Structure, governance and management

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and to stand for election to the PCC.

Objectives and activities

Ockbrook with Borrowash PCC has the responsibility of co-operating with the incumbent, the Rev Tim Sumpter, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical.

Achievements and performance

Church attendance

There were 121 parishioners on the Electoral Roll, 19 of whom are not resident within the parish. The average Church attendance recorded during October was 79.

Review of the year (by our Vicar)

The PCC met bi-monthly throughout the year. The Standing and Finance Committee met between PCC meetings and information (draft minutes etc.) from those meetings were highlighted at the PCC and discussed where necessary.

Over the last year we have continued to welcome new members to our church family, in both St Stephen’s and All Saints’. I continue to be thankful for the numerous comments I have received about how welcoming our church families are. A big THANK YOU to all (all of us!) who share in this deeply important ministry.

From 1st May until 1st September 2025, I enjoyed a sabbatical, which priests are encouraged to take every 10 years, my last was in the autumn of 2010. It was spiritually enriching to experience three very different retreats exploring the theme of ‘silence’, to catch-up on some reading, to holiday with Zoe and the family and to spend time reminiscing on the past and planning for the future. I am deeply grateful to Bob, and Jeffrey for their support in priestly ministry here, whilst I was away, alongside the church wardens, and to all who contribute to the life, ministry, and mission of our churches, both in visible, up-front roles, and in less visible roles.

A special THANKS to the music group who lead the worship at the 11 am Sunday services in All Saints’. The downloads we sometimes use are a good fall-back option, but there really isn’t a replacement for a live worship group/band leading these events.

It has also been wonderful to have the presence of a choir among us again. The Community Choir (led by Major Steve Fraser-Burton) wonderfully led a Silver Service (for those 50+), a BCP Choral Evensong, A Remembrance and Hope service, and the annual Nine Lessons and Carols by Candlelight. Flowing out of these occasions, our church choir reformed and is leading worship in St Stephen’s Borrowash at the 9.15 am services on three Sundays each month, ably supported by our organist Rob Mosley. We are deeply grateful for the time and effort the choirs put into the life of our community. It’s also apposite to mention other organists who play on Sundays (Greg Maskalick, Lecky Allwood and Ele Feetham) alongside those who have played for weddings and funerals. We are deeply grateful for their willingness to lead, as and when they can.

We continue to benefit greatly from the work recently carried out in All Saints’, Ockbrook. The space offers us flexibility for our own worship services and events, alongside being a space for community events. Sadly, as we don’t have a caretaker currently, we are unable to take any new bookings. We also recognise that both All Saints’ and St Stephen’s buildings will need continuing and ongoing work and repair.

The Gordon Lacey Hall Money Group have met several times this year, under the auspices of the PCC, and continue to help us develop ideas for how the sale price money of just under £500,000 (minus fees) can be used in ways which cohere with our mission and ministry aspirations. It will then be for the PCC to agree on, and vote for, what proposals they think are best. Please pray for this important and ongoing process.

In the autumn Nat, our Children’s and youth ministry lead left that role (though not the church family) for a new role, which meant some reorganising of the children’s and youth ministry groups. I am deeply grateful to all those who have coordinated and led the different groups, often alongside busy family lives and jobs. It was a joy to recently announce that Jennie Ruddle would be joining us as our new part-time (19 hrs p/w, 43 weeks p/a) children’s ministry lead, following an interview in

January. Please do pray for Jennie and all those who will be working alongside her supporting the ministry among pre-school and School Key Stage 1+2 children (011/12-year-olds). Once Jennie has settled in, it is the PCC’s intention for us to readvertise the p/t Youth Ministry Role, working with School Key Stage 3+4 young people (11/12-18-year-olds).

Our Christmas 2025 services and events had been planned by a small group of church family members, coordinated by Sue James. As a result, we reprised some concepts first tried in 2024 – Blue Christmas (for those for whom Christmas can be a difficult and painful time), Posada, Christmas café, Carols by Candlelight and an additional Christingle service on Christmas Eve aimed at families with under 5s. The PCC also agreed to invest in some high-quality publicity (with thanks to Ruth Green for developing this). We had some wonderful services and events. Once again, I would like to offer a big THANK YOU, to all who worked so hard and prayed so long.

I end this snapshot of the last year with a hearty THANK YOU to everyone who contributes so much to the life and witness, mission, and ministry of our church family. The small army of seen and unseen volunteers, who work tirelessly, cleaning, preparing refreshments, welcoming, stewarding our finances, looking after our buildings, leading worship, leading and preaching, reading, leading worship, praying, welcoming, and working the A/V etc. Together we really are stronger!

We also continue looking toward the future, as we seek to keep in step with the Holy Spirit in the present. Our vision document Shaping the Future proffers us biblically based purpose, values, and priorities to scaffold us as we do that. The PCC recently spent an away day reflecting on this and are planning an away day for the whole church family on Sat 24th October 2026. Please keep this day free and more details will be shared at the AGM. May we know the Holy Spirit guiding us, guarding us, and going with us into the presence of the future around us here.

Thank you all for your encouragement and support for me through this last year, my 25th year here. On July 2nd, 2026, it will be the 30th anniversary of my ordination as presbyter (priest), and 31 years since I was ordained deacon, both in Derby Cathedral. It continues to be a joy seeking to fulfil my current call as the Vicar in this parish. And now ‘May the grace of the Lord Jesus Christ, and the love of God, and the fellowship of the Holy Spirit, be with us all’ (2 Corinthians 14: 14).

Financial Review

The details of the financial affairs of the PCC are contained in the Statement of Financial Activities and the Balance Sheet attached to this report.

The Common Fund request for 2025 was £62601, and the figure for 2026 is £62328 The PCC in January 2025 resolved to continue paying at the 2023 level, which was 50% of the requested amount in that year equal to £3009 per month.

Thanks again to David Disney and Carole Read, who have continued to contribute to the financial management of the PCC.

Reserve Policy

It is the PCC policy to try to maintain a balance of unrestricted funds equal to 6 months of unrestricted payments, this to cover emergencies.

It is the policy to deposit these funds in the CBF Church of England Deposit Fund, and to invest in the COIF Charity Investment Fund and CoE Investment Fund, when practical.
