to our Annual Report
The Trustees are proud to present GlobalARRK's 2024-25 Annual
Report, highlighting our work and impact over the past year. This
report provides an overview of our ongoing efforts to support
internationally displaced parents and to advocate for fair,
compassionate cross-border family law practices.
Over the past year, we have continued to stand alongside 'Stuck
Parents, offering direct support services and empowering them to
amplify their voices in order to influence policies that prioritise the
needs of children and families.
Our progress would not be possible without the unwavering
dedication of our volunteers and staff, as well as the generosity of our
donors, funders, and partners. We are truly grateful for your
continued trust and collaboration.

To relieve the needs of children and families at risk of, or undergoing, international custody
and residence conflict including international parental child abduction, by:
Educating families and the public, raising awareness of the risks of relocating abroad and the
possible legal implications for families
Supporting children and parents in need who are'stuckl* in a foreign country
Advocating for the rights and best interests of children and parents who are'stucki* abroad
Providing families with information and signposting to mediation, counselling and other
support services
Encouraging and undertaking research and study into such issues and publicising the useful
results
*The term 'Stuck' means: unable to lawfully return to live in the country they consider 'home'
with their children after an international residence / custody dispute with the other parent

Public Benefit Statement
The Trustees of GlobalARRK confirm that they have complied with their duty under section
17 of the Charities Act 2011 to have due regard to the Charity Commission's guidance on
public benefit in exercising their powers or duties.
All of GlobalARRK's service5 are provided without charge and are open to people
regardless of nationality, gender, or religion. The charity's work benefits the public by
promoting access to justice, reducing harm to vulnerable families, and improving
outcomes for children in complex international situations.
Through this work, GlobalARRK clearly meets the legal requirement to deliver public
benefit, particularly in the advancement of the protection of vulnerable individuals, and the
relief of those in need by reason of distress or other disadvantage.
Summary of the Main Activities Undertaken for the Public Benefit:
GlobalARRK (GA) is the only charity that supports migrant single parents who are unable to
return home with their children after a relationship breakdown and child residence
dispute. Incredibly, these Stuck Parents and their children can find themselves stranded in
a country where they struggle to survive but cannot legally leave to go to live in their home
country with their children.
Apart from GA there are no specialist support services available for them. We help those
Stuck Parents who are isolated, with little or no income, often dealing with domestic abuse,
struggling with their mental health and with little understanding of the international law
that traps them in that country. In some cases. primary carer parents and children can
become separated if the parent feels that they have no choice but to go back to their home
country without their child, which is particularly devastating as with the right support,
there is usually a way for the primary carer and child to stay together.

I wish the Professionals realised that their
decision on one day in Court impacts the rest of
my child and I's life. We aren't just stuck for 16
years, this impacts our entire life. l am being
punished with a life term punishment for
escaping domestic abuse. Why should my family
be punished at all for seeking safety.

Statistics on need
Thousands of parents are 'stuck' in a foreign country and struggling to cope. They are at high
risk of harm from intimate partner violence / domestic abuse and other risk factors such as
poverty, isolation, homelessness, lack of immigration status and mental health issues.

Helpline Service
GlobalARRK offers a free call back helpline for "Stuck Parents" those facing international
custody disputes or unable to return home with their children.
By offering confidential and empathetic support, the helpline empowers parents with clear
information, emotional support
and practical guidance during deeply distressing
circumstances. Many callers report feeling heard and validated for the first time, gaining
clarity on their rights and options. The helpline not only connects parents to specialised
legal and welfare resources globally but also fosters a sense of community and hope,
making it a lifeline for those navigating the complexities of cross-border family
breakdowns.

GlobalARRK has given me hope. They have provided more
insight, sympathy and practical steps to overcome this
situation. GlobalARRK is a godsend!

