Alms and purposes
Holy Innocents High Beach Parochial Church Council (PCC) has the responsibility of
cooperating with the incumbenl The Reverend Jane Yeadon, in promoting in the
ecclesiastical parish. th¢ whole mission of the church. pastor￿. evangelitslic. social and
ecumenical.
The PCC is also specifically responsible for the maintenance of the Church of the Holy
Tnnocents High Beach, Church Lane. High Beach. Essex IGI 0 4BF, which is a Grade 11 list¢d
building, set in the heart of Epping Forest -_ a Site of Special Scientific Interest. The church
works closely with the local C of E Primary School and reaches out lo members of our Parish
and a wider community of people who live. work and use the Forest.
Objecdves and 2cdvltles
Th¢ PCC is committed to enabling as many peoplc as possible to worship at our church and
to become part of our parish communily at Holy Innocents High Beach. The PCC maintains
an overview of worship throughout the parish and makes suggestions on how our services can
involve the many groups thai live within our parish. Our se￿iCeS and worsbtp put faith into
practice through prayer and thc leaching of &cripiur¢, music a￿d.$acr￿ent.
When planning our activities for the year we have cons7dered the Charity Commission's
guidance on public benefit and, in particular the supplementary guidance on charitics for tlic
advancement of religion. In particular, we try lo enable ordinary peoplc to live out their faith
as part of our parish community througb:
Worship and prayer
Biblical study and disc￿$s1o￿ groups
Provision of pastoral care for people living in th¢ parish
Support of our locaI church school
The provision of occasional offices such as baptisms. weddings and funerals
Mission and outreach work in our local community
Activities for our children and young people
Ministy for the poor, sick and needy.
To facilitate this work. it is importsnt that we maintsin the fabric of the Church of Holy
Innocents High Beach and the Churchyard.
Achievements and performance
Worshlp and Prayer
In JuTJe we celebrated the 150th anniversary of the completion ofour Church building with a
special service led by Revd Jane Yeadon and attended by Bishop Guili. the Bishop of

èhelrnsford and our Rector, Revd Peter Smith. Members of the Baring family and past
incumlKnts and parishionets were able to join us for our celebratory service.
The PCC is keen to offcr a range of services to meet a wide range of needs of our
community. We have a lunchtime communion service on Thursday as well as boih a Book of
Common Prayer Holy Communion s¢rvice and a more modern Family service each Sunday
morning. In adth'tion to this, we offer a wide range of other opportuniiies lor people to be
involved in worship and prdyer. Thes¢ include outdoor services for Horseman's Sunday,
Thanksgiving for our Teas Ministy, All Hallows Eve, a blessing of motor bikcs seTvices, as
well as Christin8l¢s at Christmas and carol singing at onc of the pubs in our parish.
In 2023, we rnaintained this regular progrdmme of worship at the Church as well &$ taking
Communion to the hom¢s of those wbo could Dot attend in person.
We hav¢ a high prow)rtion of young people and young families at the Church. On the I SL
3rd. 4th and 5th Sundays we hold regular activities for primary age children during th¢ 10.30
service and run a successful 9+ group which meeLs regularly for Study during these
services. On the 2nd Sunday the children stsy in for the service which is follow¢d by M¢ssy
Church based on the theme for the day.
Mlsslon and outreach
In 2023 this consisted of various initiattves
We visited Ashbrook Lourt weekly. This is our local care hom¢ which has many
residents suffering from dementia. We take a servicc of Holy Communion for one
resident and ihis is then followed by a short scrvicc in thc lounge open to all residents
which consists of three hymns. a short Bible reading and prayers. After this we often
have a singsong, tea and chat.
We visited I SC weekly. This is a rehabilitation unit for people incapacitaled by head
injuries following accidentslstrokes etc. Wc hold a short service for residents and
staff in the lounge which again con8isLS of three hymns, a short Bible reading and
prayers and is often followed by a singsong.
We visited Honey Lan¢ Car¢ Home on a weekly basis, a care home on the outskirts of
Waltham Abbey. Some of the residents suffer from dementi4 others are physically
frail. We sing one hymn and say prayers in the rooms of those individuals unable to
leave their room followed by a short service in the lounge open to all residents and
staff. We led a Remembrance Service on the I l NoN'ember open to all residents.
staff and families and held a very successful service of 9 lessons and carols again
open to all r&8idents, staff and fiimilies.
We held four major concerts in Church. one organised by George Davies with
perfonnances from members of our congregation and their friends, one by Fru
Chilvers and The Songbirds and two by Kath Savage and The Woodford Singers. Th¢
proceeds of these concerts went to church fi￿ds.
In December we held our very popular informal carol service ￿7th the theme of the
forest and tr¢¢s. The retiring collection from this service was given to The Children's
Society
We enjoyed carol singing at The Owl pub and the donatipns received from this also
went to The Children's Society.

