
## **Trustees Report for Prodigal Bikes - 1[ st ] November  2021 to 31[ st ] October 2022** 

## **Legal Status:** 

Prodigal Bikes is a Charitable Incorporated  Organisation (CIO), registered on 20[ th ] December 2016, registration number 1170845. It was recognised by HM Revenue and Customs as a charity for tax purposes on 23[ rd ] October  2017, effective from 21[ st ] December 2016. Prodigal Bikes is registered for VAT, effective from 1[ st ] February 2020.

## **Charitable Objectives:** 

Prodigal Bikes has two objectives; firstly  we aim to provide and maintain suitable bikes, donated  by the public here, to people in Africa to enable them to gain access to education, trade, employment or healthcare. Secondly, we aim to prepare the bikes here with ex-offenders and other disengaged people, to teach them basic engineering skills and inspire them towards employment in Engineering-related  jobs, away from crime, homelessness and long-term unemployment. We believe this work can give them a real sense of achievement and self worth, through them making significant contributions to helping some of the world’s poorest people. 

## **Changes to Board of Trustees** 

Jamie Bruce stepped down as a Trustee of Prodigal Bikes. This was due to needing to cut back on the number of his (very considerable) charitable commitments. Jamie has agreed to help PB if we were to need advice in his area of expertise, youthwork, in future. We are very grateful to him for his help and advice during his time as a Trustee. 

## **Review of Activities and Achievements for 1[ st ] November  2021 to 31[ st ] October 2022:** 

## **1. Income and Expenditure overview.** 

Through this reporting period we were fortunate enough to receive several substantial grants. Two were for our UK work - we are especially grateful to the Fairfield Charitable Trust and the National Lottery Awards for All programme. Additionally, one was for our planned shipment to Eldoret, Kenya - and again we are especially grateful to the Jephcott Charitable Trust for this. Combined with several smaller grants, ongoing public donations, tax reclaims and our bike sales & repairs, we increased our income to 33.8K, a 20% increase on the previous year. Hence our finances have remained strong throughout this reporting period. 

Unfortunately the container of bikes that we sent to our project in Gai, Kenya, this year was delayed when it arrived in Mombasa. The reasons for this are outlined below. The demurrage fees incurred pushed the shipping costs to over £13.5K, when around £9k would be more usual. Hence our financial position at the end of this reporting period was not as strong as we had hoped. 

Our other significant increased expenditure was due to the Operations Manager increasing from one to two days per week. This has facilitated a second group coming to our 



workshops on Wednesdays alongside the Friday group, given more time for administration work and increased our bike production rate. 

## **2. Supply of bikes to Africa, and ongoing support of delivered bikes.** 

## **Gai, Kitui County, Kenya** 

In January 2022, we loaded our fourth shipping container with bikes at our base at Furringdon Farm, South Somerset. This one contained 130 bikes, a large quantity of tools and bike spares, plus a workbench and shelving units. All this was destined for our programme in Gai, Kitui County, Kenya where our existing programme was already running. 

During the loading, the container’s contents were inspected by a customs official contracted by the Kenyan government. The container was then cleared  and sealed, so should have gone straight through the port in Mombasa. 

However, two bikes inside the container were destined for a local medic, and contained medical items in their panniers. Despite PB thoroughly complying with necessary paperwork, once the container was en-route, it emerged the recipients needed to be a registered medical facility, which they weren’t. Secondly, the contract under which containers were inspected in the UK expired just before the container arrived in Mombasa, negating the customs clearance in the view of the customs people in Mombasa. These two factors lead to the container being needlessly emptied and repacked in Mombasa, then again when it arrived in Nairobi, and the contents revalued. Another problem then emerged, that the recipients of the container, being located in rural Africa with limited IT access, were unable to reply to the questions from the local shipping agent. All this combined to add another £4.5K of demurrage fees to the shipping costs. For next time, we will limit the container contents to bikes, spares, tools and other simple items, and we will make sure our recipients are adequately connected with IT to resolve any queries. A new system has been put in place, with inspections done in Mombasa by an international company. Our fifth container, scheduled to go through Mombasa in April 2023 will test the effectiveness of this new system. 

Our fourth container was delivered in May 2022, and the bikes were distributed to children at ten schools plus local pastors and medical practitioners in the area. The bikes are being used a great deal, and really helping a lot of children reach schools. The two medical bikes are being used regularly by a local doctor to reach patients in an area around 30km south of our main base in this area. 

One small batch of bike spares was supplied to the programme in Gai in November 2021. The container which arrived in May 2022 contained a very large amount of spares, and these have supported the programme since then. 

