## **Structure, governance and management** 

The charity is a Charitable Incorporated Organisation (CIO) formed on 24 October 2016. 

## **Method of recruitment and appointment of trustees** 

The trustees of the charity are appointed for a term of three years at a properly convened meeting of the charity trustees.. 

## **Objectives and activities** 

## **The charity's objects** 

The preservation and protection of health and the saving of lives in the areas of Carmarthenshire, Ceredigion, Pembrokeshire and City & County of Swansea in particular but not exclusively by: 

a) Providing education to the public about the dangers of open waterways. 

b) Managing life-saving equipment by helping to reduce vandalism and helping to replace and renew lost or damaged lifebuoys & cabinets along rivers and waterways. 

- c) Working with voluntary and statutory organisations in the delivery of the above. 

## **The charity's main activities** 

The charity was able to extend its lease from Carmarthenshire County Council to utilise the Quay Centre in Carmarthen, at no rental cost to the charity. This has enabled us to extend our charitable activities to a wider audience and give the charity a base from which to enhance our work. The Covid pandemic led to a suspension of being able to hire space and facilities. 

## **Public benefit statement** 

In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education and the saving of lives.

## **Achievements and performance** 

We were successful in the year with monitoring safety cabinets, creating a small role and office to further promote water safety.  Costs during the pandemic were lower as digital products were required.  Special articles were created to mark the five-year anniversary of Cameron Comey’s disappearance, and lifebuoy cabinets were regularly checked and stocked. 

We provided a free food hub for those in need throughout the pandemic; families could pick up or have food delivered to their homes.  This continued for twelve months, throughout lockdowns and Welsh Government restrictions.  Mental health, supporting others and providing a base continued with no charge and no income for the charity.  All memberships were frozen throughout the year. 

Priorities were to continue partnership working; to continue the role of supporting families; to invest in equipment where possible; and to provide water safety training. 

The National Lottery Community Fund grant provided us with an opportunity to visit mental health awareness and the danger of water.  Face-to-face meetings were replaced with Zoom meetings through the lockdown phases of the pandemic.  Leaflets were difficult to distribute, and it also had impacted greatly on the outreach activities.  Mental health articles in Wales Online were produced and joining in a local mental health forum allowed a greater understanding of the support networks in place. 

## **Financial review** 

The net receipts for the year were £6,500, including net payments of £1,247 on unrestricted funds and net receipts of £7,747 on restricted funds. 

Our hope is to retain another year’s lease on the building. 

Throughout the Covid pandemic we have continued to reach out and support those in need. Water safety and awareness is key in our messaging and campaigns, supporting families and education providers with talks and community work. 

## **Reserves policy** 

The charity's free reserves at the year end were £6,331. 

The charity's policy is to establish a reserve sufficient to cover at least three months' running costs. At present this is being achieved, and further ways of increasing income continue to be sought.

## **1 Accounting policies** 

The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis. 

There has been no change to the accounting policies since last year. 

No changes have been made to the accounts for previous years. 

## **Taxation** 

As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. 

## **Fund accounting** 

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. 

Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
