprise was overseen by the Methodist church and funded by various charities. AEF provided specific support for the preschool there.
The trustees maintained close contact with the Methodist Church both at the local and national level to ensure the school was well financed and run. This year there are 43 children who attend each day with 20 older children coming in the afternoon after their regular school day. The Trustees of AEF meet regularly to review the activities of the charity and their obligations in respect of public benefit. The Trustees have complied with the duty in Section 4 of the Charities Act 2006 to have due regard to public benefit guidance published by the Charity Commission.

The Trustees have agreed with the Methodist Church in Sri Lanka to provide funds that go toward the running of the preschool (and some of the day care centre costs) in Angulana.

All the activities of the charity are conducted on a voluntary basis. The trustees like to visit Sri Lanka each year but have been unable to do so since 2020 due to the pandemic. They will visit as soon as safely possible to review the school and discuss future plans with the Head of the Children’s Desk of the Methodist Church.

In the summer of 2017 AEF developed a relationship with the Methodist Church of Sri Lanka through the Sparkes Home charity with a view to working in conjunction with them to access preschools in need of funding. A primary consideration of this contact was to have someone based permanently in Sri Lanka to monitor schools that AEF might support and to make sure they were running smoothly and efficiently. As a result, AEF now supports, along with another charity, the preschool at the Day Care centre at Angulana, which is situated on the outskirts of Angulana village. Here the younger children, who go to the day care centre each day, attend preschool in the mornings whilst the older children attend the local school. The preschool needed further funding in 2019 as ‘Help The Orphans Now, Australia’, had withdrawn their funding from this project. AEF agreed to extend their financial support to cover the shortfall. The pandemic 2020-2022 caused further poverty for the Angulana community with children often not having enough nutritious food to eat. In addition, during this time Sri Lanka has become an international centre for drug trafficking. Many of the parents of the preschool children at Angulana have become drug addicts and nearly all the children now live with either a single parent or grandparents. In fact, only 2 children in the preschool where living with both parents in 2022. In addition, reclamation work further up the coast has disrupted the fishing for the local men The preschool and day care centre provide food, uniforms, an education and after school care for these children. The centre is staffed by 3 teachers and a cook. The centre also provides after school care for the primary school children. Although no funds were sent to Angulana school this year by AEF, Sparkes Homes have been providing the funds on our behalf as we investigated the viability of this project post pandemic. We looked at how the lack of fishing and drug related issues in the community might affect how we would continue our funding. Close contact is maintained with the Colombo based central headquarters of the Methodist Church in Sri Lanka, in particular the head of the Children’s Desk who has been very involved and usually accompanies Trustees on visits. The long-term head of the Children’s Desk has been unwell this year and will now not return to her position. However, she has been replaced by a younger man who is equally involved and recently (January 2022) accompanied a Sparkes Home Trustee on an inspection of Angulana. He speaks excellent English, Singalese and Tamil. |

Brief statement of the charity’s policy on reserves
The trustees believe reserves of up to two years expenditure are required to ensure the long-term support for Angulana. Funds in excess of this are currently being reviewed and decisions are being made about how to expand support to other preschools.

The principal sources of funds historically have been donations from individuals and fundraising activities organised by the trustees. Funds raised in the year amounted to £4,010. Total expenditure in the year amounted to £0.
Trustees bear all the costs of their visits to Sri Lanka individually. During their visits, Trustees review the fund flows from source in the UK through to the end use in the project.
Funds available at 31 March 2023 amounted to £18,464
