published by the Charty Commission relating to public benefit, induding the guidance 'Publi¢ benefit. running a

Each year the aims. objectives and actniities of the charity are reviewed. The review looks al Ihe Charity has
achieved and the outcomes of the work in the previous 12 rnonlhs. The rewew looks at the success of each key
aGtNity and the benefits they have brought lo those group5 of people the Gharity is sel up to help. The review also
hÈlps to ensure the aims. objectives and activities of the Charity remain focused on the stated PUTPOSe.
b, Actrvities for achieving objectives
The charty carries out its objectives by.
Being available to provide emotional support for those people who are expenenGing feelings of distress or
despair. including those that may lead to suicide..
Reaching out lo high risk gruups and communities lo reduce the risk of suicide;
wO￿l￿g in partnership with other organisalions, agencies and expetts.,
Inffluencing public poliGy and raising awareness of the challenges of reducing suicid&.

The chanty is grateful for the unstinting efforts ol its volunteer5 who are involved in service provision and

a. Flnanclal review
The chartys main SOU￿ of fvnds for the year has been through fundraising actimties and income from
donations has reduc8d.
The charity Trustees have also elosely monitored and evaluated those costs incurred in operating the branch
throughout the year 2fKI a￿ satisfied with it5 performance.
Net outgoing resou￿eS for the year was £29 {2023.' Net outgoing resources of £2.1851.
b. Review of actlvltlos
The focus has moved lo fundraising which hwj been ￿$trIcted in prior years due lo the effects of COVID-19.
c. Going ¢on¢èm
After making appropriate enquiries. tho Trusleos have a roasonable expectation that the charity ha5 adequate
resources lo continu& in Operational existence for the forèseéable future. For this reason, Ihay continue to adopt
the going concern basis in preparing the financial slaternents.
d. Reserves pollcy
Th8 Trustees aim to maintain free reserves in unrestricted funds at a level vthich equates tcj approximatety
eHJhleen months of unreslricled charitable eXpendrtu￿. The Trustees Consider this level will provide sufficient
nds to Continue the current actsvities of the charity in the event of a signthcant drop in income in any one year.
Al the balance sheet date free reserves stood at £43.505 which represents approximately 25 months of
expenditure. The Trustges wiu continue lo work to hold reserves in line with the policy over the coming year&

a. Constltution
Thg charity was incorporaled on 8 December 2016 as a Charitable Incorporated Organisation. with tts goveming
document baing tts constttution. All assets and liabilities of the former unincorporated charity (The Samaritans of
Ashford and Tenterden- Charty number 2644011 were IransfeTred on 1 April 2017 to the charity.
The principal object of the charity is to:
work for the assistance of those who are suicidal, despairing or in distress in Ashford, Tenlerden and
surrounding areas. and.,
support other recognised branches of The Samaritans.
b. Methods of appolntment or oleGtion of Trustees
Tho management of the charity is the fesponsibility of th8 Trustees who are elected and CDwOPted under the
tem)s of modèl eonstitthion. The conslTtulion provides for a minimum of 3 trustees to a maximum of 8 trustees.
Trustees are to serve for a period of three years after which they must be re*lected al the next Annual General
Meeting. All Trustees giv& thair time voluntarily and receive remuneration or other bengffts.

The Trustees are responsible for preparing the Tru51ees' report and the financial slalemenls in accordance w￿h
applicable law and United lfjngdom Accounting Standard5 (United Kingdom Generally A￿pted Accounting
Praetice).
The law applicable lo charities in England & Wales requires the Trustees lo prepare financial statements for
each financial year which give a true and fair view of the slate of affairs of th8 charity and of its incoming
resources and application of resources, including its income and expenditure, for that period. In prèparing th8S8

Reporting by Ch8rities-. Statement of Recommended Practi￿ applicable to charities preparing their accounts in
ac￿[dan￿ with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in
preference to the Accounting and Reporting by Charities.. Statement of Recommellded Pradice issued on 1 April
2005 which is referred to in the extant regulab.ons bul has been withdrawn.

Accounting policles
2.1 Basis of preparation of financial statements
The financial Slatemenls have been prepared in accordance with the Charitie$ SORP {FRS 102) -
A¢¢ounling and Reporting by Charities.. Statement of Recommended Pradice applicable to chartties
preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK
and Republic uf Ireland (FRS 1021 leffeclive 1 January 20191, the Financial Reporting Standard
applicable in the UK and Republic of Ireland {FRS 1021 and the Charities Act 2011.
The financial statements have been prepared to give a 'true and fairf view and have departed from
the Charities {Accounts and Reports) Regulations 2008 only lo the extent required lo provide a Irue
and fairf wew. This departure has involved following the Charities SORP IFRS 1021 published on 16
JU￿ 2014 rather than the Accounting and Reporting by Charities.. Statement of Recommended
Practice effective frrmn 1 April 2005 which has since been withdrawn.

