Structure, governance and management
The charity is a Charitable Incorporated Organisation (CIO) formed on 24 October 2016.
Method of recruitment and appointment of trustees
The trustees of the charity are appointed for a term of three years at a properly convened meeting of the charity trustees..
Objectives and activities
The charity's objects
The preservation and protection of health and the saving of lives in the areas of Carmarthenshire, Ceredigion, Pembrokeshire and City & County of Swansea in particular but not exclusively by:
a) Providing education to the public about the dangers of open waterways.
b) Managing life-saving equipment by helping to reduce vandalism and helping to replace and renew lost or damaged lifebuoys & cabinets along rivers and waterways.
- c) Working with voluntary and statutory organisations in the delivery of the above.
The charity's main activities
The charity was able further to extend its lease from Carmarthenshire County Council to utilise the Quay Centre in Carmarthen, at no rental cost to the charity. This has enabled us to extend our charitable activities to a wider audience and give the charity a base from which to enhance our work. The Covid pandemic led to a suspension of being able to hire space and facilities until Summer 2021.
Public benefit statement
In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education and the saving of lives.

Achievements and performance
The year started with a Covid Lockdown, and subsequently it took many months to gradually open up events and activities across Wales. We as a charity were mindful that our work would again be less face to face, and more digital engagement whilst the Coronavirus remained an issue for communities.
Inevitably we had less visibility than in previous years. However the key water safety messages are still delivered in Carmarthenshire and further afield. Continuing our links with families affected by water related issues is a vital target for us, and as always, we are constantly reminded of the souls that have been taken by the waters in our communities.
We know that the work of the Carmarthenshire Water Safety Partnership helps families to heal, as we strive to improve water safety and awareness for all. Our consistency, professionalism and mindfulness allow those who have been touched by water related issues to come forward, express their views, and voice concerns.
Our role in the community has helped to deliver water safety messages to schools, organisations, and individuals across Wales. We pride ourselves on the public notices on lifebuoys in the west Wales region; on the newly installed vandal proof lifebuoy cabinets; and the extensive flyers and digital information that Carmarthenshire Water Safety Partnership has produced. So many families, communities and individuals have been part of this process and will continue to be our driving force.
The Quay Centre, which is currently leased to the charity still proves to be a popular venue for groups to meet, and we are grateful to Gwendraeth Valley Paddlers, Carmarthen Coracle & Netsmen’s Association, Carmarthen Boat Club, and Carmarthen Rowing Club for their respect of the shared use within the Quay Centre. The past 22 months have been a challenge for the Quay Centre with so many regulations to abide by. We are now inundated with hire requests, and hope this will lead to a healthy use of the facilities.
Schools, groups, private bookings, and meetings will hopefully get back to normal soon, and we are keen to ensure that Carmarthenshire Safety Water Partnership is at the very heart of our aim to educate others.
Financial review
The net payments for the year were £2,874, including net payments of £1,813 on unrestricted funds and net payments of £1,061 on restricted funds.
Reserves policy
The charity's free reserves, excluding fixed assets, at the year end were £4,518.
The charity's policy is to establish a reserve sufficient to cover at least three months' running costs. At present this is being achieved, and further ways of increasing income continue to be sought.

The trustees confirm, in accordance with the Charitable Incorporated Organisations (General) Regulations 2012. that, at the year end, the CIO did not have any outstanding guarantees to third parties nor any debts secured on assets of the CIO.

1 Accounting policies
Basis of accounting
The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.
There has been no change to the accounting policies since last year.
No changes have been made to the accounts for previous years.
Taxation
As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
