TEAM VICAR'S REPORT
FOR THE YEAR ENDED 31 DECEMBER 2021
The last year ha5 continued to be challenging wlh the ongoing covid pandemic, with in-person worship restarting
after Easter 2L121 bul with restrictions in place lo ensurè that we could keep worshlp as sale as possible durfng this
lime. 11 was great that Christmas setvices could happen in-person this year, although some s6rvie&s had lo be
changed last minute or were not as well atlended due lo the omicron outbrèak in December 2021. We are extremely
gralelul to those within the parish who have managed lo keep on-line worship going during the pandemic and also
lo those who have continued hybrid on-line worshlp now that we 8ro back worshipping in the building.
Although this last year lias had ils challenges there have al80 been many blèsslngs Iw. The last year has been
appcirtunily for the different churches within thè parish lo grow togelheT 8nd suppori one another whilsl also
maintaining whal makes each church unique. There are still many challenges ahead, but we are so grateful for how
the PCC and congregations are cullaboralively working together lor God's Miss￿￿ and ministry he￿ in Newport,
Carisbrook8 8nd Galc.ombe. We would liko lo lake this opportunlly lo thank the Churchwardells, PCC'S and DCC'S
for all of Iheir ongoing hard work.
2021 has also seen th6 addition of Steve, Gemma and Emma lo the léadership team. lo work alongside Peter and
Hannah. Lay Readgrs, Churchwardens and PCC. We are grateful th21 the t7ew team has gellod together quickly,
and we Ihank 311 of the leadership team for Ihelr hard work. We are also lucky lo have such gifted Lay Readers and
we would like lo lake this opportunity to thank them for Ihelr ministry, worship, and guldance. As yuu are all aware,
our Team Rector Peter will be l&aving al the beuinning of 2022 and therefore wé will be looking lo rgoruil a new
T&am Reclor in Ihe summei of 2022, as well as recruilmenl for Ihe ungoing vacancy of New Congregations Team
Vicar.
The beglnning of 2022 will also see the start of the tAJildlng project al Newport Minster, with work on the roof.
rosloralion of monuments, wlndows and sloneworf< planned for 2022 and then a new k¢lchen and lollels lo be
completed in 2023.
As evor, the churches here would not be able lo flourlsh wEthoul the many people who work so tirelessly, often
behind the Scenes and with little recognition. lo make our churches the warm, welcoming. and loving community of
faith that we are.
We £11 know that there is still much lo do withln the parish.. lo continue working logelhér collaboralivety and lo ba
able to show God's love lo the community around us and drive fotward with God's mission in 2022 and beyand. Bul
an APCM is also a good opptsrtL￿nIlY lo look back, lo see how fai we have already come and thank God lor all that
has been. We pray that God continues lo bless and work through us. lo help and setve our local community in 2022
and beyond.

PCC Report July 2021- May 2022
The new Parish PCC has conlinued lo be very busy over the last year or so. After the APCM held on I8￿ July
2021, we m817 limès dLJrino 202112022. (Sept, Ocl. Nov, extraordinary meeting Dec, then Jan, March and May).
Over the last year mosl of the meetings have been face to face. wilh a Zoom rneeting in Dec for the extraordinary
meeting- The Parish PGC consists of 6 ¢hurchwardens (2 Irom each church) 9 elected PCC members13 from
Éach ehurchl 7 deanery synod meMbeis13 Sl. Marls and 2 each Irom St. John's and The Minslerl. W& also
havè a eo-opted member, Gemma Torrington Troasurer and Operations Manager. Rev. Slephen Suldiffe and
Rev. EmTha Cooksgy are our Team vicars, with a futther team vlcar and of eourse a New team rector lo be
appointed during th15 year.
11 has been sad lo say goodbye lo both Peter Leonard and Hannah Barradough recently. and we wish them well
in Ihelr f￿Ure appoinlmenls. Together we built up the Nèw Parish and ot*r PCC and look forward lo continued
growth.11 has been great as a PCC lo forge new relalion8hips with all three Churches, IDgellier with Ga(C￿be,
as we work log8lher. A lol of planning and new visions have emerged ov81 the last year. together ongoing
projects in the Pari8h. A great amount of Work has been undertaken to secure as many available grants as
posslble. lo help with the repairs and new proje015 in all th¥ee thurGhes.
11 has bèèn a tough year in the finance department and will conllnue to be so in the dimate we find ourselves in,
after 2 plus years of wvid and gredl economic pressure. As well as the new Psrish PCC, new chureh councils
have been sel up IDCC} lo replace the old PCC in each church. Thg new electoral roll stands at 197. We
continue lo look foN4ard as a slnole Parish of Newport and Carisbrooke with Galcombe with excilemgnl and
optimism.

