Aims and purposes as a charity

The Parochial Church Council has the responsibility of co-operating with the incumbent. At the end of year 2022 St Andrew’s Church was in interregnum. Until the appointment of a new incumbent the PCC are responsible for maintaining:

Our plan to achieve our charitable objectives

When planning our activities for the year, our Incumbent and the PCC have considered the Charity Commission’s guidance on public benefit and the specific guidance on ‘charities for the advancement of religion’.

The council has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016, fully recognising its duty to have due regard to House of Bishops' guidance on safeguarding children and vulnerable adults.

For 2022 we discussed and planned the following objectives and activities to fulfill our aims whilst recognizing the restraints of COVID 19 and other variations:

Attendance at worship

During 2022 worship resumed at St Andrew’s following Covid. Beginning with limited numbers and strict ‘distancing’ rules, this was relaxed as the year progressed and members of the fellowship began to return. Although not at the levels of attendance pre-Covid however building towards the end of the year.

The building remains open for private prayer and reflection from 10:00 – 3:00 Monday to Saturday and closing after services on Sunday.

The reports in this booklet explain more of what is happening in our Church community and our work and outreach in the village and further afield.

Financial Review

The church is dependent on income largely donated from its supporters and congregation, together with other donations, fees from church services and hire of the church hall, some investment income and rental from a church owned flat. The church hall has once again been opened for bookings resulting in an improvement of revenue generated by hiring. Social events have also begun again.

The largest expenditure of the PCC was the sum of £76,967 paid to the diocese for our share of all churches’ Parish Ministry Costs. This amount covers; clergy stipends, national insurance and pensions, clergy housing, training for clergy, support services such as safeguarding services and building advice.

The trustees maintain free reserves in unrestricted funds at a level to meet a minimum of 6 months normal running expenses and to cover governance costs and also maintain also maintain restricted funds for emergency use. The church is able to release some investments to generate cash should further funds be required as these are not restricted in their use.

The Parish Giving Scheme, an easier method of collecting regular income and also ensuring a monthly collection of our Gift Aid refund is progressing well and our income from this is an improving picture.

Expenditure exceeded income in the year by £8106 an improving picture on last year. Income amounted to £123752 and expenditure £131858. In 2022 the PCC committed an annual gift of £10,000 for three years to Ferring Primary School to support the employment of a teaching assistant specialising in the welfare of children who have found the last two years extremely difficult resulting in mental health problems, school avoidance etc. This is proving to be extremely beneficial, a separate report on charitable giving is included in the booklet.

The full year’s results and the financial position at the end of the year are included in the report under the financial statement, trustees are satisfied with the position.

Structure, governance and management of the charity

The Parochial Church Council [PCC] is registered with the Charity Commission as required by the Charities Act 2011.

Its governing document is the Parochial Church Council [Powers] measures 1956. During the year the following served as members of the parochial Church Council:

Meetings of the Council in 2022:

Membership of the PCC is determined under the Church Representation Rules and consists of certain ex-officio members (the Vicar, the churchwardens and members of the Deanery, Diocesan or General Synods) and members of the church who are elected at the Annual Parochial Church Meeting (APCM). We try to ensure a balance of skills and experience where possible and to encourage parishioners with particular gifting to stand for election, ensuring that they fully understand the responsibilities of Trusteeship.

Independent examinerfs report to the trustees of The Parochial Church Council of The Ecclesiastical Parish of Ferring, Diocese of Chichester I report to the trustees on my examination of the accounts of The Parochial Church Council of The Ecclesiastical Parish of FerTing. Diocese of Chichester (the charity) for the year ended 31 December 2022. Responsibilities and basis of report As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (tthe Act,). I report in respect of my examination of the chaiity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. Independent Exathinerfs statement I have completed my examination. I confimi that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. Accounting records were not kept in respect of the Trust as required by section 130 of the Act" or 2. The accounts do not accord with those records; or 3. The accounts do not compty with the applicable requirements Con￿rning the fonn and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view which is not a mattel consideied as part of an independent examination.
