The trustees present their annual report with the financial statements of the charity for the year ended 31st March 2023. The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the charity’s trust deed, the Charities Act 2011 and Accounting and the Charities Statement of Recommended Practice (SORP) and Financial Reporting Standard FRS 102.
OBJECTIVES AND ACTIVITIES
Objectives and aims
The Belper Clusters Heritage Group aims to create connected communities through a unique heritage project situated in an early example of mill housing developed during the industrial revolution.
This inclusive resident led initiative will bring together strands of creative and restorative activity to build a project with both local and wider impact.
The ultimate goal is to celebrate a historic environment of cultural importance and allow its unique character to be preserved and enjoyed by future generations.
Public benefit
The project will feature a scheme of activities to improve the Clusters, an area of historic significance, established by the Strutt family as an innovative workers community during the industrial revolution.
The project will build community cohesion, promote new skills and support community health and well-being. Long term environmental sustainability and inclusion form key strands.
Key activities include:

Research, development, consultation and preparation of full detailed design and specifications for repair, reinstatement and restoration of historic road surfaces incorporating innovative low-carbon technologies to improve the area for all and encourage tourism and economic recovery.

Electric vehicle charging integration into a historic conservation area, respecting the past while acknowledging the area’s rich history of innovation.

An education and outreach programme exploring the role played in the industrial revolution and examining how we can continue to thrive while preserving the unique qualities of our area.

Community art projects including photography, oral histories and partnerships with schools and artists to inspire and strengthen community bonds and support networks.
The project will align with local authority goals and Government commitment to a low-carbon future and be an exemplar project and inspiration to others in similar areas of historic significance.
The charity has, from the offset, always operated under the guidance issued by Charity Commission on public benefit.
Any grant money allocated is always under the provision of the same.
Contributions made by Volunteers
The 5 Trustees are volunteers and at present all aspects of the charity’s work are undertaken by the trustees. Other volunteers are added, chosen by the trustees’ as and when required.

ACHIEVEMENTS AND PERFORMANCE
The Clusters are a small community in the heart of Belper's Conservation Area comprised of four streets of mixed housing. Residents vary and are of a wide age range, from young families with children through to those that have lived a lifetime on the street. All have a pride in the unique character of the area.
The Belper Clusters Heritage Group has worked during recent years on initiatives to bring Clusters residents closer together and involve people in wider community activities.
A recent art project with a Japanese artist involved residents and local schools and linked traditions and cultures. There have been several community engagement events held locally to explain the project vision and to invite views and involvement.
The local householders were approached individually at an early stage and continue to be kept informed through the delivery of newsletters and on-line meetings whilst meeting in person is difficult due to the COVID-19 pandemic.
The project will benefit the group's trustees, local residents, stakeholders, the wider community, visitors and tourists by engagement in a variety of activities relating to arts, education and training.
Other beneficiaries will be:

Residents from the wider Belper and Amber Valley area (20,000 and 126,678 respectively, based on 2018 figures)

The Long Row Primary School community, based in the heart of the Clusters area (306 children on roll in 2018/ 2019)
-
Visitors and tourists to the Derwent Valley Mills World Heritage Site.
These groups will benefit from a greater understanding of the impact of the Strutt family and the history and importance of the Industrial revolution within the Derwent Valley.
We will ensure that our project is inclusive to all residents and stake holders in order for them to feel empowered and engaged.
The Clusters Garland Trail, an idea proposed by Rachel Wayne to bring back the tradition of street dressing in the Clusters or could be a community street clean with neighbours working together and helping out those less able to take part.
Fund raising activities
The charity is continuing to work with the Heritage Lottery Fund.
FINANCIAL REVIEW Financial position
Total income for the year ending 31[st] March 2023 is £50,830.
This consists of 1 payment of £44,790 from NCC and 1 payment of £6,040 from DCFD for the Jubilee Celebrations. All from NCC Credit in conjunction with Midlands Energy Hub - Rural Community Energy Fund in respect to a grant allocated to the charity for an electric vehicle charging point survey in the Clusters area of Belper.
Total outgoings for the same period are £49,530.

Principle sources of funding
NCC Trade - Cenex DCFD – Derbyshire Community Funding
Principal risks
The only risk facing the charity and its objectives is if the charity are successful with the next grant application, then the possibility of inflation and quote price changes will be fully covered in the application.
Reserves policy
The charity, at present operates with funding only so will only spend when the funding is available.
Going concern
At present there are no reasons why the charity will not be able to continue as a going concern.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is registered as a Charitable Incorporated Organisation (CIO) and was established in August 2016 with the Charity Commission. Only voting members are the charity trustees.
Recruitment and appointment of new trustees
All decisions are made by the existing trustees.
There are no plans, at present, to recruit any more trustees.
The trustees are all volunteers and there are no plans to introduce any salaried appointments

STATEMENT OF TRUSTEES' RESPONSIBILITIES
The trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing those financial statements, the trustees are required to:

Select suitable accounting policies and the apply then consistently;

Observe the methods and principles in the Charity SORP;

Make judgements and estimates that are reasonable and prudent

State whether applicable accounting standards have been followed, subject to any material departures that must be disclosed and explained in the financial statements;

Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in business.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charitable company. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent examiner’s report to the trustees of the Belper Clusters Heritage Group (‘the Charity’)
I report to the charity trustees on my examination of the accounts of the Charity for the year ended 31[st] March 2023, which are set out on pages 7 to 9.
Responsibilities and basis of report
As the trustees of the Charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
Having satisfied myself that the accounts of the Charity are not required to be audited are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe:

sufficient accountings have not been kept, contrary to the requirements of ChA 2011, S.130; or
-
the accounts and statements do not agree with those accounting records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Notes to the Financial Statements For the Year Ended 31st March 2023
1. ACCOUNTING POLICIES
The financial statements of the charity, which is a Charitable Incorporated Organisation (CIO), have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the Funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
