The Village Hall, Littlemore Chairman’s Annual Report for 2025

The past year has been an active one for the Village Hall. We continue to provide a home for a variety of groups, community activities, private parties and family celebrations. Our building improvement plans are progressing well. Maintenance work has continued, but no major expenses have been incurred this year. We continue to look for more volunteers to help us manage the hall.

Administration . In addition to the AGM, the committee met eight times during the year. The accounts were produced and inspected, and the annual return to the Charity Commission submitted on time. We remain without a Treasurer and have only a small managing committee.

Finance. This year has seen a considerable increase in our accumulated funds, as we work towards our major building improvement project. This is mainly due to the receipt of two grants from Littlemore Parish Council. The larger was a payment towards the cost of two ramps enabling disability access. The smaller was a contribution to the cost of repairing the front boundary wall. Income from lettings and events has remained steady, and there have been no major unforeseen expenses. We end the year with a solid start of £35,000 in our Building Fund.

Improvements. Work towards Stage Two of our building improvement plans has continued. This aims to reduce our carbon footprint and make the hall more comfortable to use and cheaper to run. Early in the year we obtained two tenders for this work, which enabled us to set a target for fundraising of £225,000. Early grant applications to the City Council and the Green Fund were unsuccessful, but since then we have done more work on community engagement and local fundraising. We have plans in place to apply to six external funders.

Planning for Stage Three, the replacement of the existing extensions with new kitchen, toilets and lobby, has also progressed. We have received written feedback from the Planning Department from the pre-planning meeting we had with their representatives. We have been working on refining the floor plan, and developing a design for the new front entrance in line with their recommendations.

Use of the hall. Regular use of the hall continues to provide our main income. Weekly users have included Pop-up Pilates, Sing and Sign, Le Petit Club Francais, Living in Fitness, and New Life Church. New groups included Play and Stay (for toddlers), and Better Balance (for older people). Bingo was enjoyed twice a month, and The Oxfordshire Woodturners and the Parish Council meet monthly. Oxford Insight Meditation continued to book four times a year, and we have hosted several training sessions for the Berkshire, Buckinghamshire & Oxfordshire Wildlife Trust, and for local NHS units. One-off bookings include many family celebrations, birthdays, anniversaries, weddings and wakes, as well as use as a Polling Station.

Events. Saturday Afternoon Teas have been held every month except September, but attendance was very variable. In March, we provided refreshments to those

taking part in the annual Littlemore Litterpick, and in November we held a Christmas Craft Fair, both very successful afternoons.

Volunteers. I would like to thank all our Trustees and volunteers for their hard work during the year. My committee has continued to be highly supportive, and undertake essential tasks without which we could not operate. Thank you to Maggie Willis for dealing with bookings and caretaking, to Julian Armistead for providing the minutes of our meetings, and to June White for her work in the garden and at events.

We remain in urgent need of more volunteers, committee members and Trustees to take the Hall into the future.

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’)

I report in respect of my examination of the Trusts accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1. Accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

2. The accounts do not accord with those records; or

3.
