Structure, governance and management
The charity is a Charitable Incorporated Organisation (CIO) formed on 24 October 2016.
Method of recruitment and appointment of trustees
The trustees of the charity are appointed for a term of three years at a properly convened meeting of the charity trustees..
Objectives and activities
The charity's objects
The preservation and protection of health and the saving of lives in the areas of Carmarthenshire, Ceredigion, Pembrokeshire and City & County of Swansea in particular but not exclusively by:
- a) Providing education to the public about the dangers of open waterways.
b) Managing life-saving equipment by helping to reduce vandalism and helping to replace and renew lost or damaged lifebuoys & cabinets along rivers and waterways.
- c) Working with voluntary and statutory organisations in the delivery of the above.
The charity's main activities
The charity has continued to extend its lease from Carmarthenshire County Council to utilise the Quay Centre in Carmarthen, at no rental cost to the charity. This has enabled us to extend our charitable activities to a wider audience and give the charity a base from which to enhance our work.
Public benefit statement
In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education and the saving of lives.

Achievements and performance
The year was still affected by the aftermath and ongoing impact regarding Covid, but the organisation still tried to ensure the key water safety messages are delivered in Carmarthenshire and further afield. Our role in the community has helped to deliver water safety messages to schools, organisations, and individuals across Wales. We pride ourselves on the public notices on lifebuoys in the west Wales region; on the vandal proof lifebuoy cabinets; and the extensive flyers and digital information that Carmarthenshire Water Safety Partnership has produced, as well as our engagement in events and activities around the Quay Centre in Carmarthen.
The Quay Centre itself, which is currently leased to the charity on a one year rolling lease, continues to be a popular venue for groups to meet, and for visiting groups with an interest in water safety or the local riverside history, culture, and events. We are grateful to Gwendraeth Valley Paddlers, Carmarthen Coracle & Netsmen’s Association, Carmarthen Boat Club, and Carmarthen Rowing Club for their respect of the shared use within the Quay Centre.
More activities, meetings, and visits took place at the Quay Centre, but it is not yet back to ‘normal’. There remains some ongoing reluctance for crowded indoor events, so trying to promote safe outdoor on the water activities has been increasingly important. A hugely successful return of the Carmarthen River Festival in June 2022 was very well attended and introduced many to both water safety messages and practical safe experiences in coracles, kayaks, and other means of crossing water. To try to grow further the capacity and frequency of on the water experiences, CWSP bid for funds from National Resources Wales for a multi-party project titled “I’ve got the water safety bug”. This project would have included water safety awareness, on the water activities, and by the waterside environmental issues, but sadly the grant offer was massively oversubscribed, and the bid was unsuccessful.
CWSP has tried to find a way to obtain a longer lease so that capital funds can be found for investment in the Quay Centre. This is an ongoing challenge for general repairs, but also with fundamental issues such as renovating the heating system, especially as high energy costs have caused us to restrict some activities and usage over the winter. The CWSP trustees and all of the Quay Centre stakeholder groups contributed to a Vision 2022 document and would like to develop the facility further. The enhanced building would be sustainable and include an iconic glass coracle structure/window wall, an enlarged terrace overlooking the River Towy, and space for a café as well as the existing users and uses of the current space.
Trustees met with a local architecture firm to develop outline designs, as well as other individuals and groups that have worked on developing community hubs and facilities. To take the next steps and be granted a longer lease by the county council will require evidence of whether the plans and building will work, and so requires a comprehensive feasibility study. Grants have been applied for to cover this work, and based on a now increasingly positive relationship with the lessor, Carmarthenshire County Council, CWSP is very hopeful that further progress will be made in the coming year.
Financial review
The net deficit for the year was £8,494, including a net deficit of £7,686 on unrestricted funds and a net deficit of £808 on restricted funds.
Reserves policy
The charity's free reserves at the year end were £3,710.
The charity's policy is to establish a reserve sufficient to cover at least three months' running costs. At present this is being achieved, and further ways of increasing income continue to be sought.

1 Accounting policies
Basis of accounting
The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.
There has been no change to the accounting policies since last year.
No changes have been made to the accounts for previous years.
Taxation
As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
