The Moretonhampstead Bowring Library Charitable Trust

Report: January 2021 – December 2021

  1. The Moretonhampstead Bowring Library Charitable Trust (MBLCT) was registered as a charity at the end of August 2016. Its charitable purposes are as set out in its constitution dated 31.8.16:

3.1 FOR THE BENEFIT OF THE INHABITANTS OF MORETONHAMPSTEAD PARISH AND SURROUNDING AREAS, AND OF VISITORS TO THE TOWN, TO PRESERVE AND MAINTAIN THE GRADE II LISTED BOWRING LIBRARY BUILDING WITH THE AIM OF CONTRIBUTING TO THE HISTORIC ENVIRONMENT AND THE CULTURE AND HERITAGE OF THE TOWN; AND

3.2 FOR THE BENEFIT OF THE INHABITANTS OF MORETONHAMPSTEAD PARISH AND SURROUNDING AREAS, AND OF VISITORS, TO ADVANCE EDUCATION AND TO PROMOTE GOOD HEALTH AND WELL-BEING, IN PARTICULAR BUT NOT EXCLUSIVELY THROUGH THE PROVISION OF A PUBLIC LIBRARY.

2. During the reporting period :

The following trustees were in post: Clive Bowring, Richard Durnford, Jane Bowes Vivienne Hodges, James Paxman, Bas Payne and Camilla Rooney.

The following trustee resigned : James Paxman October 2021

The trust continues to encourage participation from further trustees in the local community.

  1. The trustees met twice during the reporting period, on 20[th] March 2021 and on 25th October 2021. Continuous email contact was also maintained throughout the reporting period.

  2. The first aim of the trust is to negotiate the transfer of the Bowring Library building from Devon County Council (DCC) to the local community so that repairs can be undertaken and the long-term future of the building secured.

During the year, the Trust received a Draft Heads of Terms document from Devon Council for the transfer the building to the Trust. The Trustees considered this in October, and came to the view that the terms were unacceptable as they stood. The chairman resigned as he felt that the project should be abandoned in view of this, and of other changes including the Covid pandemic. The remaining Trustees agreed to continue negotiating with DCC.