Our Parent Support Activities and Impact:
We have received 294 new contact forms, and supported 333 new people
reaching out for support this year. Our existing Stuck Parents also had
access to all of our services including law clinic, group work, workshops.
We have given 203 free supportive calls to Stuck families.
76 parents have been added to a peer support group. We sent 3.560 supportive emails.
We have dealt with 57 safeguarding concerns.
We referred hundreds of families to our information guides, signposted to local charities /
supporting organisations and Lawyers within our Legal Network to help them feel empowered
to start their next steps.
We hosted monthly webinars and workshops from professionals and stuck parent survivor /
community led in which we had 90 attendees join on various topics.
Our befriending team of have befriended 26 Stuck Parents with 74 calls.
The Recovery Toolkit has supported 15 parents to start their recovery journey after abuse

Befriending
GlobalARRK's befriending service is a peer-based support program that connects G/
isolated and vulnerable parents with a trained volunteer befriender who
understands what they are going through. having gone through their own Stuck
Parentjourney as previously supported Stuck Parents of GlobalARRRK.
The impact of the befriending service is vital, as it offers an ongoing relationship
with somebody who understands first hand the impact of international family
law.

Cost of Living Crisis Hardship Grant
In December 2024 we set a target of £500 to provide our hardship grant to Stuck Parents
facing financial crisis. We plan to provide grants throughout the year to the most vulnerable
families- so far we have given two hardship grants to two families.

Legal Support
We have 29 law firms in our legal network in the following countries.. Australia, Greece, Hong
Kong, Ireland, Italy, Netherlands, New Zealand. Scotland, Spain, Poland, Portugal, England,
and the US These firms all offer pro bono consultation and follow our ethical code of practice.
Workshops
We have hosted workshops for our stuck parent community with over 90 Stuck Parents
attending to help provide information, connect our community and enhance emotional
support. Feedback for the workshops have included:

Remote Legal Clinic
We piloted our Legal Clinic successfully in July, and have since September hosted
a monthly Clinic for 3 Stuck Parents each month in collaboration with our legal
partner law firms. So far we have had 22 Stuck Parents use the Clinic
The impact of the Clinic has been 100% of the attendees better understood their
legal options and next steps, 100% had increased their access to Justice, 100%
understood and 60% were supported to go on apply for legal aid.

The Legal Clinic was helpful. and l am grateful for the summary notes
after- I feel I have the information at the ready, know what my next
steps are and am ready which is not something I could say before I got
in touch with GlobalARRK.

Recovery Tool Kit
The recovery toolkit is a 12-week training program designed to support parents recovering
from domestic violence relationships. It is based on ￿B (Cognitive Behavioural Therapy)
principles, which underpin the theory and techniques used throughout the course. The
training helps parents reframe automatic negative thinking patterns, empowering them to
recognize and challenge harmful thoughts and beliefs. By developing healthier cognitive
patterns, the program enables parents to build emotional resilience, improve their decision-
making, and create a more positive environment for themselves and their children. The
impact is profound, helping mothers regain their confidence, self-worth, and ability to
navigate the complexities of life post-violence.
75% of participants made improvements to self esteem with a more of a positive attitude to
life and feel more satisfied.

Our Family Support
Impact
Our goal is for 75% of our parents to:
Feel less isolated and to build lasting relationships with peers in their community.
This is a key element of recovery and we are able to evidence that parents are feeling
less isolated through being a member of our peer support group; our Recovery Toolkit,
phone calls and Workshops where parents meet each other on Zoom.
providing a safe and supportive online peer group has been and continues to be invaluable. The
support availoble to find legal help and the workshops and online meetings are very useful too.,
Feel safer and more confident to know where to ask for help if they are in danger.. We
follow our Safeguarding procedure and work with parents on a Safety Plan if they or
their children are at risk of harm.
'GlobalARRK has been a tremendous source of support for me offering guidance not just
practically but also emotion(711y and mentally. Having that kind of con515tent help, especially
when it comes to navigating difficult situations, can be life-changing.,
Improve their emotional resilience: The Recovery Toolkit course was very successful at
improving their self esteem, assertiveness and ability to cope. Over 75% of attendees
made improvements in these areas.

Our ex service user volunteers have mostly involved our befrienders and moderators.
They report enjoying helping current users despite it being difficult at times. We are
currently recruiting new volunteers to boost numbers.

home. GlobalARRK was a source of hope and support when I needed it most, and l am happy to
be able to lend my own time, sUPPOrt and experience to help those who need it.,
Feel empowered to make their voices heard: We had huge responses to our surveys on
what needs to be improved with the legal systems and our LE group worked to inform
decision makers internationally.