2.2 Income
All income is re¢ognised once the charity has entitlement tc) the income, rt is probable that the income

The recognition of incorne from legacie5 is dependent on establTshing ent((lement, the probabilty of
receipt and the ability to estimate with sufficient accuracy the amounl receniable. Evidence of
entrflement lo a loga¢y exists when the Gharity has sufficient evidence that a gift has been left to them
Ilhrough knowledge of thé existen¢e of a valid will and the death of the benefactor} and th& executor
is satisfied that the property in question will not be required lo satisfy claims in the e51ate. Receipt of

amount receivable, which wll generdlly be the expected Cash amount to be distributed to the charity,

Grants ara included in the statèmènt of financial 8etivities on 8 r@eeiv8blè basis. Th8 balar￿0 of
income received lor specffic purposes but not axpended during Ihg period is shown in the relevant
funds on the balance sheet. Where income is re￿iVed in advance of entitlement of receipt, its
reEognition is deferred and included in creditor5 as deferred income. Where enti(lemenl occur5

2.3 Expenditure
Expenditure is recognised once there is a 5egal or constructive obligation to transfer eGonomic benefit
to a third paty, rt is probable that a transfer of economiG benefits will be required in settlement and
the amount of the obligation can be measured reliabty. Expenditure is classified by aclivity. The ¢osl$
of each activity are made up of the total of direct costs and shared costs, including 5UPPOrt costs
inVo￿ed in undertaking each activity. Direct Costs attribulable to a single activity are allocated direct
to that a¢tivity. Shared costs which contribute to more than ong activity and sijpport costs which are
not attribLrtabla lo a singla activty are apportioned bets￿98n thoso activities on a basis consistent with
the use of resources. Central slaff costs are allocate(l on the basis of time spent, and d&pr8cialion
harg¢s allocaled on the portion of the assevs use.
Expendrture on raising funds includes all expendf(ure incurred by the charity to raise funds for its
charitable purposes and in¢ludes ¢￿ts of all fundraising activities events and non-charitable trading.
Expen¢Jtture on charitable activities is incurred on directly undertaking the activities which further the
charity's objectives, as well a$ any associated support costs.
All expenditure is inclusive of irrecoverable VAT.
2.4 Interest receivable
Interest on fur)ds held on deposit is included when receDiable and the amount can be measured
reliably by the ¢harily, this 15 normally upon nolificalion of the interest poid or payable by the institution
with whom th8 funds ar• dapositad.
2.5 Tanglblg flxed assets and depreclatlon

2.8 Llabilltles and provisions

Liabilitses are recognised at the amount that the charlty anticlpales it will pay to settle the debt or the
amount it has rècewéd as advanced paymentg fdr the gorxls or sérvicès it must promdè.
Provisions are maasured at the best estimate of the amounts required to settte the obligation. Where
the effect of the time value of money is material, the provision is based on the present value of those
amounls, disGounled at the pre-tax discount rale that refleds the iisks specific to tho liabilty. The
unwinding of the discount is recognised in the statement of financial activities as a finance cosL
2.9 Flnanclal Instruments
The charity only has finanGial assets and financial liabilities of a kind that qualfy as basi¢ financial
instruments. Basic financial instruments are initially recognisèd at transaction value and subsequently
measured at their settlement value with the exception of bank loans which are subsequently
measured al amortised cost using the effective interest methcd.
2.10 Fund accounting
General funds ar8 unrèstri¢ted funds whiGh are awailablè for us$ at thè discrétion of th& Truste&s in
furtherance of the general L)bjedives of tho charity and which have not been designated for other
purposes.
Restricted funds are funds which are to be used in accordance with specrfic restrictions Imposed by
donors or whi¢h have bEon raised by the Gharity for particular purposes. The ¢osts of raising and
administering such funds are charged against the specific fvnd. The aim and use of each restricted
fvnd is set out in the llole5 to the financial statement5.

18. Restricted funds
The IT projects fvnd represented funds to enhance the IT equipm8nt of the charity. The remainder of this
fvnd was ulilise<l on capital expenditure in the 2022r23 year.
The Kent Minds fund is to be used for the conversion of a bedroom. Of the £1,000 donated. £778 was
utilised in the 2022123 year convèrtng a bedroom lo an Off￿e.
