Structure, governance and management
The PCC has been formed under ihe Parochial Church Council (Powers) Measure 1956. PCC members are
recruited in a number of ways. The cjergy and churchwarden are members by virtue of their office. Deanery Synts
representatives are elected by the annual parochial church meeting (APCM} and hold office for three years. Other
members of the PCC are eleded annually at the APCM.
The PCC is the standing committee. as requi￿ by law, and met 5 times during the year. The￿ is a sub-committee
for the management of the Village Hall comprising 1 member of the PCC and regular users of the hall.
Objectives and activities
The objecb.ves of the PCC are defined by the Par￿hla[ Church Council (Powers} Measure 1956 as'to Co-operate
with the minister in promoting in the parish the whole mission of the Church, pastoral. evangelistic, swial and
ecumenical." The PCC also has maintenance responsibilities for the Church and Churchyard of All Saints.. North
Moreton, and for the upkeep and running of the Village Hall. High Street, North m￿etOn.
Congregation
There were 47 parishloners on the electoral roll in 2023. The aver&38 atterKlances and communicants al serV￿e8
during rbjrnal limes are 11 and 10 respectively. The festival SeThi￿8 continue to be well attended.
Review of the yoar
North Moreton is part of the Chum Benefice comprising Aston Tirrold, Aston Uplhorpe, Blewbury, the Hagboumes,
North and South Morelon, and Uplon. We thank the Reverend Jason Sl John Nicolle and the Reverends Lwise
Buder, John Clarke, Mark Rhodes-smilh and Jenny Loder for their mini51ry ar￿ 5UPPOrt throughout the year.
Worship
Services were held regularty throughout the year, the first Sunday of the month being a morning Eucharist seN
al 10.30. For the rest of the month the services are held at 4..00 p.m.
The Carol service and Christmas Eve Eucharist Serv￿ were well attended. Thanks are due lo 211 who help in
worship by reading Sessons and assisting., also to those who provide organ and other music for the seNices, and lo
those who regulady dean arKI decorate the church with fflowers.
Fund raislng and materlal ￿ntributIOnS
Fund5 were successfully raised to complete the bell augmentation project, most of the money IHng provided by
the local bell riThJing community. This enabled the project to proceed on time and Tmlhin budget.

For the Chantry Chapel window project, the fund-raising committee, comprising Chris Macdonald {chair), Richard
Macfarlane. Ed Squires and Steve Vinnicombe, submrtted several grant applications during the year. The window
fund currenly stands at £42.008_ Our sincere thanks go to the fund-raising committee for taking on this project aThd
for their efficierq a￿1 enthusiasm_
There was no summer fete duriro the year due to a dash wrth the Coronation celebrations. Plans are in progress
for a fete lo be held in May 2024.
Further funds were raised from the Art Weeks display in the church1£4181 and from the informal coffee mornings
held in the church. Thanks w to Libby Macdonald and Gill Fletcher for organising these.
Church Building
The Quinney Day was held in November and many eleaning arKI maintenance tssks were de811 with in the church.
Unfortunately, wel weather limited the amount that could be achieved in the churehyard.
The main project remains the repair and restcffats)n of the St Nthlas window in the Chantry Chapd. This window
is of national Importance, both in terms of ils eady 14th Century g5ass and its subsequent Victorian conservation.
An application for a faculty has been submitted to the D￿e$an Advisory Committee and we await the outcome.
As mentioned above, the project to augment the ￿11$ with iwo new bells was completed successfully. The project
team were pleased to complete the project in time forlhe Coronation ￿lebration as the new bells are Ihefirst churth
bells to be cast in the reign of King Chades 111. Bucknngham Palace had previously given approval lo engrave the
cyphers of the King and Queen Consort on the new be115, $0 a great accolade for North Moreton. Thanks go lo
Richard Loyd, Rob Nickless and Beryl Jones for promoting arvj managing the bell augmentation project.
Churchyard
Regijlar maintenance of the churchyard was again carried out in 2023 by A2alea Landscapes and our thanks go to
them for their servI￿s. The PCC is grateful lo the Parish Council for its grant of £350 towards the vpke8p of the
churchyard and the village hall.
Villaga Hall
The fees r￿1Ved from hiring the hall Increased in the year to £6,94812022.. £4,599) ar￿ the routine running
expenses were £5,344 (2022.. £6,178).
The book Sales were held in April and October raising £2,826 for the hall after making a contribution of £458 to the
church genelal fund for the use of the church.
A suc￿sSful barn dance was held in the summer raising a nel sum of £1.047. Out thanks go lo John and Joanna
Stuart for the use of their bam, and lo Jo Nickiess and her team for organising the event.
Further fijnds were raised from the sale of North Morelon Calendars. raising over £700. the Christmas markel
(£197), ihe Quiz held in December1£2381 and the sale of planls1£1001.
As rewrted last year. the village hall committee commissioned a structural survey of the stage and are embarking
on a project to remove the stage and alter the layout of the hall, including upgrading the double-glazed wndows lo
improve energy efficiency. Some grant money has al￿adY been received from Oxfordshire County COU￿11
(£6,367), and further applications have been made lo various grant making bodies. We thank the Village Hall
Committee for their hard work on these application, in particular. Jeremy Howland and Jo Nickless.
Flnanclal RevFew
The figures for the year show a decrease in the General Fund of £5,049. The closing balances for the five funds
were.. General Fund £12,457,. Roof Repair Fund £3,822.. Bell Fund £998 (after receipt in 2024 of Gift Aid tax
reclaim}, Window Fund,. £42,008.. Hals Fund £33,732.

consider that an audit is not required for this year under s￿li0n 144121 of the Charities Act 20111.lhe 2011 Act.).

Basis of Independ•nt Examiner's Statement
My examination was carrEd out in accordance WTth the General Direth'ons gwen by the Charity Commisslon. An
examination includes a review of the accounting records kept by the Gharty and a comparison of the a(xounts
presented wrth those re(x)rds. 11 also includes consideration of ory unusual items ¢x disclosures in the ac£ounts
and seeking explanations from the management committee conceming any such matters. The PfocedLJres
undertaken do not provide all the evidence that would be required in a full audiL and consequently, I do not express
an audit opinion on the aceounls.

The three investment funds are held on permanent trust. The dividend income from the Ethel Spratlgy
Memorial Fund and the Chur¢hland Charity is for the general purposes of the Church. The dividend income
from the Churchyard Trust is put towards the upkeep of the Churchyard.
15 Churn Benefice Expenses
Separate accounts are kept for the cornmon expenses fund for the 6 parishes ￿thin the Churn Benefice.