Educating and Raising
Awareness
International Family Law regarding the wrongful movement of children across borders is
complicated and counter intuitive. Parents and the wider public struggle to understand it
which can lead to parents unwittingly falling foul of the law or ending up 'stuck' in a foreign
country.

The feeling of being stuck is one that is tricky to

Webinars and Speaking events
This year we have worked with Hunters LLP to host a series of Webinars aimed at raising
awareness within the legal community. We have had sessions on how protective measures
work in a range of jurisdictions as well as on the Forum on DV and the Hague. The webinars
have been very well attended by hundreds of legal professionals.
We have also presented at events such as the NHS DA conference 2024 and the Women's
Aid members meetings.
This year we have revised and created even more Info Guides for Stuck Parents. Many thanks
to our Legal partners who fact checked the legal guides.

We raise awareness via our Advocacy. Reportin& Website and Social Media.
Our combined social media reach was over 73,000 for the year. Across our social media
platforms we have a combined following of over 4,000.
We have had 16,000 active users on our GlobalARRK website which is a 73% increase on the
prior year. The top five countries accessing our website are the UK, US, Australia, New
Zealand and Canada.

Advocating
It has been an exceptionally busy and impactful year for GlobalARRK's advocacy and
campaigning work.
In 2024 we were honoured to serve on the steering committee for the Forum on Domestic
Violence and the Hague Convention, held in South Africa. This landmark event marked the
first time that the voices of lived experience were formally heard in this context. It felt like a
watershed moment-one in which survivors of domestic violence (DV) were finally being
listened to, and where real, positive change seemed possible.
We are deeply grateful to the courageous parents in our community who shared their stories
to help inform and influence policymakers. Their bravery and determination to help others
are at the heart of everything we do.
We would also like to extend our sincere thanks to FILIA Hague Mothers, the New Zealand
Hague Collective, the Narkis Golan Initiative (Sanctuary for Families), and all the other
incredible individuals and organisations we've worked with over the past year to improve
outcomes for DV survivors involved in international relocation and Hague proceedings.
Our Trustee Dr Ruth Lamont produced a Relocation report and presented on this and our
CEO, Roz Osborne, presented at three sessions during the Forum-The Voices of Lived

Advocating
Following the success of the Forum in S. Africa it was agreed that a follow-up Forum would
take place in Brazil in October 2025, with GlobalARRK once again representing the voices of
Lived Experience of Domestic Abuse on the steering committee.
In April 2025, we also participated in the Washington Relocation Conference marking 15 years
since the Washington Declaration. Our volunteer researcher, Nishat Hyder-Rahman,
presented findings from our ground-breaking study based on the lived experiences of 165 of
our clients.

Research
This year, GlobalARRK conducted five research studies, four of which centred on the voices of
lived experience, ensuring that international decision-makers are better informed by the
realities of those directly affected by Hague Convention proceedings.
We published five key reports:
Relocation Reports- Parts 1 & 2
A comprehensive study on how applicant parents experience relocation proceedings and their
efforts to return to a country they consider home.
Models for Monitoring the Impact of the 1980 Abduction Convention
An exploration of effective frameworks for tracking how the Convention is applied and its
consequences for families.
Protective Measures Report (in collaboration with FILIA Hague Mothers)
An investigation into the effectiveness of protective measures offered to victims of domestic
violence during international legal proceedings.
The Mental Health Effects on Stuck Parents
An in-depth look at the emotional and psychological toll on parents who are unable to leave a
country due to being'stuck,

