Background
St Jude’s Church Council has the responsibility of co-operating with the incumbent, the Revd Canon Judith Allford, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the Church of St Jude’s, St Jude’s Road, Englefield Green.

Members of the Council are either ex-officio or elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules.

PCC sub-committees and terms of reference are as follows:
Standing Committee
Regular meetings to plan agenda for PCC meetings. Authorised to make decisions, exclusive of PCC, as and when necessary.
Outreach Committee
Regular meeting to consider aspects of mission, both spiritual and practical, within Church and in wider community. Reports back to PCC. Organises Lent groups, etc. Partial ecumenical aspect.
Worship Committee
Formal meetings very occasional, informal meetings more frequent. Liturgical and music matters discussed.
Stewardship Committee
Meetings ad hoc to discuss PCC proposals, formulate strategies, prepare paperwork/questionnaires and analyse results.
Fabric Committee
Meetings generally informal to discuss matters as they arise. Oversees Saturday morning working parties.
Social Planning Committee
Meets occasionally during the year to discuss ideas and catering arrangements for specific social events (some ecumenical) at the request of the organiser.

The Church Electoral Roll for 2020 has been revised and a copy has been placed in Church. There are 81 names on it.
ANNUAL REPORT – REVIEW OF THE YEAR 2020
Re-reading the annual report from 2019 it is clear that there was no inkling of what lay ahead for us as a church and indeed as a nation in the year which lay ahead. The Vicar concluded last year's report with some words of her own: I pray that in the coming years God will lead us into growth that is not simply numerical but that will deepen our spiritual lives and understanding both as individuals and as the people of God in this place.
In practice we were to discover that from 23rd March 2020 the country was put into lockdown as a protection against the pandemic beginning to sweep the world. Churches along with all other public institutions, restaurants and pubs, sports venues and all but essential retailers were closed down. Our last public service in St Jude's before lockdown was very sadly the funeral of Christine Butterfield on Friday 20th March.
From that point our services went online. We were extremely blessed that Guy Bunce offered to pre-record services for us and he launched our own St Jude's United Church YouTube Channel. Lockdown meant that there could be no congregational or choral singing so we were equally blessed by the generous offer from Chloe Spencer to record our chosen hymns for us, supported either by Geoff Chew or by Guy. Our Holy Week and Easter Services were pre-recorded and made available on YouTube and this pattern continued throughout the period of the first lockdown. We returned to worship in church with an 8.00am service of Holy Communion on Sunday 6th September and continued with a pattern of alternating 8.00am and 9.30am services. Guy kindly live-streamed the latter service from within St Jude's.
This pattern continued until the country was returned to lockdown early in November. In December lockdown was lifted again but our Christmas services included both a pre-recorded Carol Service and Children's Crib Service although we were able to enjoy "live" worship, live-streamed, on Christmas morning. On the final Sunday of the year, Sunday 27th December, clergy in the Diocese were given the option of directing their congregations to an online service provided by the Diocese or by the Cathedral. It was just before Christmas that we learned another lockdown was coming into force.
We are extremely grateful to all who have consistently taken part in our online services. We are indebted to Claudia Tubb for providing an all-age talk for each of our pre-recorded services. We have also very much enjoyed the contribution of our Junior Church children and are grateful to the children themselves and to their parents for so consistently recording prayers for us. The Children's Crib Service, which premiered on Christmas Eve, included contributions from almost all the children who had participated during the year. Once again it was Claudia who wrote and led the service and as always Guy who pieced all the contributions together. Andrew Reed, Diana Bendall and Roy Gouriet have all continued to share in the ministry of preaching and leading worship alongside Judith. During the year two "Zoom" Bible Study groups have been established, one meeting each week in an afternoon and one in an evening. Our Concert Programme was uninterrupted for the first three months of the year but once the church had to close our concerts too went online. Thanks both to Geoff and to Guy six concerts were pre-recorded for our YouTube Channel.
The pandemic has presented many other significant challenges. Our APCM for 2020 had to be delayed until 25th October. Communication with our Parish took on a different form as we could no longer deliver the SHIP from door to door. Brian Hooker has continued to produce the newsletter for us month by month and we have been able to distribute it electronically, but to a very much smaller number of people. We have used our website and Facebook pages as other means of staying in touch with our congregation and Parish and Andrew Sheer has produced a series of banners for the railings outside Church as well as laminating copies of our newsletter for the church doors.