Newport Minster
Wa hgve had another busy year one way and another as the exlèmal repair8 and resloralion have continued,
In Novernber 2021 we hosted Ihe Newport & Carisbrooke Communlly Council's °Chrislmas Day Complete with
Father Christmas making a visll. Thoro were hundreds of people came through the Min51or that day. We also
held our usual Advent Carol S8tvice in November.
December was busy 88 usual with our Christmas Fair held in the Minslar as wèll as our Carol Servlce then our
Crlb and Chiislingle Service led by Rèv Emma Cooksey and Rev Hannah Bariaclough. We finished Deoomber
off with Midnight Mass on 24m whioh was enjoyed by all. December also saw the Medina Community Choir hold
a concert in the Minsler whlch was both well allended and thoroughly enjoyed by those present.
Al the beginning ol January 2022. a Mernb￿ of thè public reported smoke comlng out of the Minster, and wè had
a visit from the Flre Brigade. 11 luriied out th81 we didn'l have a fire, just smoko coming from the boiléi, which
happens every now and then. This meant we had lo have the next two Sunday services in the Parish Cenlre.
We had or first Taizé sèrvlc8 of the year in January. which was enjoyed by those pr8sEnl,
February saw our first fundraising evenl of thè year with a Burns Nlghl held in the Parish Cenlre, which was a fun
evenlng with a haggis 8upper and was very wéll allended.
The Paiish joined logether on 27￿ Febiuary lo wish Pe18r Leonard. our Team Rector and Archdeacon of the
Island, a sad larewell. He was Presented with a numbèr of gifts and wished well for the future.
Week eommendng 71h March saw copiou& amounts of dirt elc. come down into Church from the roof repairs. Thls
n&cossitgled mnving our Sunday services lo the Parish Cenlre. Tho worst of Ihe'dirty work" Ib finished as Ihls is
wrillen and we are planning to be back in the Minster for services el& by 51h June.
A number of events had lo be moved ttj other venues due lo th8 Minster being out of action Including 8ishop
Jonathan's fir51 service on the Island after his Installation al the Cathedral Ihe day before. The service was
moved lo Sl Mary's al Cowes. The concert by the cholr of Kings College School was moved to St Mary's
Carisbrook8.
The Pari8h held a Lenl course thls year, with one online and thè other in person. which We￿ both well allended.
We had several Parish gètvices lake place over Holy W$ek sl¥rting wilh Palm Sunday.
The Palm Sunday $6rvice was held at Sl. Mary's after a brief se￿￿ at St Nicho13g in Castro. There was thon 8
processiori lo Sl Mary's led by Jack & Jill, 2 donkeys from Carisbrooke Castle. The service wa8 very well
allendod.
There was a service on Maundy Thursday held at St Olave's and Good Friday afteri)oon al the Minster. St
Olave's held A dawn service *or the PaThsh. All Churches then held their normal Easter Day service.

work is almosl complete. This includes replacivig most of the n)of slales, which arnounled to 4000 (which caused
us to close the Church whèn 8 copious amount of dirt elc. ¢ame downl. Many slained-glass windows have been
plaeed or repaired. 3 miles of stonework re-poinled elc., gulleiing chéckÈd and changed as necessary, and our
two maln monumenls (Prin￿SS Elizabeth and Horsey) deaned.
We have had Some vandalism when several windows werè damaged.
Wa have had some probleTllS with Ihg hèating system which necessilalod us turning the healing off whila il was
being invesligaled. Unlorlunalely. the Invéstig8tion coinaded with the Church being closed so il still needs
invesligalillg further,
We are very gralelul lo th8 many org8nisalions and people who have awarded us grants elc. lo make 811 of this
happen. They include the Nallonal Churehes Trust. National Lollery, All Churches Trust and a generous private
donor (588 notès 18 and 211.
We are looking fomard to the inlerlor work starting al the beglnnlng of 2023 which will transform Ihe interior. We
will have modern loil8ls, dis8bilily access. an up-to-(fate kilchen and e8fé area and modern seallng, which will
allow much flexibility for u&ng the interior for a variety of things, lo name bul some of the excAling things lo comè.