Our Operations Manager, Anthony Raybould, visited Gai as part of a trip to Africa in October 2022. Sadly, within a couple of days of arriving it became clear that one of our mechanics had some serious mis-conduct issues. Given that we are working with many children there, and that our workshop is based in the grounds of a clinic, his conduct was especially unacceptable. The Operations Manager gave him a stern warning that his conduct must improve. He ignored these warnings, so was dismissed two days later. The other mechanic, Mbiti, was then promoted to head up the programme, with two new mechanics swiftly recruited; Joshua and Elijah. Joshua is an experienced bike mechanic from a nearby village, and Elijah has some Engineering training from a local technical college. This new team appears to be working well maintaining the bikes. 

Our Operations Manager was able to establish that around 200 bikes, spread over 10 schools and an HIV clinic, were still being used regularly, which we view as a great sign of the success of this project. The 60 bikes we fitted with solid tyres were doing particularly well: punctures are a constant problem here, with thorns littering tracks which don’t have vehicle traffic. The solid tyres remove this problem, and are withstanding the rigors of use in Africa well. A number of bikes previously supplied have now worn out or have proved too complex to maintain so have been scrapped or used for spare parts and, inevitably, some have been “retained” by the children once they left school. A few have been stolen or sold on. To improve the utility of the bikes being provided, we will now supply bikes that are easier to maintain and fitted with solid tyres. 



On the same trip, our Operations Manager was able to get the workshop better set up, sort the spares and provide items they were running short of. Mbiti is well placed to monitor the bikes, so we are more confident of the recently supplied bikes having a longer life. Our mechanics have a much better understanding of how to maintain the bikes than when the programme first started, too. A further shipment of 380 simpler bikes, all fitted with solid tyres, is proposed for 2024.

## **Bandawe and Chintheche, Malawi** 

The (third) container which we dispatched back in April 2021 arrived in Malawi in October 2021, delayed whilst Malawi reopened its borders. However, the container remained loaded, awaiting the arrival of staff from the charity Hooke Court in Malawi. They were able to visit in June 2022 and distribute all the bikes to the teachers from nearby schools. The container was then converted into a workshop. The container is located on a permanent base at the Bandawe School for the Deaf. Every Wednesday the head of the school, Jacob, works with the children there, teaching them bike maintenance to help them gain employment later in life. The programme looks to be going very well from the WhatsApp messages we receive from Jacob, with the bikes still running. The teachers live around 4-8 km from their schools, so they really help the teachers get to school on time with enough energy to teach. A visit by Hooke Court staff to this programme is planned for mid-2023 to monitor the project first hand.

## **Eldoret, Western Kenya** 

After visiting the project in Gai, Kitui County, in October 2022, our Operations Manager visited three charities in Eldoret. They had been in touch with Prodigal Bikes via email through 2021 requesting bikes and also tools from us. Hence PB was looking to meet their requests. These charities are 

   1.  Langas Gorofani Luo (LGL) - a charity working in the Langas slum just outside Eldoret. The slum is “home” to around 500,000 people and suffers from many serious social problems. LGL train unemployed people from this slum in carpentry, IT, tailoring and metalwork. Helping them gain an income for themselves with their skills helps the slum dwellers and reduces the social problems in the slums 

   2.  The Integrated Community Resource Group (ICRG) - a similar charity working in the smaller Huruma slum on the western side of Eldoret. They run IT, agriculture, knitting and sewing classes from their centre just outside Huruma. 

3.  AGBEL - a charity working with people with special needs, again helping them to gain employment. They are based south of Eldoret, just to the east of Kisumu. All three charities came across very well, doing amazing things with very few resources. 

Our bikes will improve access to education and employment and the tools will help the three charities provide more training and hence more employment in their communities. 

We produced 80 bikes for them between January 22 and June 22, and collected a large quantity of refurbished tools donated Free of Charge by Tool Aid Ringwood in Dorset, to whom we are very grateful. 

We had hoped to send this (fifth) container in June ‘22, but with the problems with the (fourth) container to Gai, we became reluctant to send this one to Eldoret at that point in time. With Kenyan elections in August ‘22 passing peacefully, a new customs system was introduced in September ‘22. After the visit in October ‘22, we felt confident to start planning the shipment of this container too. 

## **3. Work in Ex-Offenders, Long term Unemployed people and excluded school children.** 

Through the reporting period our Friday group worked with five men aged 18 to 45. All had backgrounds in offending, long term unemployment and exclusion from school. Two have gone on to employment as vehicle mechanics after a few months with us. One left of his own will as it became apparent that this line of work wasn’t for him. The remaining two are still with us. They have benefitted hugely from working with us and both are transformed in their self confidence, skills and desire to work.