We bad a successful tea season through the summer. with the wcather being greatly in
our favour. We were able to hold a session every Sunday afternoon from the last
Sunday in April to the end of Sepicmber. We were blessed by concerts given during
some of the Sunday afternoons by Liz Pearce and Hannah Ha￿agaTh and friends. by
David Boardman and his musical groups and by Asaph who gave us 4 walk-in
concerts. It is wonderful to see the sense of community that develops between the
regulars and thc occasional visitors. It is also surprising that we are able lo welcon)¢
p¢opl¢ from as afar away as Canada and Australia. Everyone is given the opportunity
of ringing our carillon.
In May we led the Horsernan's service with the F.pping Forest Riders Association
which is an annual outdoor servicc for those who ride in the parish and great forest.
This was followed by a Tack and Turnout competition for the horses and their riders
and a "Fun" dog show judged by a church member.
In June we held our first "Blessing of the Motor B Tkes" service led by Revd Jane
Y¢adon and we hope this will beo)me an annual cv¢nt.
Support for Ihc 3food4you charity in Waltham Abbey and the Harlow Food Bank with
goods and financial donations as well as our harvcst produce collection
A very successful Quiz night was held ai The Owl Pub
Sandra Potter led two well subscribed Wreath making workshops, one at Easter and
the other ai Christmas.
Two very well attended Christingle services in church with donations to The
Children's Society.
We organised our regular collection of shoeboxes which this year were sent to
Blythswood Care, a charity which distributes boxes lo disadvantaged children in
Europe. Many boxes were filled with items for dilTerent aged children.
Each month we dislribute free of chargFe a community magazinc to every houqe in our
parish, to the other Ihrce churches in our Bcncfice, lo regular worshippers and also
post to over 140 people who are in*rested in the life of OUT church. Wc havc a range
of individuals and businesses who advertisc in the magazine and help to finance its
production.
Schools work
Our Church School, High Beech Church of England Primary School, is an important part of
our community. Jane Yeadon. Matthew Pearce and Jane Begley took it in turns to visit the
school on a weekly basis and to hold a Collective Worship servlce. The vicar also runs the
"Archbishop of York's Leadership Program" with year 5 which takes place weekly. The vicar
and a membcr of the congregation are on the board of governors. The Church gave "The
Beginner's BibRe" to all the reception class children. Th¢ Church also gave "Il's your movc
booklet" a copy of the Lord's Prayer. a wooden plaque and an overcomer magnet to all thos¢
pupils leaving for Secondary School.
All are welcome to attend our regular servica8. In 2023. there were 76 parishioneTS on the
Church Electoral Roll, 57 of whom are not resident wiihin the parish. Attendance at the
Sunday services during the year averdged at 48 of which 27 were under the age of16.
In addition to our Sunday morning seryices, it is a grcal privilege and blessing for which we
thank God that we are able 10 share in the milestones of people's lives. JD 2023, we
welcomed through baptism fifteen children and adults into the"thurch of England
famil).. Four couples exchanged their marriage vows before family and friends and ask¢d for

od's blessing on their union and we held six funerdl services at which family and friends
ould say their farewell to a loved one and conllnit them to God's loving ¢ar¢.
Deanery Synod
Two members of the PCC sit on the Deanery Synod. This provides the PCC with all
importani link between the parish and ibe wider structures of the church.
Church Fabrle
R¢gular maintenance h&$ continued throughoui the year ensuring that the building and
Services are in good working order. The cburchyard has been maintained by volunteers.
In addition lo the schedulcd maintenance. repairs wcre made to the roof covcring. 8ome
repointing wa8 undertaken and ineffective guttering was replaced ￿ avoid further water
damage to the internal walls. Towards the end of the y¢ar, new ironwork to repair the
boundllly railings was fabricated to be used at a future point in tinJ¢ wh¢n the boundary wall
itself Can be repaired.
Work continucd on the project to instsll permanent disabled access to the Church in the forni
of a Tamp. Initial d&8ignq have been created and continue to be worked on by the appointed
architect. We are gralcful for the support of the Joseph and Lilian Sully Foundaiion which has
¢nabl¢d us to start this work.
We are planning siginificant rcdecoraiion in early 2024. again supported by the Joseph and
Lilian Sully Founddtion, as well as our dcdicaied parishion¢rs.
A Quinquennial Report was last received in September 2020.
Reserves pollcy
It is PCC policy lo ty and maintain a balan¢¢ of unrestricted funds which equate8 to at leasl
three months of ongoing expenditure.
Designated funds are held for or8an maintenance in the memory of Frank Manning, our
longstanding organist who died in 2016 and foT future repairs and maintenance of thc church,
including funds donated by the Joseph and Lilian Sully Foundation for repairs to the church
and the work to make the church more accessible.
The Colin Mackenzie Grave Tn￿t and the Warlow Everett Grave Fund are held as restricted
funds for the upkecp of the graveyard.
Volunteers
The church relies on volunteers, and wc arc formnat¢ to have a widc Tange of supportive
volunteers who support the activities of the cburch. These include the people who support
services, count and bank money, sit on the PCC, arrange flowers, support the fundraisiThg
activities, concerts and fras. deliver the magazine. and all of the yolunteers who work so hard
to make our church the lively and vibrant community it is.

Structhre, Governance and Management
The method of appointment of PCC members is set out in the Church Representation Rules.
At Holy Innocents High Beach, the membership of the PCC consists ofthe incumbent, the
churchwardens and members elected by those members of Ihe congregation who are on the
electoral Toll of the church. All regular mernbers of the congTegalion are encouraged to
register on the electoral roll and to stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and
imponance to the parish including deciding on how the funds of the PCC are to be spent.
New members receive initial training into ihe workings of the PCC.
The ￿1] PCC mct six times during thc ycar with an average Icvel of attendance of 72 %. A
Standing Committee meets before each PCC meeting to review matters in detail prepare
the agenda.
The Revcrend Jane Yeadon supported by the Waltham Abbey Team and The Reverend Jane
Begley, lead the church and the PCC.