We again thank our Father God for his guidance 3nd resourang over Ihe year as WÈ facèd continued challenge
and un￿rtainlY.11 has bèen a year of rebuilding and change for St. John's and the wider Psrish as we were able
lo return to face-lo-fare serwees. During the year vaTiOUS waves ol Covid 19 have had their impcict on
allendance and how we have organised the church lo provide a safe ènvironmenl during the recovery. We were
also able lo work logelher more, see new faces loin OLJr leam and. unexpectÈdly see others leave us.
Wé have retained the Liveslie8ming of services for Sunday moming and special seNices allowing those unable
to attènd for health and other reason5 to be part of the worshlp as well as those we have made contact vAth
online ov6r lockdowns. Our thanks go lo those who have worf(e(l on this we8k by week. and il has been a joy to
see a nuThbw ofour yOLJnger membgrs taklng on these tasks.
The Churchyard grass has be8n cul régularfy by Steve and Libby for which we give many thanks.
The Hall and Church hires have restarted with many of the regular past users r81umlng which has asslsled Ihg
income for the church. Many thanks lo Flora for managing these relationships and Claire for her work with
deaning bolh Church and Hall régularly.
The East Wlndow was replaced in the church IN June after being rebuilt by Soltrthèm Lights. bul il has taken
sorne lime lo agrèe the Facully for replacing the other 4 windows with double glazed units {as given plannlng
permission last yearl, particularly replacing the s￿ccO work on the exlernal East wall. At last the Faculty has
been granted and now we await the slart of the work when the ulazing supplier can fil it in.

Challerbox restarted in January on a monthly basls alier mL¢ch work by Hannah and her newly formed team. ThSs
has now become èglablished with a hope of Incroasing frequency in thè future and a number of reluming and
new familias allanding.
Junior Church has restarted on a monthly basis wllh plans lo increase this lo fortnighlly and a number of lead&rs
have worked logelh$r lo run this.
Lunch cltjb restarted on Wednesdays and is running we&kly in 5choot letm lime. Many thanks lo Flora and the
8sI of the team for o¥ganising this service.
Fundraising events have restarted with Book $8l¢s, Beetle drives and Chr¢slmas and Easter Fairs providing both
financial incomè and soc4al opportunities lo meet and share. Many th8nks lo all who have supportod and wtjrked
so h8rd to prepare and run these events.
The choir was ablè lo ielum lo leading our woiship In person with various dlslanong provisions lo m8intaln
safety for all. It ha5 been a joy lo share wilh them 'live' as well as onliné and the effort pul in by all preparing for
services, particularly over festivals, is hugely appreciated. 11 has beèn s real joy lo see Jo reluming lo her role
followng her illness and the support provided by olhers in the choir. We thank John for hls continued support on
the organ and the others who play for us including H￿la￿.
Rev. E.mma Cooksey joined us in Seplember in her role as Tedm Vicar with responsibility for chlldren and
families as well as having pastoral reswn8ibilily for St. John's. 11 has been great lo get to know her 9nd be abje
to supptsrt herwilh John and Harry over the year and follow h8r d8veloprnent of school Ilnks el
Our links with retiremenl homes has been rekindled wllh regular monthly servlces resuming al Medina CoLFrt lèd
by Readèrs, supported by others providing tnusic.
Advent and Chllslmas saw th8 relum of a Da￿nesS to Light serwce and Carols by Candlelight Ih(wgh the Covid
situation lead to restrictions on numbers. Both servi¢¢s were live streamed allowlfig olhors lo lake part, if not
comfortable with livè attendan￿.
Easlei saw more combined servieès with members of the eholr lolning with other choristers al Sl. Mary's for the
Palm Sunday service after following the Donkeys down Irom Sl. Nicholas in Castro. Maundy Thursday saw us al
Sl Olave's and Good Fiiday an hour al the cross wtlh the Minster and in the evening a service of music. reading8
and poetry organised by the Choir al Sl. John's.
During the year there have been 2 parish wide courses lun (both la￿ lo face and on Zcx)ml one on prayer and
one for Lent. The opportunlty lo learn t￿ether and orow to know each other has beell a r881 banefil lo the widèr
parish.
Unexpocledly Ven. Peter Leonard left the parish and his role as Team ReoloT al Ihe end of February leadlng lo
Rev Hannah Barradough mowng on lo work with a new Training Incumbent in early April. W9 wish both ol Ihem
well in their fulure carears where the Lord leads them and thank them for all of their Input into the initial year or
two of the Partsh. We now find ourselves slartlno a ¥ecruilrnenl process for a lull time Team Rector as well as a
third Team Vicar as we move forward into eonllnu8d ahange but confident in our loving God.
Another departure has been Flora stepping down from the role of church warden and I would like lo record my
thanks for all her support over Iho year in this job and her continulng work in so many other lask8.

