The trustees present their report and accounts for the year ended 31 March 2023. 

## **Structure, governance and management** 

The charity was established under its constitution on 29 November 2016 and registered as a charity with the Charity Commission on that date. 

The trustees who served during the year were:

The appointment of trustees is set out in the Constitution. 

The recruitment of new trustees is periodically undertaken by the Board, which follows an open and fair recruitment process taking due account of both the skills and needs of the charity and the desire for its membership to reflect the diversity of the local population. 

The Charity and its property are managed and administered by a board of trustees, which can have between three and fifteen members. 

The trustees have assessed the major risks to which the charity is exposed and are satisfied that systems are in place to mitigate exposure to the major risks. 

## **Objectives and activities** 

The charity’s objects are the promotion of community participation in healthy recreation by providing facilities for recreational and leisure-time activities. 

The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the charity should undertake.

## **Achievements and performance** 

We started the year strong with the introduction of a cheerleading group becoming part of our family. This group boasted 120 members and took part in competitions worldwide, this was just what we needed and put us in a great position to plan for the future. Our other groups were coming back to full strength and things were looking very positive for Chuter Ede. 

But along with the positive news and record usage of the centre, we found meetings with the local authority (our landlord) over repairs not being carried out and inefficient gas heating we started to hit stumbling blocks. Our landlord was required to make repairs to the fabric of our building and provide us with an efficient means of heating but never did. The heating plan was scrapped, and repairs stopped and when we did the repairs we were told to discontinue. 

Additional charges started to appear, and the potential loss of funding meant our forecasts indicated the centre would run out of funds by July/August 2023. As a result, the Trustees had to make the sad decision to close the centre. All users of the centre were informed of this decision to ensure they had sufficient time to search for new premises. 

So began our winding up as a charity and closure of a well-used community facility that had in some way, shape or form been there for over 30 years. The centre was wound down after the year end and eventually closed its doors on the 3[rd of] September 2023. 

We would just like to thank the hundreds of thousands of men, women, boys, girls, grandfathers, grandmothers, groups, sections, businesses, every member that has used us over the past 30 years and has gained a positive experience, be it a new talent or skill or just a place to go that has help them through life. 

We were so glad we helped you as without you all we were nothing. 

## **Financial review** 

The receipts and payments account on page 4 shows a deficit of receipts to payments on unrestricted funds of £21,493 for the year ended 31 March 2023.

## **TO THE TRUSTEES OF CHUTER EDE CIO** 

I report on the accounts of the charity for the year ended 31 March 2023 which are set out on pages 4 to 6. 

## **Respective responsibilities of trustees and examiner** 

The charity’s trustees are responsible for the preparation of the accounts.  The charity’s trustees consider that an audit is not require for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- (i) examine the accounts under section 145 of the 2011 Act; 

- (ii) to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- (iii) to state whether particular matters have come to my attention. 

## **Basis of independent examiner’s report** 

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. 

## **Independent examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- (a) which gives me reasonable cause to believe that in any material respect the requirements: 

   - (i) to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - (ii) to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act 

   - have not been met; or 

- (b) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
