Structure, governance and management

The charity is a Charitable Incorporated Organisation (CIO) foundation, formed on 24 October 2016, and is governed by a constitution.

The trustees of the charity are appointed for a term of three years at a properly convened meeting of the charity trustees..

Objectives and activities

The charity's objects

The preservation and protection of health and the saving of lives in the areas of Carmarthenshire, Ceredigion, Pembrokeshire and City & County of Swansea in particular but not exclusively by:

a) Providing education to the public about the dangers of open waterways.

b) Managing life-saving equipment by helping to reduce vandalism and helping to replace and renew lost or damaged lifebuoys & cabinets along rivers and waterways.

The charity's main activities

The charity has continued to extend its lease from Carmarthenshire County Council to utilise the Quay Centre in Carmarthen, at no rental cost to the charity. This has enabled us to extend our charitable activities to a wider audience and give the charity a base from which to enhance our work.

Public benefit statement

In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education and the saving of lives.

Achievements and performance

The organisation continues to help deliver key water safety messages in Carmarthenshire and further afield. The Quay Centre in Carmarthen has been a pivotal hub for supporting this, in conjunction with the water-related groups that regularly meet and use the facilities there as well as other community groups supporting well-being and mental health.

The Carmarthen River festival, held slightly later in the summer in August 2023 bank holiday Monday, was a busy and bustling success. As well as the usual on the water racing and quayside activities, there were plenty of free opportunities to safely take part in water-based activities – in coracles in quayside pool and on kayaks in the river – to grow appreciation of the river, awareness of dangers, and an understanding of water safety.

We are grateful to Gwendraeth Valley Paddlers, Carmarthen Coracle & Netsmen’s Association, Carmarthen Boat Club, and Carmarthen Rowing Club for their dedicated involvement and respect of the shared use of the facilities. The Quay Centre also continues to be a popular venue and used in many other diverse ways:

The Quay Centre building and grounds themselves, however, are still leased by Carmarthenshire County Council to the charity on a one year rolling lease, but the building needs substantial investment and repair to continue to be an effective and safe place for all that want to use it. This remains an ongoing challenge for general repairs, but also with fundamental issues such as renovating the heating system, especially as high energy costs have caused the restriction of activities and usage over the winter.

The charity has tried to find a way to obtain a longer lease so that capital funds can be found for investment in the Quay Centre and has been supported in this undertaking by funds from the County Council. Funding was received of £5,000 from Carmarthenshire County Council’s Regeneration Targeted Finance Fund (TFF), and a further £10,000 via the UKSPF Sustainable Communities fund. This was invested on a detailed feasibility study, commissioned in October 2023, including detailed plans drawn up by a local firm of architects for a remodelling of the building, and improvements to the whole site. The CWSP trustees and all the Quay Centre stakeholder groups contributed to this feasibility study and helped with its presentation to local community groups and the town forum. At the request of the County Council, the trustees produced a business plan outlining how next steps could be accomplished and await further feedback from the council.

Progress has been made elsewhere, and with the number of activities and meetings at the Quay Centre increasing, the trustees worked with local groups to have a defibrillator installed on the building in September 2023. This is public access and can be used on the quayside, or for a nearby emergency, as well as in the building.

Financial review

The net surplus for the year was £3,309, including a net deficit of £1,683 on unrestricted funds and a net surplus of £4,992 on restricted funds after transfers.

Reserves policy

The charity's free reserves at the year end were £2,027.

The charity's policy is to establish a reserve sufficient to cover at least three months' running costs. At present this is being achieved, and further ways of increasing income continue to be sought.

1 Accounting policies

Basis of accounting

The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.

There has been no change to the accounting policies since last year.

No changes have been made to the accounts for previous years.

Taxation

As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.

Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
