The trustees present their report and receipts and payments accounts for the year ending 31 December 2021.

Reference and administrative information set out on page 1 forms part of this report.

It is considered that all Trustees and any others who could be understood to be “managers” in the activities and affairs of the charity are deemed to be “fit and proper” under the terms of the Finance Act 2011.

In-servicer training is available for all Trustees as and when required.

The Trustees are aware of their obligations in respect to establishing a Risk Assessment Policy and increased consideration will be given to this as the Charity expands in its activities and responsibilities.

OBJECTIVES AND ACTIVITIES

Our principal objective remains the promotion of humane behaviour to relieve the suffering of animals, in particular cats and dogs, by providing care, protection, treatment and security for neglected, abandoned, abused, stray and street dogs of Doha, Qatar, which are in need of care and attention by reason of sickness, maltreatment or poor circumstances by providing foster and adoption homes for the care of such animals.

From time to time, the Charity extends its scope of activities to alleviate the sufferings of people around the world.

Our vision is a world in which all nature’s creations live without fear of pain, starvation or abuse.

Our mission is to make a difference, one life at a time, people and animals alike. We focus on the vulnerable ones, those who live only to survive and those without a voice. We go where there is no mass media attention, where the international charities deem too marginal to have any direct impact, where governments stay on the fence but where human beings and animals with real sufferings are not heard.

Our Paws In Need programme deals specifically with abandoned and abused animals.

Our People In Need programme deals primarily with low-paid migrant workers and runaway maids. We organise community initiatives to mobilise food, clothing, and other basic health and sanitary items.

The trustees have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the charity's aims and objectives and in planning its activities. The trustees are satisfied that the activities outlined above provide a benefit to the public.

ACHIEVEMENTS AND PERFORMANCE

2021 continued to be an extreme challenging year for the Charity in face of the global pandemic crisis. The Charity’s regular fundraising activities were halted and rescue operations significantly hindered by Covid-19 lockdown and social distancing measures. Nevertheless, the Charity continued to make a difference, one life at a time, utilising all available resources at its disposal. Over 90 homesless cats, dogs, kittens and puppies were rescued and taken under its sponsorship programme.

Evenstar Pets on Jets initiative remained the Charity’s core focus, successfully rehoming and relocating over 40 abandoned pets from Qatar to the US and the UK. With the drastic reduction in the number of animal friendly expats working in Qatar, the number of credible good local adopters was at critically low. The population of healthy abandoned pets looking for homes, on the other hand, continued to rise well above the availability of suitable loving homes. The Pets on Jets initiative gave them the only chance of a finding a home.

Due to a lack of both financial and human resources, the Charity halted its Trap, Neuter and Return Project in Qatar as well as People-In-Need events.

FINANICAL REVIEW

The Charity maintained the level of donation contributions in 2021. Total income was £30,700 ( 2020: £27,200 ), the majority of income received related to donations income at £23,600 ( 2020: £23,500 ).

As with previous year, all donations income received during 2021 was restricted. Total operating expenses were £27,000 ( 2020: £23,700 ) and related almost exclusively to the charitable activities as defined in the Charities SORP.

RESERVES POLICY

The Trustees have established a Reserves Policy to enable the Charity to function effectively and meet its obligations in the event of a decline in our income or a major cost.

Having considered the nature of the Charity’s operation, and in particularly the absence of fixed overheads, the Trustees are satisfied that zero reserve level is appropriate for the period.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Charity is a charitable incorporated organisation, founded on 4 September 2016 and registered as a charity on 6 November 2016. The Charity was established under a Foundation Constitution which established the objects and powers of the charitable organisation and is governed under its articles of association.

All trustees give their time voluntarily and receive no benefits or expense reimbursement from the charity.

In accordance with the Charity’s Foundation Constitution, apart from the first charity trustees, who may serve a term of two years, every trustee must be appointed for a term of one year by a resolution passed at a properly convened meeting of the charity trustees.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF EVENSTAR CHARITABLE ASSOCIATION

I report on the accounts of the charity for the year ended 31[st] December 2021, which are set out on the attached pages.

Responsibilities and basis of report

As the charity trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). I report in respect of my examination of the accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; 2. the accounts do not accord with those records;

  2. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached
