## **Structure, governance and management** 

The charity is a Charitable Incorporated Organisation (CIO) foundation, formed on 24 October 2016, and is governed by a constitution. 

## **Method of recruitment and appointment of trustees** 

The trustees of the charity are appointed for a term of three years at a properly convened meeting of the charity trustees.. 

## **Objectives and activities** 

## **The charity's objects** 

The preservation and protection of health and the saving of lives in the areas of Carmarthenshire, Ceredigion, Pembrokeshire and City & County of Swansea in particular but not exclusively by: 

a) Providing education to the public about the dangers of open waterways. 

b) Managing life-saving equipment by helping to reduce vandalism and helping to replace and renew lost or damaged lifebuoys & cabinets along rivers and waterways. 

- c) Working with voluntary and statutory organisations in the delivery of the above. 

## **The charity's main activities** 

The charity has continued to extend its lease from Carmarthenshire County Council to utilise the Quay Centre in Carmarthen, at no rental cost to the charity. This has enabled us to extend our charitable activities to a wider audience and give the charity a base from which to enhance our work. 

## **Public benefit statement** 

In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education and the saving of lives.

## **Achievements and performance** 

The organisation remains committed to promoting essential water safety messages, with the Quay Centre in Carmarthen serving as a pivotal hub. This centre collaborates with various water-related groups that frequently convene and utilise its facilities, as well as other community organisations focused on supporting well-being and mental health.

This centre collaborates with various water-related groups that frequently convene and utilise its facilities, as well as other community organisations focused on supporting well-being and mental health. 

The Quay Centre also continues to be a popular venue and used in many other diverse ways. There have been visits from primary school groups throughout the year, hosted at the Quay Centre by the Carmarthen Coracle and Netsmen’s Association. Pupils see the heritage collection of coracles, models, and historical artefacts, learning about both their local maritime heritage and water safety. 

The Quay Centre building and grounds themselves, remain, despite our ongoing efforts, on a one year rolling lease from Carmarthenshire County Council. The building needs substantial investment and repair to continue to be an effective and safe place for all that want to use it. This has been an ongoing challenge for general repairs, but also with fundamental issues such as renovating the heating system, especially with high energy costs. The charity has found additional groups who have booked rooms and even through the winter this has helped reduce the impact of utility and other costs. However, this too has had an impact on the building and its interior, and has put an increased load on trustees and volunteers. Further ways to cover costs have been and continue to be sought. 

The Carmarthen River festival, on 17[th] August 2024, was once again a busy and bustling success. There were plenty of free opportunities to safely take part in water-based activities – in coracles in quayside pool and on kayaks in the river – as well as the ever popular on the water racing and quayside activities. The whole event is supported by all the Quay Centre clubs as well as CWSP and helps grow greater appreciation of the river, more awareness of its dangers, and consequently an understanding of water safety. 

The charity continues to pursue a longer lease with the County Council and is in regular contact to try to ensure the building is looked after in the best interests of all.

## **Financial review** 

The net deficit for the year was £5,296, including a net deficit of £304 on unrestricted funds and a net deficit of £4,992 on restricted funds. 

## **Reserves policy** 

The charity's free reserves at the year end were £1,723. 

The charity's policy is to establish a reserve sufficient to cover at least three months' running costs. At present this is being achieved, and further ways of increasing income continue to be sought.

## **1 Accounting policies** 

## **Basis of accounting** 

The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis. 

There has been no change to the accounting policies since last year. 

No changes have been made to the accounts for previous years. 

## **Taxation** 

As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. 

## **Fund accounting** 

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. 

Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