Organisational Development &
Strategic Plan
GlobalARRK was set up by and for Stuck Parents in 2012 and registered as a charity in
2016. We are user led and now have additional support from non-user Trustees and
volunteers who are professionals in the field of International family law, migration and
domestic abuse. We currently have three part time members of staff, 9 volunteers and 5
Trustees.
The volunteers that work with us do a variety of jobs, befriending, moderating, research,
marketing and communications and fundraising. We have a diverse board of Trustees
who are supporting the charity with professional and expertise from their lived
experience.
Staff have benefited from a range of training and professional development this year
which have been used to directly go back to growing GlobalARRK as a Charity, support
Team development and provide ongoing Charity Support Seniices to our Stuck Parents.
We have trained to lead the course The Recovery Toolkiv which allows us to run the
course for our clients.
We also organised a 'Run for Relocation, to raise vital funds to represent the voice of lived
experience at events and connect volunteers and staff together in their common goal and
further build connections.
Looking forwards, GlobalARRK's Strategic Plan for 2025-2028 sets a clear path forward
to address the unique challenges faced by Stuck Parents and their children. By focusing
on family support, education, advocacy, and research, we aim to provide comprehensive
and compassionate assistance to those in need. Through collaboration, innovation, and
determination, we will continue to amplify the voices of Stuck Parents, drive meaningful
systemic change, and build a sustainable future for the organisation. Together, we can
create a world where no stuck family is left without support during their most challenging
times.

Financial Review
Finance Statements
The accounts are prepared on a receipts and payments basis. The trustees have
reviewed the charity's financial position and activities and have a reasonable
expectation that the charity has adequate resources to continue in operational
existence for the foreseeable future. Accordingly, they continue to adopt the going
concern basis in preparing the financial statements.
During the financial year from 1 April 2024 to 31 March 2025, GlobalARRK received a
total income of £50,710, a significant increase from the previous year's income of
£21,176. This growth was primarily driven by successful grant funding, including:
£36,536 from the National Lottery Community Fund (Reaching Communities),
£8,130 from SHCJ, and
£5.441 in general donations. along with £603 in hardship-specific donations.
Expenditure for the year totalled £42.236. compared to £26,627 the previous year. The
main costs included:
£33,704 in wages and payroll expenses,
£2,402 in travel,
£2,052 in office and running costs, and
£4078 in other smaller costs covering communications (£714),. IT {£826); legal and
professional services {£1324); staff-related expenses (£438); fundraising costs (£226);
Hardship grants (£550).
At year-end, the charity held £31,932 in cash (up from £23,459 the previous year). This
includes:
.£14,000 in designated reserves to cover four months of core operating costs. in line
with the reserves policy
.£7,183 in further designated funds for ongoing core costs not covered by project
funding {e.g. travel and fundraising expenses)
.£10,749 in restricted funds, providing a strong financial position for the year ahead.
The Trustees wish to thank Godfrey Wilson accountants for their financial services this
year.
Financial Reserves Policy
The purpose of this policy is to ensure that our charity maintains a level of unrestricted
reserves that provides financial stability and protects the continuity of our services in
the event of unforeseen circumstances.
In line with best practice and our financial risk assessment, the charity aims to hold
unrestricted reserves equivalent to at least four months of core operating costs, at
£14,000. This level has been set to reflect our commitment to meet contractual
obligations, particularly in relation to staffing, as the charity has a three-month notice
period for some employed staff plus costs to cover potential redundancy payments.
These free reserves will be designated and not used for day-to-day expenditure unless
the charity experiences a significant drop in income or faces an emergency that
threatens its viability.
The reserves level will be reviewed annually by the Board of Trustees as part of the
budgeting process and updated if there are significant changes in the charity's
activities, risk profile, or financial position. Any use of reserves must be approved by
the Board and clearly documented, along with a plan for replenishment where
appropriate.

Responsibilities and As the charity trustees of the Trust, you are responsible for the preparation
basis of report of the accounts in accordance with the requirements of the Charities Act
2011 ("the Act").
I report in respect of my examination of the Trust's accounts carried out
under section 145 of the 2011 Act and in carrying out my examination. I
have followed the applicable Directions given by the Charity Commission
under section 145(5)(b) of the Act.
I have completed my examination. I confirm that no material matters have
come to my attention (other than that disclosed below ') in connection with
the examination which gives me cause to believe that in, any material
respect:
accounting records were not kept in accordance with section 130 of
the Act or
the accounts do not accord with the accounting records
