The structure is a simple one with four voting trustees.  As an environmental (although non-political) organisation, LCL exists within a loose network of similar organisations within the North Lincolnshire area.  Specifically, it has strong links (and some shared membership) with: 

Transition Town Louth (an unincorporated not-for-profit association) that is one of some 300 “transition towns “around the UK including several in Lincolnshire. 

Friends of the Lincolnshire Time and Tide Bell (a Community Interest Company, registered in August 2017 under Companies House no. 10934941). 

Management of risk is applied to individual events on a case-by-case basis.

To promote, for the benefit of the public, the conservation, protection and improvement of the physical and natural environment in particular, but not exclusively, by the provision and promotion of a food composting scheme; the promotion of cycling as an environmentally friendly mode of transport; the promotion of organic food growing.

The provision of a food composting scheme: 

The Community Composting Scheme (CCS) is a wholly charitable activity – outside normal public or private provision.  It has a proven track record, having been in operation since June 2014, since when it has expanded.  It operates on environmental principles within the town of Louth.  When LCL was set up in December 2016, the ongoing costs of the scheme were funded with financial help received from Transition Town Louth.  Subsequently, a grant of £500 was given by East Lindsey District Council for the purchase of further start-up equipment: a second shredder, a two-metre cubed fold-down composter, and some food caddies.  It is non-profit making – the small sums derived from the sale of organic compost are ploughed back into supporting the work.

The scheme works by collecting food waste by bicycle and trailer from households that are part of the scheme and turning this into organic compost suitable for growing food.  CCS member households are offered organic compost bags on favourable terms. 

The promotion of cycling as an environmentally friendly mode of transport: Inter alia, LCL undertakes the repair of bicycles free of charge with voluntary donations ploughed back into the support of its activities. 

The promotion of organic gardening: 

The three organic community gardens are managed by LCL.  The food grown is given away free.

Low Carbon Louth welcomes the participation of the community volunteers as well as the public at large in its work, whether actively or passively, and is mindful, if young or vulnerable people are involved, of the need for suitable safeguarding policies and practices to be put in place. 

The impact of the Covid-19 pandemic has resulted in less activity at the public access community gardens in line with government guidelines. The community composting scheme continued throughout the periods of lockdown as it was considered an essential service.

|**Summary of the main**<br>**achievements of the charity**<br>**during the year**|Summary of the main milestones and achievements of the charity during the<br>year to 31 August 2020:<br>A robust financial regime remains in place and LCL is financially secure.<br>Public liability insurance cover was maintained.<br>The trustees met formally on 2 occasions and the meetings were minuted and<br>approved.<br>Specifically in relation to LCL’s three objects:<br>The three organic community gardens managed by LCL were maintained to a<br>satisfactory standard.  The level of participation by local people was recorded as<br>part of monitoring LCL activity.<br>For the year ended 31 August 2020, the Community Composting Scheme took in<br>22 households within the town of Louth – comprising perhaps 50 people.<br>During the period of this report 732 individual house collections were made and<br>the 2050 kilograms of domestic waste collected were diverted to the process of<br>production of organic compost.<br>Approximately 1 tonne of finished compost was produced, the majority of<br>which was applied to the community gardens, a small amount being donated<br>back to householders.<br>The trustees were encouraged by the increase in cycling during the lockdown<br>periods and made a commitment to increase the level of pro cycling activities in<br>2020-21. To this end the trustees made initial enquiries to register LCL as an<br>approved repairer for the Government’s “Fix your bike” scheme. The trustees<br>also contacted other cycling groups in the town to discuss the possibility of a<br>“forum” for thepromotion of cyclingin Louth.|
