The objects of the CIO are to establish and run a community hall and recreation facilities to promote for the benefit of the Parishes of Barnham and Eastergate (the “area of benefit”) without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social

welfare and with the object of improving the conditions of life of the said inhabitants.

During the period of this report the Trust ran both Barnham Community Hall and Eastergate Village Hall. Continued period of COVID restrictions meant that we were unable to run a full range of events, but we did put on our previously popular events and some new ones like Motown nights, Artisan & Craft Fairs, Bingo Nights, Comedy Nights, and Halloween events and started to bring some normality back to the community in a safe manner. We confirm the Trustees have had regard to the Charity Commission’s Summary of the main guidance on public benefit. activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

Many of the events run by the Trust rely on volunteer contributions and the Trust has a database of volunteers and is continually adding to that database.

Whilst the Trust has no specific policy on grant making it does support local charities who wish to run events at both Halls by offering minimal hire rates and works with the Parish Council to support projects of benefit to the community as a whole.

Summary of the main achievements of the charity during the year

During 2021-22 the Trust made a successful bid to the National Lottery for funds for a 3-year project to help the community recover from COVID. The funding has to be accounted for and managed separately from the Trust itself, but some of it was initially used to enable our user groups to come back to the Halls and to help fund community support events and develop a Community Hub at Eastergate Hall.

The Trust also made a successful business interruption insurance claim and received £67,000, which together with a further £21,000 of COVID related government grants meant the Trust maintained its level of funding despite the lack of revenue and the need to still maintain and repair the buildings.

As already indicated COVID restrictions did limit our achievements in terms of successful events, but we did start to bring things back to normal.

Brief statement of the

charity’s policy on reserves

The Trust’s policy on reserves is to ensure that the funds held are equivalent to 6 months’ operational expenditure to ensure the Trust can meet any unforeseen major items of expenditure. Fortunately due to this policy and due to the business interruption insurance claim funding and COVID related grants received the Charity has managed to maintain its buildings and keep its staff in post.
