Structure, Governance and Management

How the Charity is constituted: Membership of the Charity is open to everyone who can support the Charity and there are currently 10 members.

Trustee selection Method:

Trustees are appointed or reappointed annually at the General Meeting usually held in May following the appointment of the Mayor for the ensuing Mayoral Year.

All trustees give their time voluntary and receive no remuneration or other benefits.

Risk: The risk that the charity is exposed to is reviewed annually by the trustees and due to its operating model the risk is deemed to be low and this is reflected in the reserve policy.

Objectives and Activities

Summary of the objectives of the charity set out in its governing document:

To further such exclusively charitable purposes, according to the laws of England and Wales, as the trustees determine by the provision of grants.

Grant Making Policy:

The policy on grant making is that the incoming Mayor during their year as Deputy Mayor will select an organisation or organisations which they would like the charity to support during their Mayoral Year; they put this to the trustees who consider the request and make the decision to accept or reject the request. The organisation selected to be supported by the charity must benefit the residents of the borough. The charity prefers that the selected organisation uses the grant for some Capital purpose, to give some longevity from the grant; but the charity does not rule out the grant being used for some revenue purpose. The selected organisation will discuss and agree with the charity how the grant will be used.

Summary of the main activities undertaken for the public benefit in relation to these objectives:

During this year, 202%to 2023, the Mayor was Councillor Marie Morgan and the charity to be supported by The Mayor of Wigan’s Charity Appeal was selected to be ‘Daffodils Dreams’.

Daffodils Dreams began when its founder, Maureen Holcroft, was recovering from eye surgery and was convalescing for six weeks. She read an article in the local paper about ‘Child Poverty’, and although she was aware that it existed in the as ¥ WiganBorough,Borough she didn'tliving realise below the the around poverty 40%line. of youngsters in several wards within

Having read the article, Maureen wanted to do something, anything, to help. It made her realise just how lucky her family and friends are to lead such privileged lives, surrounded by people who can provide emotional support, encouragement or guidance. Having the simplest essentials to live healthy and safe lifes, is a privilege that we can often take for granted.

Daffodils Dreams Vision is:

Every child comes into this world the same way, and we believe every child deserves the right to live a happy, healthy and fulfilling life. All children should be offered the same opportunities in life regardless of their background or the financial situation of their parents. The team at Daffodils Dreams want to help children reach their full potential by giving them opportunities to explore their natural gifts and thrive at home, school and play.

Achievements and Performance

We held the annual ‘The Mayor of Wigan Charity Ball’ again. The event was held at the MacDonald Kilhey Court Hotel and was yet again almost a sell-out. As well as being well attended everyone enjoyed the food, drink, DJ and local female vocalist Olivia Garcia. It was also attended by many of the Civic Heads from the Greater Manchester conurbation and we were pleased to have the Deputy Deputy Lieutenant Melanie Bryan OBE present at the Ball.

We had another very enjoyable visit to the Wigan Brew House and people enjoyed a guided tour of the brewery and picked up some knowledge about the brews on tap, along with some light refreshments and good conversation with friends; plus the mandator raffle.

The Payer Breakfast was held again, with speaker, prayers and breakfast.

For the more cerebral supporters of the Charity the annual Quiz Night was held again. This as well as testing your brain cells, memory and knowledge on a number of fronts is also a fund night with — yes, you've guest it light refreshments and alcohol and good company.

We held a number of bucket collections at sporting events across the Borough.

Thanks to the help and support of the staff and volunteers at Haigh Woodland Park we had a very enjoyable walk around the estate and surrounding area, raising money for the charity. It was not a sponsored walk but there was a charge to be a participant in the walk. The walk ended in the food court at Haigh Woodland Park