For most of the year we have had to suspend our letting of the Monsell Room, which has had a significant impact on our income. A COVID 19 Committee was established from our ECC and we are indebted particularly to Diana Bendall and to Marion Paige Hagg for developing our COVID 19 Risk Assessment and keeping it under regular review. Diana also led the purchase of COVID supplies.
St Jude's has stood unused for much of the year and we are grateful to people like Andrew Sheer, Brian and Pat Summers and Brian Hooker for continuing to keep an eye on the premises whilst they are closed.
From the registers, there were 0 baptisms (10 in 2019) 2 weddings in the church (3 in 2019) and 2 in the college chapel using the church registers, and 13 funerals (20 in 2019), plus 37 (12 in 2019) funerals at local cemeteries and crematoria.
At the APCM Diana Bendall and Claudia Tubb were re-elected as churchwardens. We are grateful to them and to all who have served this year as ECC members and Church officers. We are indebted to them all for the responsibilities they have continued to shoulder during the pandemic. Our Electoral Roll stands at 82 members, the same number as in 2019.
The pandemic has largely prevented us from taking forward the recommendations from our Quinquennial Inspection in July 2019 and this must be a significant challenge for 2021.
Our Vicar has continued to serve on the Governing Body of St Jude's School and, when COVID restrictions have allowed has taken a weekly assembly in school. Since the beginning of the first lockdown only one year group has been able to gather in the school hall and the assembly has been relayed to the other classes via Microsoft Teams. Due to the pandemic we have been unable to welcome either St Jude's School, or Englefield Green Infants School to hold festival services in church.
Our services of Remembrance on 8th November had to be much reduced and there was no service in church following a socially distanced Act of Remembrance at the War Memorials. However, Guy directed and produced an online Act of Remembrance in which some members of our local uniformed organisations took part.
The uncertain and unexpected events of the pandemic have prevented us from looking afresh at a Parish Development Plan. We have, however, been able to review our LEP and have been advised by the District Chair of the South East region of the Methodist Church, and by the Archdeacon of Dorking, that this will not need further review until 2024. Meantime Andrew Reed and Judith continue to enjoy the privilege of working together in ministerial partnership. Our ECC met at the beginning of February to discuss how we see the priorities for the future. This will need to be carried forward into 2021 and prayerfully reviewed in the light of our very much changed circumstances.
The Village Centre has remained the focus of our outreach as a United Church throughout the pandemic. We are indebted to Ali Watts for her sterling and innovative leadership and for the partnership relationships she has continued to develop across the local community and borough. The establishment of Mutual Aid, Egham and Englefield Green saw a large army of volunteers providing many practical forms of care for the most vulnerable in our locality. Ali has also been busy with the development of plans for the refurbishment of the Centre Cafe.
We are encouraged that numbers accessing our services on YouTube have been considerably higher than the number of those who were regularly worshipping with us before the pandemic. However the issue of regular attendance at St Jude's remains a concern for the future. We are still conscious of the warning given by Bishop Jo that unless St. Jude's sees growth within the next few years we shall be unable to appoint a Vicar to follow our present incumbent. Independent Examiner’s Report
to the JCC of St Jude’s United Church, Englefield Green
I report on the accounts of the JCC of St Jude’s United Church Englefield Green for the year ended 31[st] December 2020.
The JCC is responsible for the preparation of the accounts and considers that an audit is not required under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an independent examination is needed. It is my responsibility to:
examine the accounts (under section 43(3)(a) of the 1993 Act);
follow the procedures laid down in the General Directions given by the Charity Commissioners under section 43(7)(b) of the 1993 Act;
and state whether particular matters have come to my attention.
Basis of the Independent Examiner’s Report
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes considering any unusual items or disclosures in the accounts, and seeking explanations from the JCC concerning such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner’s Statement
In connection with my examination, no matter has come to my attention:

1) which gives me reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with section 41 of the 1993 Act; and
-
to prepare accounts which accord with the accounting records and comply with the requirements of the 1993 Act
have not been met; or
- 2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