Due to our stronger financial position, we were in a position to also open on Wednesdays from May 22. At that time, we were approached by a Special Needs centre in Yeovil, The Hub, who were keen to work with us. They were able to bring groups of four out for 2 hour sessions on Wednesday mornings. We ran this from May until October, with three groups of four people, each group for two months. With the deteriorating weather the work was suspended at the end of October. It will resume in April 2023 in a similar format. These groups produced 20 bikes which are now on their way out to Africa. The people from the Hub really enjoyed their time with us and learned some basic Engineering skills, gaining self confidence and a sense of engagement as a result.. 

Throughout all this time, The Operations Manager has been assisted by volunteer Steve Carden, who has provided much support, collecting bikes, helping fundraise and assisting in the workshop. We are very grateful for his assistance. 

## **4.  Refugees and Asylum Seekers** 

The Welcome Hub in Yeovil, an organization which assists refugees and Asylum seekers in the Yeovil area, contacted us in February 2022 requesting a bike for an Afghan refugee. We supplied him with a bike. Following the Russian invasion of Ukraine in February 2022, large numbers of refugees were being accommodated in the South Somerset area, and more and more requests were being made. The bikes were needed here by asylum seekers from numerous middle eastern countries as well as Ukrainians, and also local people on low incomes. These bikes were purchased from us, funded in November 2022 by the Yeovil Christian Support Trust. Around 30 bikes were supplied up to the end of this reporting period, and the demand continues. We supplied accessories like helmets, lights, locks, basic tools alongside the bikes, to help the recipients ride safely and keep their bikes running. 

We came to realize that this was a really good use for the bikes we were being donated that were too complex for Africa. We plan to add the UK as a destination for supply of our bikes, thus making this work part of our core charitable work.

**Future plans** 

Africa: 

The Trustees agreed to go ahead with the shipment of bikes and tools to Eldoret in early 2023.  This is now well in hand, and grant applications for the shipment are being applied for. The high cost of our shipment to Kenya in early 2022 again raised concern. Shipping 20ft containers of around 130 bikes to Kenya has become uneconomic, with a high level of financial risk for the charity. We are addressing this in a number of ways. 

As stated last year, we were looking to increase our storage area, enabling us to ship bikes in larger 40ft containers containing around 380 bikes, roughly halving our cost per bike of shipping to Africa. This is due for completion at the end of February 2022. 

Secondly, we were becoming concerned at the import duty charges Kenya was charging us for importing aid. After some research, Malawi and Zambia were identified as future recipients of our bikes. However, we had a couple of applications from charities in Tanzania. One charity, The Community Support Mission (CSM) has some experience with Import Duty exemption, making Tanzania a possible destination for our bikes too. The other is One Bike Tanzania, who supply bikes to people around Moshi near Kilimanjaro. 

As mentioned earlier in this report, our Operations Manager managed to get out to Africa in October 2022. After visiting Gai and Eldoret, he flew to Dar es Salaam to meet members of the CSM charity, and visit the schools identified in the Kibaha region. Thus a secondary school he visited, Rafsanjani Soga school, and four outlying primary schools, have been selected to receive 310 bikes from us. Additionally, 70 bikes will be going up to One Bike Tanzania. This shipment is planned for dispatch in November 2023. 

One further shipment of 380 bikes to Gai, Kenya is then planned for 2024 to get the programme there to the number of bikes we feel it needs to be at. These will all be fitted with solid tyres following our successful trial. 

We are hoping to partner with some more local bike workshops, for them to also produce bikes for us to send to Africa. This will significantly increase our production rate. 

## Training work in the UK: 

The Special Needs group is keen to continue on Wednesdays through 2023, and more volunteers with a background in long-term unemployment will join our Friday group. We are hoping to partner with a Somerset-based charity called Promiseworks, who work with many youngsters that we feel would benefit from spending time with us. This could significantly increase the number of people we work with through 2023. 

## Refugees: 

We have a Trustee meeting in March and plan to add the UK to our destinations for our bikes. Thus supplying bikes to refugees would become one of our charitable objectives. We are now working with Taunton Welcomes Refugees, and are looking to expand this side of our work all over Somerset. 

## Fundraising: 

We plan to run a sponsored ride, to raise money for our next shipment to Tanzania, in April 2023. Alongside our usual bike sales and repairs, gift aid and VAT reclaims, grants and public donations we are confident of our continued financial sustainability.

As the charitls trustees, you are responsible for the preparation of the
accounts in accordance wtth the requirements of the Chartties Act 2011
(Ihe A
I report in respect of my examination of the Trusfs accounts carried out
under seth.on 145 of the 2011 ACE and in carying Out my examination, I
have followed all the ap￿iCable Directions given by the Charrty Commission
under sects'on 14515)(b) of the Ad.
