The structure is a simple one with four voting trustees.  As an environmental (although non-political) organisation, LCL exists within a loose network of similar organisations within the North Lincolnshire area.  Specifically, it has strong links (and some shared membership) with: 

Transition Town Louth (an unincorporated not-for-profit association) that is one of some 300 “transition towns “around the UK including several in Lincolnshire. Friends of the Lincolnshire Time and Tide Bell (a Community Interest Company, registered in August 2017 under Companies House no. 10934941).

The provision of a food composting scheme: 

The Community Composting Scheme (CCS) represented a wholly charitable activity – outside normal public or private provision.  It had a successful track record, being in operation from 2014 to August 2022.  The scheme operated by collecting food waste by bicycle and trailer from households that were part of the scheme and turning this into organic compost suitable for growing food. CCS member households were offered organic compost bags on favourable terms.  It was non-profit making – the small sums derived from the sale of organic compost were ploughed back into supporting the work.  During the eight years of its life, approximately one tonne metric of organic compost was produced.  The scheme was brought to an end in August 2022 having, in the view of the trustees, achieved its objectives.  The model of a local food waste recycling scheme had been proved to be feasible and its benefits made clear – both to participating households and more widely.  Individual households are able to continue the practice though other avenues.

## Section D                      Achievements and performance 

**Summary of the main achievements of the charity** Summary of the main milestones and achievements of the charity during the **during the year** year to 31 August 2023: A robust financial regime remains in place and LCL is financially secure. Public liability insurance cover was maintained. 

No formal meetings took place between the AGM in May 2023 and that in April 2024 but the trustees met informally, participating in LCL and associated events and at other times. Specifically in relation to LCL’s three objects: The three organic community gardens established by LCL are maintained to a generally satisfactory standard.  It may in the future be possible to increase the volume of food grown. As above, the Community Composting Scheme was ended during 2023. Presently, LCL pursues its public benefit objectives in two main ways. Promotion of cycling has to a large extent been formalised within the framework of the county-wide _Active Lincolnshire_ programme, specifically by the establishment of a bicycle repair hub in Louth as part of Wheels for Life (W4L).  This project works by accepting donations of bicycles which are then renovated and passed on to individuals (free of charge) needing a bicycle for essential journeys such as work and/or those in transport poverty.  The transfer of ownership is facilitated by referrals from social agencies. The hub is located within the Louth Youth and Community Centre (LYCC) and is managed by James Pocklington with the help of two volunteers who receive [informal] training. The W4L project is being further expanded throughout Lincolnshire.  While the number of bicycles donated has been more than satisfactory, both generally and in Louth, provision of roadworthy bikes to individuals has been less than was hoped for.  This seems to be due to the limited number of referrals made. LCL itself continues to publicise the scheme through the work of the Louth hub itself and as part of associated projects such as the national Big Bike Revival, a two day local event being promoted by LCL in Louth during January 2024. During the period of the report LCL inaugurated a local “Repair Café” (RC) in Louth.  More accurately this is a revival of earlier events managed by Transition Town Louth and reflects much greater international and national interest in the concept that broken items should be brought back into use rather than replaced.  The events take place regularly at the Louth Youth and Community Centre during the late spring to early autumn period.  Repairs are undertaken by skilled volunteers; members of the public are asked to sign liability disclaimers; and the work carried out, whether successful or not, is recorded. Free coffee and cakes are available and the cafes have the flavour of a drop in event where people can meet informally.  To date 4 events have taken place and approximately 100 items examined.  Donations are voluntary.  Donations have amounted to £448 which are recorded in the LCL accounts.  RC monies and those associated with the W4L hub are ringfenced in LCL accounts . .