The Church Plate, Linen, fixtures and fillings are all in order.
Tha church and h811 buildings are walertighl Ihough awaiting retAacemenl of 4 wlndows al the east end of the
church and stucco work, a faculty has been granted for this together with the repair 2nd wplacement of the
rnain East window performed h) June 2021. The funds lor this Temaining work are Idenllfied, available and ring
fenced In the church budget.
Regular checks on the slate ol rool. gullers and walls are performed espècially duringlfollowing heavy rain and
slfong winds. No signifioanl damage has been found. though some plaF)I life has be8n remov8d from the roof.
A recent Electrical Inslallallon Condition RÈport for Church and Hall identified some remedial work lo bring the
installations up to the lalest NICEIC wiring regu1211or)s, this work has been qLJoled, the funds identified and
allooated, and a dale is being sought for the work. from the electrical conlraclor.
A minor gas leak was identified in the H211 which was repaired recently once an available contractor was lound
Inol an easy task il appears}, they have also been asked lo quote to perform the slightly overdue maintenance
check on thè Hall gas appliances.
The Quinquennial repoTI identifies approxlmal6ly £150k of stone work on the church exterior Ihal wll need lo be
done ovèr the next trf 10 years. To assist with access lo funding streams Sl. John's applied sone time ago for
Inclusion on tha Heritage at Risk Register. Travel resliiclions on Historic England staff over eovid19 delayed the
sile visit until Decembgr 2021 when d thortsugh inspection took place with explanation of thè work thal had been
done (previous work on inl&rior and rooll was pendino (Easl windows) and planned 12020 vision plans for
inlemal reordering and replacomonl of the hall lolning lo the churohl. There was no question ill the mind of the
inspecting arLliilect who look a recommendatloll lo Historic England and St. John's wll appear on the register on
ils next revislon, late 2022. 'fhis will allow ac￿ss lo sorne funding 8treams usually only evailable to Grade l and
The 2020 vision plans for reoréering in the church and r6pl8¢emenl of the hall had led lo a Local Authority
planning application prior to the start of the Covid19 reslriclions. During the restrictions a number of 'lo and fro,
discusslons dèfinèd the bc￿ndarieS aceeplable for this developm8nl in the Sl. John's Road conservation area
and with a grade 11 lisled building. Planning permission was granted April 2021. FollovAng this x series of
meetings were held lo review Iho requlremenls in the light of changes made durfng the plallnlng procèss,

the DAC secretary and the Acting Archdeacon suggest that thèrè are no problems anticipated with Faculty
approval for the planned developments thus making il reasonable to move on to engaging further detailed
engineoring support (Acoustic. H88ting and Slrucltjrall through our architect lo allow rnoie accurate coslings to
be established. More accuraté coslings will allow funding streams lo be investigated linked lo rewslon of the

sanitiser arrangèments are still in place as aTe special arrdngemgnls for comrnunion. During Lent and Holy Week
we were involvéd in video rpadings and joinl parish events ori ling including a Lent Cours6. We wèrè 8bJe Ic> hold
EasleT Semces, and our Remembiance Service Iheld al Sl Mary's around the Wai Mèmorial). Our Christmas
Services were Successful, although due lo COVID our llumbeis were less than last yesr. The remaining choir
members are committed to musie sl Sl Mary's and have regularfy been al the 9.30am seNice (often
unaccompariiedl. Lonu tem) plans for rnuslc al Sl Ma￿S are still to be forrnulaled. Our thanks lo Ihem for their

By Mld 2021 we were able lo fully operkle In the ¢hurth hall, whlch was a btrnus in lems of comtnunily use-
and income. Our thanks to BEM for efficlenlly cleaning and monitoring the hall 8nd lo Brenda Hall for dealing with
the bookings. Parson's Pantry continues lo be an excellent outreach

can report that the church is good order. The la51 quinquennial (Nov 20191 indicated that Iheie are no major
structural works required. However, lime conllnuos lo lake its toll on the stone condilion and slate of the roof. In
June 2Q20 and October 2020 such émergenoy Works were dealt with. Sin¢6 then the statutory electrtcal
inspection has taken place and this hlghlighled several important issue5 and some rninor ones. The work on the
church has already been comploled al a cost £1331.e4 paid for by the Frlends of Carisbrooke Chur(* . There is
some work lo be cotnpleted on the electrics in the Church h811. The Fri8nds have agreed to pay for these, bul th&
work has not yet bgen completed.
The graveyard conlinLFes lo be tended lo by the Isle ol Wight Council. Wè can report that the church veslmenls
and frontals are in good condllic>ns as is the churth plate.

thei8fore gol into a deficil position with the Parish Share lo the Diocese, which tho PCC Intends lo redu￿.
Furiher on mergei of the Parishes of Sl Johns, NÉwport, 8nd Sl Marys Carisbrooke, Ihg comblned parish has
iaken on incroased Indebtedness to the Diocese. The paiish Share arfftars do not constitute a contractual
obligalion, and IheTefoie are not included as a liability in these accounts.
Al Ihe Ilmè of approving the fsnancial slalemonls. the Iruslees have a reasonablè expéctation that the Parlsh
has adequate r8sources lo continue in opeialional exlstence for the foreseeable future. Thus the trustees
continue lo adopt the going concern basis of a￿oUntIng In prÈparing the financial slalemenls.
1.3 Charitablè funds
General lund5 represent Ihe funds of the PCC that are not subject to any re8lricllons regarding their use and
are available for application for Ihe general purposes of (he PCC. Furids designated for a particular use by the
PCC are also unreslrioted.
Restrictod funds are those funds that musl be spettl on reslrlcted purposes and details of the funds and
restrictions are provided. Endowm6nt funds are Ih08e wheTe Ihg capital musl be maintained.

21 Events after the reporting date
Durlng the year, the charlly applled and has been awarded funding for the next stages of Ihe restoration
projecl al Newport Mirisler. On 23 June 2021 the Church re￿iVed notice that il had been stscc6ssful in a bid
fof grant lunding up lo £869,000 fmm the National Lottery Heritage Fund. In 8ddilion, th8 Church received
noliLe on 3 September 2021 Ihal il had been gucLe55ful in a bid of £584,189 from the Naliollal Churches Trust
(Hisloric England) for the project ol renewal al Newport Minster. The projscl received notice 10 81art on 4
January 2022, and the project has mmmenced In 2022. The Church is enlilled lo the funds once perlormanc
crlleria ar8 mel, and the grants can be d¥awn down monthly, and quarterly respectively to match payments
made. As such these grants will be recognised as income as Ihe project progresses in 2022.

Thé Uppar Almshousès Trust- Réglslèrèd charlty number 236493
The ChurchwaFdons and Incumbonl aro also the Trustees ol a separate charily - the Upper Almshouses Trust
Newporl and the PCC administers the assets of the charity with thdt of the PCC. The Upper Alsmhouses are
separately regislered with Ihe Charily Commission under number 236493. The59 funds are with Newport
Minster and included in creditors at £14,057 {2020- £10,548).
Friends of the Minster Church of Saints Thomas Newport Isle of Wlght- Reglstered charity 1133165
The friends organisation raise funds for the upkeep of th6 church buildings and 1$ reglsler8d as a charily
under number 1133165. During the yèar the Friends, Charily eontribulÈd funds towards the re8loration project
induding 8ssisling with events, and Ihe liai50n with the builders and grant providers.
